Schodack Central Schools 2006-07 Welcome to Schodack Central School District to Schodac Central School Distr hodack trict Statement Mission Statement To develop our students to become active, reflective, creative learners. In our schools, they will engage in rewarding work and practice behaviors that are intelligent in both an academic and a practical sense. Students will develop the attitudes, skills and understandings that will allow them to fulfill their potential and to function successfully in their individual and social roles. Dear Parents, Students, Residents, Friends: A new school year is here. With this welcome come my best wishes to all for great success and the realization of your most ambitious goals. This calendar is designed to provide you with as much information as possible for your planning and scheduling. There is contact information as well as important announcements. Please take a little time to review it all. An important feature for this fall will be community discussion of a capital project to renovate Castleton Elementary School as well as make key repairs to each school building. Every school gathering in September and October will provide opportunity to share thoughts on this. In addition, there are three community meetings included on the calendar as well as the referendum vote date, October 26. Please share your thoughts and ideas with us regularly. By and large, Board of Education meetings, the first and third Thursday of the month, are good times to do so. Don’t hesitate to call or e-mail me (dhamlin@schodack.k12.ny.us) at any time. And thank you for allowing us the distinct honor and privilege of educating the children of our community. Sincerely, School Distr trict The School District The Schodack Central School District is located approximately eight miles south of Albany, on the east side of the Hudson River. The educational program offered by the Schodack Central School District is predicated upon student presence and requires continuity of instruction and classroom participation. This Board of Education attendance policy has been developed and implemented to ensure the maintenance of an adequate record verifying the attendance of all children at instruction in accordance with Education Law sections 3205 and 3210 and establishes a mechanism by which the patterns of pupil absence can be examined to develop effective intervention strategies to improve school attendance. Att ttendance Will Tak aken When Attendance Will Be Taken Castleton Elementary School - Attendance shall be taken each morning at the beginning of the school day. Each classroom teacher shall record students’ presence or absence in a classroom record and shall report all absence or tardiness to the nurse’s office on an attendance report card. Maple Hill Middle School - Attendance shall be taken in homeroom at the beginning of each day and all absence or tardiness shall be reported to the building office on an attendance report form. Attendance shall also be taken at the beginning of each period (block) of scheduled instruction. Each classroom teacher shall record students’ presence or absence in a classroom record and shall report all unaccounted absence or tardiness to the building office. Maple Hill High School - Attendance shall be taken at the beginning of the first period (block) of scheduled instruction and all absence or tardiness shall be reported to the building office on an attendance report form. Attendance shall also be taken at the beginning of all other periods (blocks) of scheduled instruction. Each classroom teacher shall record students’ presence or absence in a classroom record and shall report all unaccounted absence or tardiness to the building office. Excused Une nex Absences Excused and Unexcused Absences Appropriate Grounds for Excused Absences or Tardiness. The student and his/her parent or person in parental relation are responsible for providing written notification of the reason for such absences upon the student’s return to school. Whenever possible, parents or persons in parental relation are encouraged to contact the school in writing or by telephone prior to the absence. The following list represents legal and appropriate bases for being absent from school or tardy: personal illness, sickness or death in family, medical appointments, court appearances, religious observance, quarantine, supervised education project, approved cooperative work program, military obligation, pre-approved college visits for high school juniors and seniors, and any other absence excused at the discretion of the superintendent. Grounds for Unexcused Absences or Tardiness. Absence for any reason not included in the list above is an unexcused absence. Absences for which a student does not have pre-approval from the District or for which the student does not provide an appropriate note or documentation within three (3) school days of his/her return to school will also be recorded as an unexcused absence. Parental requests excusing their child from school for reasons not included above (i.e., to take a driver’s test, to get a haircut, to go shopping, to go on a family trip, or not stating a specific reason) are unexcused absences under state law. Excuses that a student “overslept” or had “car trouble” are also unacceptable and will constitute an unexcused absence or tardiness. Contacting Par arents Contacting Parents In the event that a student is absent from school without a previous notification to the teacher or building principal, the school will call the student’s home to confirm the student’s absence. If no parent or person in parental relation is home, the District will contact a parent or person in parental relationship at their place of employment or number listed on the student’s emergency contact form. In both situations, if contact is not made with a parent or person in parental relation, a message will be left for the parent or person in parental relation to call the school immediately. The Schodack Central School District advises students, parents, employees and the general public that it offers educational opportunities, without regard to sex, race, color, national origin, handicap or religion. Inquires regarding the nondiscrimination policy may be directed to: Title IX and Section 504 Compliance Officer, Douglas B. Hamlin, Superintendent of Schools, 1216 Maple Hill Road, Castleton, NY 12033-1699, (518) 732-2297. 