					                     STRATEGIES AGAINST CORRUPTION

Corruption is a social phenomenon in a society where it has become a cultural
phenomenon in Indonesia, it self a result of corruption resulted in financial losses to
the state, and society itself. Worldwide eradication of corruption have become priority
number one. The crime of corruption can occur for many reasons both from a system
that is ingrained as well as from people who have a thief character. Various countries
have implemented laws to combat corruption, but why corruption is still rampant?

Indeed in countries and major developing countries corruption is still a focus mainly
on corruption done by the law enforcers themselves. Law enforcement itself is
comprised of police, prosecutors and judges who are public servants to uphold the law
and to the expectations of society in order to create legal certainty in the fabric of
national life.

One of the reasons corruption is still rampant in the fast progress in international trade
and international communication caused the nations of earth easily tempted by the
economic acquisition, compared with the days previously. In the long-term residents
in general expect political competition and a more open economy will reduce
corruption, because both the political and economic competition that is open is more
likely to restrict monopoly arbitrarily. But in the short-term political rivalries and
economic competition will give birth to opportunities for corruption, since both lead
to rapid changes in existing rules. Rapid change in the rules of the game caused such a
competition free for all without any enforcement of existing rules. In general,
corruption occurs due to changes in precise wisdom which has been implemented by
institutions that have been sick so that created an open competition but not a
conspiracy by insiders, the exchange of political concessions and much more for their
own interests

Corruption can be reduced if there is separation of powers of control and balance,
openness, justice system is good and clear definition of roles, responsibilities, and
rules and regulations.

Corruption tends to not be able to flourish in the democratic culture, competition, and
if there is a good control system and places people (employees, customers,
regulators). Have the right to obtain information and the right to file a complaint,
Corruption easily develop if many overlapping regulations and complicated and if the
authority of the officials and can not be controlled.

Corrupt behavior produces a patchwork management and undermine professionalism
in service to society, among other things:
