TITLE: Examen Europaeum: Vom Trennenden zum Verbindenden - Kultur
                        als Grundlage einer europäischen Friedensordnung

DESCRIPTION: The objectives of this project are to enhance European consciousness
and identity and the knowledge of Europe in the participating countries
and ultimately in the whole of Europe. The project intends to develop a
curriculum for European studies with four modules: the history of the
European ideology, a summary of the history of European culture and
literature, the European languages and the European Union. Course
materials will be developed, trainers will be trained and an exam,
''Examen Europaeum'' will be introduced. The results will be made
available on CD-ROM and Internet to enable individual distance learning.
During the second and third year of this project the curriculum and the
materials will be tried out, evaluated and modified. The partners consist
of educational institutions, research institutes and cultural associations in
Austria, Finland, Greece, Ireland, Estonia and Lithuania with associated
partners in the Czech Republic and Bulgaria.

Key words: European consciousness and identity, ''Examen Europaeum''

TITLE: INSTAL : Individualising Strategies for Adult Learners in Language
                        and ICT - Learning

DESCRIPTION: The aim of the project is to develop a set of tools on the example of language
and ICT-learning, that will help adult learners discover and make use of their
individual learning styles and overcome two obstacles in autonomous learning.
These are the lack of teachers and the absence of awareness of preferred
learning strategies/styles. The 16 partners will make an effort to provide user-
friendly support and guidance in these two special fields of learning which, are
of increasing importance for lifelong learning in connection with globalisation.
The target groups are adult learners especially the geographically and/or socio-
economically disadvantaged and providers of adult education within the
                        framework of formal/non-formal education.
The main activities planned are learning strategies in partner institutions at
national level, the setting up of a website and collection of materials for an
interactive CD-ROM. This is hoped to be achieved by the pooling together of
                        resources and expertise.
A Learner's Manual will be negotiated in close cooperation with the target
                        groups.
During the 2nd year the same process-oriented approach will be taken towards
the Training Module for providers of adult education. New insights gathered will
be used for final products: Learner's manual and Trainer's Manual translated
into the languages of the partner contries, interactive CD-ROM, Training
Module, a website including discussion group to facilitate communication during
                        the project.

TITLE: Computer Training 2000 - ComTrain 2000

DESCRIPTION: The aim of this project is to improve the teaching and learning of basic
computer skills through the development of innovative educational
approaches. Usually, courses for basic training in computing give more
importance to the computer itself than to the student. The partner
institutions intend to place individuals back into the centre of the learning
process. The target group is teachers and adults with only basic
qualifications. The partners are all experts in the field of teaching basic
computer skills. The project is planned to last for two years. The expected
outcomes will be a curriculum and teaching materials, as well as a pilot
course where the theoretical and practical approach are going to be
                        combined.

TITLE: TENT-Technology Supported Networked Training for Adult Educators

DESCRIPTION: Considerable advances in multimedia, information and communication
technology, opened up new possibilities in adult education but many adult
educators still do not have the knowledge to integrate these new media
into a sound pedagogical concept. The TENT consortium will develop,
validate and evaluate a modern train-the-trainer programme to increase
adult educators' competencies in implementing newl didactic concepts
and to support them in moving from the ''traditional'' teacher-learner
situation towards the integration of new concepts, media and materials in
an interactive (technology supported) teaching and learning situation. The
development of the programme will be performed in a joint disciplinary
approach of pedagogists, experienced ODL trainers, authors of
technology supported courses and technicians from six European
countries to ensure consideration of all aspects of the integrated
framework. The training programme will be validated in five project
                        regions.
At the end of this two years project, comprehensive modularly structured
course material (a manual in English and presentation material in six
languages) will be available in electronic format on CD-ROM.

DESCRIPTION: The project aims at the development of tools and methods for the
assessment, validation and certification of knowledge and skills that have
been aquired through experience, autonomous learning and non-formal

want to establish and make use of these aquired skills, the trainers will
also benefit from the project. A theoretical model will allow a possible
transfer to other contexts. The project is planned to last for two years.

TITLE: Adult Education as a Tool of Rural Development

DESCRIPTION: The main objective of the project is to define the role of adult education in
the general framework of rural development in each participating country
(Finland, Austria, Hungary). Moreover, a regional and transnational
network including agents operating in the field of rural development is to
be built with a special focus on the role of adult education as an
instrument of rural development. The regional network contributes to the
exchange of information on the educational needs arising from the grass-
root level actors (farmers, entrepreneurs, citizens, NGOs) as well as
information on the contents of adult education provided in the area. In this
process the educational institutions adopt the role of an active
responsible agent in regional and rural development. The primary target
group is the teachers of the educational institutions who are key persons
with regards to contact with the rural people. The planned duration of the
project is three years. The main activities are the exchange of good
practices, updating the knowledge of teachers on rural development
processes, building up adult students support, recruiting systems and
establishing regional and transnational networks of agents working in
rural development. Expected outcomes are curriculum for teachers, a
manual with case studies for adult students, support and recruiting
systems, as well as an educational module on a topic relevant to rural
development and a CD ROM on regional networks.

TITLE: Enhancing Cultural Awareness Through Cultural Production

DESCRIPTION: The main focus in this project will be to increasing the knowledge of
minority cultures in Europe. The purpose of the project is to develop
cultural education methods and practices, integrate them into adult
education, and thus reduce racism and hostility. By organising cultural
productions in each of the partner countries which will include
representatives of minority groups and immigrants, the participating
institutions will develop a common European module for adult education
and in that way increase the knowledge about minority cultures.
The target group in this project includes adult educators, students of
culture production and representatives of minority groups. The planned
duration of the project is two years.
The expected results of the project are cultural productions (theatre,
concert) and an electronic guide book for adult educators including
various models of curricula and methods on how to use culture
production as a tool to increase tolerance among adult learners.

TITLE: The Building and Developing of a Praxis Theory in a Multicultural
                        Context

DESCRIPTION: The main objectives of the project are to create better teaching strategies
and learning facilities for migrants. The project proposes a cooperation
between educational institutions - both formal and non-formal - and
associations for immigrants in Sweden, Austria and the United Kingdom.
Through reflection, writing of diaries and discussions, the theories behind
the teaching practice are to be made explicit and can then be analysed.
Two aspects incorporated in the teaching of the language of the host
country to migrants will be dealt with. The social aspect; the cultural
identity and integration of migrants and the didactic aspect. The results of
this three year project are meant to be found throughout the process, but
there will be reports and manuals which will also be disseminated at
                        seminars and conferences.

TITLE: lifelong-learning for blind people- Lilebp-

DESCRIPTION: The applicant argues that there is a need for the concept of educational
consultation for the group of blind people. This group can not use normal
tools for talent analysis because they are partly based on optical tests.
Psychological tests for talent analysis and concepts for educational
consultation don't take into account the special needs and talents of blind
people. The failing rate of blind people in courses of education and
training is higher than the average.

With the intention of broadening the range of occupations that blind
people are trained for and to raise the participation rate of the blind
regarding education and training, the applicant plans to develop an
assessment and consultation tool for the target group.

The project starts with an analysis of existing assessment and
consultation tools. Based on existing models, an assessment and
consultation tool for the target group is developed. A curriculum for a two
day long workshop for multiplicators will be developed and applied in a
test phase. A test in all participating institutions will be made with the
target group. Evaluation of the tests and dissemination of the results are
                        separate tasks.