2 ttendance, Emerg Infor ormation Attendance, Emergency Closing Information tudents’ Att ttendance Requirements: Re ards, equir Students’ Attendance Requirements: Rewards, Receip eceipt Course Credit Discipline and Receipt of Course Credit Rewards for Good Attendance - In addition to enhanced educational progress, good attendance will be the basis for student recognition awards. Any student who has perfect attendance shall be eligible for perfect attendance recognition. In addition, good attendance will be a positive endorsement factor in any letter of recommendation written by a school employee. Poor Attendance - Chronic absences and tardiness, whether excused or unexcused, are disruptive to the educational process. Make-up work will be assigned for excused and unexcused absences. Any student who is absent 10 or more days during a semester will be reviewed by the building’s Child Study Team to determine whether or not intervention is necessary. Intervention strategies may include, but not be limited to, a home visit, a letter to parents, a parent conference or filing a Court Diversion or PINS petition. The District retains discretion over when and whether to file a PINS petition. Course Credit - Attendance will not be the sole criterion for denial of course credit or a promotion determination. Attendance will be factored into the class participation component of the grading system. Unexcused tardiness and absences will also subject a student to the range of penalties specified in the District’s Code of Conduct. Each teacher and administrator shall be provided with a copy of this policy upon adoption or subsequent amendment. Each new teacher or administrator shall be provided a copy of this policy upon employment. This policy shall be made available to any member of the community upon request. Emerg School Emergency School Closings In the event of an unplanned early dismissal or emergency closing that may occur without notice, it is critical that the school district knows where to release your child. Parents of students in grades K-8 will be receiving a form to be completed in the early fall that asks for you to indicate one mechanism for releasing your child. Your choices will be as follows: • your child’s regularly scheduled bus • an alternate address that will be used every time the need arises for an unplanned early dismissal • permission for your child to walk as he/she usually does • specified other location (i.e., Castleton Kids) that your child will use every time. The school district will not honor any requests for another parent or relative to pick up your child in the event of an unplanned emergency that necessitates quick release of all students, faculty and staff. Please discuss with your child the emergency closing information and be sure that your child knows there he/she is to go in an unplanned emergency closing. If an emergency arises, such as hazardous driving conditions, power failures, etc., and schools must be closed or the opening delayed, the following radio and TV stations are officially designated to carry the announcements: WGY 810/WRVE 99.5; WKLI 100.9/WKBE 100.3/WABY 94.5; WGNA 107.7/1460; WRGB 87.7/CHANNEL 6 NEWS; CHANNEL 13 NEWS; CHANNEL 10 NEWS. Please listen to officially designated stations only for this information. The school system also participates in the Times Union SourceLine program. Call 446-4000 (account code 9177) to receive up-to-date information in the event of inclement weather. If an emergency arises during the school day, the closing will be announced on the same radio stations. All school activities, including Continuing Education classes, are cancelled if school is closed or closes early. When it is necessary to delay school, there may be a few roads which will not have been sanded. The pick-up on these roads will be delayed until roads have been sanded or become safe because of rising temperatures. Parents should not drop their children off before the later opening time because school may not be fully staffed. 3 Safe Security Safety and Security To promote safety, only the front lobby door of each building will be left unlocked during the school day. All other doors, while available for use as exits, will be locked shortly after student arrival and remain locked for the duration of the school day. All non-employees, including relatives of students, volunteers, vendors and all others, must report to the main office upon entering the building to sign in. A badge, which must be worn at all times while in the building, will be issued. Visitors must return the badge to the main office when they sign out and leave the building. For this purpose, the District maintains a staff of professional personnel, who may be contacted through the school principals or Lorraine Colistra, Director of Pupil Personnel Services, at 732-2523. Pupil personnel services include psychological, social work, nursing, occupational, physical, speech and language and guidance services. These services are available for all students and their families in the District and may be accessed individually or in small groups. Requests for these services are made through the Office of Pupil Personnel Services. District counselors and social workers are: High School (732-7701) - Teresa Hebert, Lisa O’Leary, Pat Wood Middle School (732-7736) - Cheryl Petilli, Fran Owen, Sharon Schultz Elementary School (732-7755) - Jennifer Sober Accident Insurance Student Accident Insurance The District currently maintains student accident insurance coverage through Pupil Benefits Plan Inc. of Glenville, NY. When an injury occurs to a student during any school-sponsored event, the child should immediately report it to the teacher. The teacher will direct the pupil to the school health office. The school nurse will fill out an accident report and contact the parent if medical attention appears to be needed. Parents must inform the District within 30 days if medical attention relating to such an injury becomes necessary. All medical bills should be submitted to the parents’ own health insurance carrier before any claim is filed with the District for coverage of excess costs. A claim form may be obtained from the District office to assist the parent in reporting excess costs to Pupil Benefits