Rural Substance Abuse Partnership (RSAP) State Profile: WYOMING Overview: The Rural Substance Abuse Partnership (RSAP), organized with the help of a U.S. Department of Justice, Office of Justice Programs BJA Congressionally Mandated Award in 2004, was formed to improve understanding about rural patterns of drug abuse. Nineteen rural states across the country plus the District of Columbia make up RSAP. The survey measures illicit drugs, alcohol and tobacco in the civilian, non-institutionalized US population.