                        Products:
                        - analysis of existing talent tests regarding their applicability for blind
                        people (DE, EN)
                        - concept for assessing and consulting blind peoples education and
training potentials (checklists, audio tapes) (DE, EN, IT, DK)
                        - curriculum for a workshop for multiplicators (DE, EN, IT, DK)
                        - handbook for employees who are involved in assessing and consulting
blind people (DE, EN, IT, DK))
                        - test report

DESCRIPTION: A) The project aims to facilitate access to adult education for disabled
people by making institutions working in the field of adult education aware
of the special needs of disabled people. The campaign should lead to a

TITLE: Spielend Leben Lernen

DESCRIPTION: The project is aimed at life-long learning for marginalised groups. With
the art of theatre as its base, psychosocial processes will be started to
strengthen the quality and the qualification for all life of the target groups.
The project will develop a curriculum for a pedagogical course within
theatre. This will be implemented as a pilot project, which will qualify for
work with the following marginalised groups:
-young adults at risk of social marginalisation
                        -mentally disabled people
                        -deaf people
                        -migrants
                        -the unemployed
                        -senior citizens

The development of the curriculum will be prepared through the
evaluation of existing individual projects in the participating countries.
Three professional meetings, arranged by the partner institutions and
external experts, will function as a think-tank.

The programme consists of a practical part, a theoretical part per e-
learning, and a project. The outcome is expected to be a scientifically
based and practically tested curriculum for pedagogical work within
theatre with groups at risk of marginalisation. A handbook, a CD-Rom
and a video will document the process of the project. A homepage will
give information on the process and permit access to the theoretical part.
A data bank with contact addresses will provide an international network
for the contact and implementation of pedagogical work within theatre in
the context of life-long learning on a high level for the target groups. First
and foremost, the groups concerned will themselves profit from the
                        project.

TITLE: EP - Empowering Parents of Children with Special Needs

DESCRIPTION: Parents with disabled children face a significant risk of being excluded of
society due to the high emotional and practical stress they are facing. In
most cases women carry most of the work load, resulting from the
children's education. As a matter of fact the rate of women with disabled
children that stay home is significantly higher than average. The
participation rate in adult education, on the other hand, is significantly
lower than average. There is a lack of a specific training for parents with
disabled children taking into account the group specific subjects and
needs for childcare they are dependent on. It is plausible that the relation
between children and parents will be more relaxed if the parents receive
the opportunity for personal development, reflecting their situation and
improve their employability learning ICT basics. Disabled children and
young disabled adults will benefit indirectly from the project outcomes.

Modules for training will be developed through transnational co-operation
between partners in 4 European countries. The concept follows the
guideline of ''empowerment'' including the task of regaining social
resources from a marginalised position. The subjects of the modules
include development of personality, communication and conflict
                        resolution, breaking isolation.

The curricula will be published on electronic media, a website and CD-
ROM. The use of existing networks as well as public relations activities
will spread the information to the target group.

TITLE: CEA CONSUMER EDUCATION FOR ADULTS

DESCRIPTION: Consumer education develops the skills, attitudes and knowledge
required for today's consumer society, and is firmly linked to the basic
skills needed for life-long learning. The project supports good citizenship
and aims to develop citizens into informed and responsible consumers,
taking into account the essential consumer values: consumer freedom to
make choices and participate in the market; consumers' health and
safety; consumers, producers and traders social responsibility, including
                        sustainable use of resources.

There is little European formal adult education in this context, but other
opportunities exist. The project will produce a framework for delivery to
potential educators in consumer advice: health promotion, care and
social work; women's groups; university, teacher and vocational
education; media; trade unions and businesses.

Project partners from 7 European countries representing higher
education, national and regional consumer organisations and businesses
will work together on the project.

Products and Outcomes: Printed material, CD-rom and a website
including a user-friendly manual for adult educators providing
methodology and adopting problem solving approaches: a training
module for adult educators piloted as an intensive course and a
workshop, exploring possibilities for business to deliver adult consumer
                        education.