Plan. Pupil Benefits Plan will accept and analyze such claims and pay up to scheduled limits. All such claims must be filed within one year of the date of the accident. Call the business office at 732-2124 for more information. with Needs Students with Special Needs The Committees on Special Education and Preschool Special Education are part of the Office of Pupil Personnel Services. These committees serve to ensure appropriate educational services for students who are 3 to 21 years old and have special educational and/or related services needs. The District offers a continuum of services that range from fully included classrooms within the school district to placements in QUESTAR III and other outside agencies. For information on programs or the committee, contact Lorraine Colistra, Chairperson of the Committees on Special Education and Preschool Special Education, at 732-2523. Guidance and Counseling Guidance counselors are professionally trained people who possess specific skill, knowledge and techniques used in assisting students to better understand themselves, identify and use their personal resources, make realistic educational and occupational plans and get the most out of learning opportunities. Staff is available to help your child through interview and consultation with teachers and parents. These interviews are important because we believe the optimal guidance can be accomplished through the cooperation of the student, home and school. Interviews may concern educational, vocational, social, ethical or health guidance. An interview may be initiated by a student, parent, teacher, advisor or counselor. Guidance and counseling services are available by appointment to all former students, as well as all current residents of the Schodack Central School District. 5 Services Student Services There are three important considerations for the family physician: 1. For information about any of these programs or services, please call the Director of Community Education, Linda Underwood, at 732-7708. Ms. Underwood also coordinates services for highly able learners. The roadway directly behind the high school must be kept free of vehicles in case of emergencies. Skateboarding is not permitted on school grounds. Those using the high school track must wear appropriate footwear. No motorized vehicles, bicycles, baby carriages, etc., are permitted on the track, as they damage the track surface. People who walk or exercise their dogs on school property must pick up any animal waste their pet may leave as it may transmit diseases. School Facilities Use of School Facilities The use of school facilities has increased each year as more groups and organizations request permission to use them, so the availability of the gyms and cafeterias is extremely limited. Fees are charged when a group’s use has a financial impact on the District. Prioritization of facilities use is at the discretion of the District and is set by Board policy as follows: 1. Regular K-12 programs 2. Extra-curricular/Interscholastic programs 3. Continuing/Adult Education programs and alumni activities 4. School support group programs 5. Community group activities Applications and inquiries should be made to the Director of Community Education at 732-7708. Field Safe Policy Soccer Field Safety Policy The Board of Education has adopted a policy regarding access to the soccer fields behind the middle school. This policy requires its annual publication. The Schodack Central School District strives to maintain safety on all school buildings and grounds. In response to recent concerns, the foot traffic in and around the bus garage area has been cited as a possible hazard for pedestrians. In particular, the pathway used by students, staff and visitors to access the soccer fields located behind the bus garage could present a potentially hazardous situation. Due to proximity to the bus garage, walking to the soccer fields overlaps with the area where bus vehicles are parked and refueled. To reduce potential risk of injury, arrow signs have been installed marking a safe pathway to the soccer fields. Pedestrians attending soccer events at the field must use this pathway to access the soccer fields and avoid walking in or near the bus garage parking area. Visitors should also avoid parking personal vehicles in the bus garage parking area. During the soccer season and large sporting events, the designated pathway will also be roped off. For safety reasons, the District will strictly enforce this policy. Coaches and district staff will monitor traffic patterns and reroute any pedestrians walking outside of the designated pathway. To communicate the policy to students, staff and community members, the following actions will be taken: • Publish policy annually • Distribute policy to District staff and soccer coaches. • Distribute policy to soccer team members using the fields. 7 Care School Proper operty Care of School Property The primary purpose of the Schodack Central School District is to provide an optimal environment for learning and educations. Additionally, the Board also has a responsibility to protect school property. The District shall take any and all legal action to prevent damage to or destruction of District property. In addition, the District will seek restitution from, and prosecution of, any person or persons who willfully damage school property. Organizations using school athletic fields and individuals attending athletic contests must park in the school parking lots. Cars should not be parked on school lawn areas. South Schodack Road is extremely unsafe for parking and has been posted for no parking. Vehicles must not be driven on lawns to access athletic fields. Notifications, Tobacco Policy Annual Notifications, Tobacco Policy The school district is required, under rules and regulations of the federal New York State Education Law Section 409-H requires all public and Environmental Protection Agency in response to the Asbestos Hazard nonpublic elementary and secondary schools to provide written notification to all persons in parental relation, faculty and staff regarding the potential use of Emergency Response Act of 1986 (AHERA), to notify students, parents and employees of the presence of asbestos containing materials (ACM) in its pesticides periodically throughout the school year. buildings.
