Program Evaluation Consultant III

Summary:

The Care Management Institute's Program Evaluation Consultants support effective and successful
population care management within Kaiser Permanente at a national and inter-regional level. Program
Evaluation Consultants identify measures, gather and share data, and conduct evaluations of programs
to help identify successful practices and communicate the value of those practices within KP and to
external audiences such as national purchasers.

Major Responsibilities:

1. Identify critical measurement points in care management processes, define outcomes measures,
and assess opportunities to evaluate proposed or implemented disease management or health
education programs.
2. Within specified CMI projects, design, conduct, and present results of program evaluations.
3. Manipulate, clean, and analyze data. Produce tools for error checking and report production.
4. Produce national clinical measures for the major CMI care management programs, including new
programs.
5. Prepare and give verbal presentations and written reports of analytic studies within Kaiser
Permanente and to external audiences.
6. Identify and pursue opportunities to publish results of work in peer-reviewed journals

Minimum Requirements:

Work Experience
* 3 or more years related experience in a health care setting.
* Interregional KP collaborative experience strongly preferred.
Functional/Technical Knowledge & Skills
* Experience with database development, including programming for routine reports, importing and
exporting data.
* Expertise with statistical software packages, preferably SAS, including macro programming.
* Excel development skills, including spreadsheet development, construction of look-up tables, macro
programming
* Basic SQL skills in Oracle environment.
* Experience with analysis of large administrative databases
* Experience with computer-intensive statistical analysis (preferably SAS), multivariate statistical

methods, and general research methodology.
Customer & Industry Knowledge
* Broad knowledge of health care environment, with demonstrated experience in clinical analysis and
metrics.
* Knowledge or work experience in one or more of the following areas: disease management,
predictive modeling, efficiency measurement, survey design, health status measurement, risk
adjustment methods, cost-benefit or cost-effectiveness analysis
Education/Training
* Master's or doctoral degree (or equivalent experience) with disciplinary training in statistics, health
services research, health policy, public health, health informatics, or social science.