TITLE: Einführung von Informationstechnologien in den Europäischen
                        Gesundheits- und Sozialsektor

DESCRIPTION: Nine institutions working in the field of education and in the social (or so
called third) sector will co-operate in the Project IT'S SOCIAL. The
partners come from Germany, France, Italy, Austria, Poland, Portugal
and the UK and provide services for different groups of disadvantaged
people: disabled, women, refugees, socially disadvantaged young adults,
                        unemployed and senior citizens.
The main aim of the project is to give these groups of people better
access to adult education using ITC-oriented learning concepts.
A number of training modules will be developed which meet the needs of
the target group to take advantage of a life-long learning process. Special
emphasis is given to the improvement of social competence and learning
                        on demand.
As an innovation tool for the learning process, a virtual platform will be
established including an interactive and co-operative teaching and
learning environment. Participants will be able to download tailor-made
training modules. Specific e-learning techniques will be developed that
use the potential of online distance learning for customising the training
modules for the special needs of different disadvantaged groups.
Methodology and didactics will support the development of social
                        competencies for the target group.
Project management will be subject to an innovative approach of internal
process control and quality management. A scientific evaluation will also
                        be conducted.
The results of the project will be documented and published on a project's
                        web-site in 4 to 6 European languages.

TITLE: Digital Dialogues
                        Networking Community Media

DESCRIPTION: This 2-year project addresses key questions for adult education in Europe: the
development of self-confidence and self-determination in educational pathways
for adult learners from socially disadvantaged groups as well as for those who,
due to their local situation, have difficulty in gaining access to adult education
programmes, and the development of new teaching methodologies (including
ODL) to enhance these groups' involvement in broadcasting, new technologies,
and adult education provision. To gain a more long lasting impact, the focus is
on training trainers. Thus, the adult learners from disadvantaged groups are
both 'trainees' and, through the incorporation of their feedback, 'evaluators' of
                        the teaching and learning.
12 partners (community radio stations, media education/training centres,
universities) in 7 countries with expertise in media education, broadcasting, use
of new technologies and the Internet, international co-operation and action
research based evaluation will develop suitable models/courses for adult
education trainers, hosting and piloting workshops with various target groups.
Using community radio and new technology as well as innovative
teaching/learning methods, the models/courses will be developed in the first
instance in one place and country. Outcomes will be course outlines to be made
available to other stations/centres with similar interests. The methods will then
be adapted and reapplied by other partners/in other countries, in order to
develop modules and sessions that could be exchanged all across Europe. The
project will be monitored and evaluated right from the start. The results will be
made accessible as handbooks, CD-Roms and on an Internet database to
contribute to the information, guidance and research services for adult education
providers and users in various European countries.

TITLE: More Active Citizenship for Disabled Persons by Distance Education

DESCRIPTION: The aim of the project is that people with learning disabilities should get,
keep and develop their contact with society through distance education.
The disabled have smaller possibilities than other citizens to take part in
ODL. This is particularly true regarding people with learning disabilities,
who are the target group of the project. Persons with dysfunctions also
have less access to computer equipment and less knowledge of the
usage of computers. This is a threat against their citizenship, since ICT
plays a greater part in society.

The project will develop and carry out ICT supported distance courses,
and furthermore present study centres as social and pedagogical meeting
points. The project will give special pedagogical adaptation of distance
courses as well as the software and websites being used in theses. The
teachers and instructors of the distance courses will receive retraining. A
handbook is to be compiled for this purpose.
                        Expected results
                        - more active citizenship for persons with learning disabilities by means of
special pedagogically adapted distance courses, web-learning
                        environments and learning centres.
                        - better education for teachers and instructors working with the target
                        group
                        - special pedagogical ODL handbook for the target group.

TITLE: TRANSMISSION

DESCRIPTION: This project builds on a DG5 supported project 'Transmission' (exploring
ways of improving the employability and mobility of workers in the
performing arts with particular reference to the Third Sector) in order to
                        - begin to pilot teaching/training modules that will address these issues by
focusing particularly on the development of reflective practice and be art
                        form based
                        - work closely with higher education institutions, such as the Guildhall
School for Music and Drama in the UK, to establish criteria for assessing
                        such modules
                        - examine the contribution that further experience in learning, such as
                        placements, could make to training
                        - explore ways in which these modules could be supported by the
development of effective tools and methods for assessment, validation or
certification of skills acquired through non-formal learning.

By building on the momentum set up by the 'Transmission' project and
the European-wide profile and reputation that this project has acquired
(for both innovative thinking and concrete results), the applicant hopes to
guarantee a widespread dissemination of the results to both learners and
trainers - at a local, national and transnational level.

TITLE: Sehen ist lernbar - Beiträge zur visuellen Alphabetisierung

DESCRIPTION: The western educational system is first and foremost oriented towards
the verbal learning of languages. Reading and writing competencies are
learned. However, the number of picture impulses, which are to be
processed/digested, is far more numerous than texts and words. The
ability to grasp this flood of pictures and signs is trained on a very low
level or only specifically for a special subject area. The most unconscious
reception of visual stimuli leaves, nevertheless, effective impressions.
Differentiated perception should be a basic qualification. Trained
perception is until now a missing link in the intercultural communication
field of Europe. A desired objective is the 'emancipated observer'. A
broadly conceived programme for visual literacy will make it possible to
cope with the most different visual environments, known as well as
unknown, to 'read' and consciously interpret them.

development in lifelong education and training
                        - the target groups will be educators in a variety of institutional settings. These
includes educational establishments, public sector institutions, government
                        agencies and non-governmental organisations
                        - the project will develop a modular and flexible course to promote lifelong
learning within a European context and to provide professionals with the
opportunity of developing their own expertise. The course will enable
participants to take part in such a way as to reduce sexism, ageism, racism and
                        ethnocentricity
                        - the output will consist of 11 distinct modules, which will be accredited and

with serious music as to an adequate and equal form alongside other
contemporary musical and artistic directions and genres as the mean of
social-cultural approachment of people, to stimulate their flexibility when
establishing into social, cultural, and professional life of the society. The
development of co-operation of the artists of contemporary serious
music-young composers and performers- with groups of people from the

TITLE: RIGHT TO LEARN

DESCRIPTION: ''Right to Learn'' is a European co-operation project in the field of adult
education, which aims to promote individual demand for life-long learning
among the adult population with at the most 10 years of schooling.
Partner institutions from Austria, Belgium, United Kingdom, Italy,
Romania and Slovenia are pooling their expertise in adult education. The

trainers in the field of basic human rights by supposing that this will help
the target population in developing basic skills and improve their
                        situation.
Outcomes and products: New pedagogical methods and materials will

learner and trainers and the web-site of the project.
Main stages of the project include: analysis of concepts in practice in
adult education for the target group, set-up the common system to
develop pedagogical methods and materials and training modules for
learners and trainers, creating pedagogical methods and materials and
training modules for trainers, implementation of them within the

TITLE: Eine Gleichberechtigungsprojekt für Männer

DESCRIPTION: The aim of the project is to develop methods, courses and materials to
recruit unemployed men with a low formal education and stimulate them
to continue their studies. The project is based on a broad cooperation
between educational institutions, labour market agencies and university
institutions in three countries; Sweden, Austria and Hungary. The
methods to be used are problem based learning, starting in the reality
and everyday problems of the target group. After three pilot projects in
Sweden during the first year, similar courses will be arranged in Austria
and Hungary during the second and third year. The courses will be
documented and evaluated by a university institution. The end results of
the project will be a manual, a video and a CD-rom which will be
disseminated through the networks of the organisations to be used by
                        other institutions.

                        intermédiaire.
Des exemples de bonnes pratiques seront également présentés via des
sites Internet, des télé et vidéo-conférences, des ateliers de travail, des
                        bases des données etc.
