              5TH SESSION OF PAK-SYRIA JOINT MINISTERIAL
                       COMMISSION - DAMASCUS
        During the 5th Session of Pak-Syria Joint Ministerial Commission held in
Damascus on 22 ~ 24 May 2005, matter was raised with the Syrian Trade Authorities
that certain items of Pakistan interest are not importable to Syria.
        Subsequently, Ministry of Economy & Trade Republic of Syria has lifted ban
on certain items which would be of direct interest to Pakistani manufacturers /
exporters. The decisions of the said ministry are as follows: -

The Minister of Economy and Trade
       In accordance with Legislative Decree No. 60, dated 1952 along with its amendments
and Ministry of Industry's note verbale No. ????, dated 29/8/2005, as well as the meeting
held on 7/3/2006 in response to the Ministry of Economy and Trade's note verbale No.
2419/298/1/9, dated 15/2/2006,
Decides the following:
Article (1)
        All importers shall be allowed to import items mentioned in the attached lists as an
exception of the enforced Import Prohibition/Suspension Provisions.
Article (2)
        Value of items included in the attached lists shall be payable in accordance with all
currency regulations in force, excluding credit facilities while observing Article (3) below.
Article (3)
         Value of raw materials shall be duly payable in accordance with all currency
regulations in force while observing Provisions of Decision No. 2132, dated 22/9/2005, and
Decision No. 6018, dated 16/11/2005, as well as Directives No. 21639/2190/1/9, dated
19/12/2005, particularly Clause (3) thereof.
Article (4)
         Enforced regulations and all other conditions in terms of payment of commissions to
registration and limitation institutions and approval by the concerned public departments, if
necessary, as well as abidance by Syrian/international standards and Arab boycott laws shall
be duly observed.
Article (5)
         Provisions of External Trade and enforced currency regulations shall be considered as
legally amended in connection with items included in the attached lists.
Article (6)
       This Decision shall be effective and intimated to the concerned parties for
implementation thereof from date of issuance.

Six lists of import-banned items liberalized by Ministry of Economy

        A decision issued by Ministry of Economy allowed all importers to import items
mentioned in six lists, including a list of suspended items, as an exception of the enforced
Import Prohibition/Suspension Provisions.
         The most important items stated in the said lists include: cosmetics, textiles,
cardboard containers, postal cards, embroidered wool fabrics, blankets, mushroom,
asparagus, granite, plastic pipes, certain garments and genuine leather, wallpaper,
refrigerators and equipment for ice-cream, manufacturers, washing machines, boilers, all

devices, equipment and accessories for clocks/wristwatch industry, swings, vacuum cleaners,
cigarette holders/filters, plastic paintings and pictures, aluminum-made knitting needles, baby
foodstuff products, beans, pineapple, avocado, guava and mangos.
        Value of products included in these lists shall be payable in accordance with the
currency regulations, excluding credit facilities. Value of raw materials is also payable in
accordance with the enforced currency regulations while observing the enforced regulations
and laws in teITI1S of payment of commissions to registration and limitation institutions and
approval by the concerned public departments, if necessary, as well as abidance by
Syrian/international standards and Arab boycott laws.
         Deputy Director General of External Trade, Dr. Safouh Nabulsi, viewed the decision
as a step towards liberalization of foreign trade. The decision also came in response to
demands by importers to liberalize all suspended items and products. Approval by the
Ministry of Industry was also announced to this effect.
         Meanwhile, Mr. Mu'taz al-Sawah, member of the Export Committee at Damascus
Chamber of Commerce, said the decision would make the subject products available in the
market in their legal form. "We hope the decision would be followed by issuing the Negative
List, which would lead to cancellation of import licenses," he said.

accordance with Prime Ministerial Council's note verbale No. 3395/1, dated 17/5/2005,
including recommendations announced by the Economic Committee in its session No. 16 on
25/4/2005,
Decides the following:
Article (1)
        In exception of Provisions of Prohibition of Import, all importers are allowed to import
the items and products listed below provided that they are brand new and according to other
enforced regulations of relevance.
a)            Garments and relate accessories and other items stated in Customs Items (61 & 62).
b)            Footwear stated in Customs Articles (6401 - 6402 - 6403 - 6404).
c)            Head covers/veils and accessories stated in Chapter 65.
d)            Perfumes, items stated in Customs Item 3303.
e)            Leatherwear and accessories stated in Customs Item 4203.
f)            Leather bags, stated in Customs Item 4202.
Article (2)
         Value of items mentioned above shall be payable in accordance with all currency
regulations.
Article (3)
              Import of second-hand footwear and garments shall remain prohibited.
Article (4)
              This Decision shall be published and, circulated among the concerned parties with

        This is to advise your Agricultural Quarantine Department to take the following
precautionary measures to guarantee the country's territories free of the peach fruit fly on
account that it is viewed as a dangerous quarantine insect:
-       Prohibit import of mango from countries where this fruit fly infections spread (Saudi
Arabia, Lebanon, Oman, Palestine, the Indian Subcontinent, Indonesia, Iran, Sri Lanka,
Pakistan and particularly Egypt).
-       Tight measures banning travelers from carrying these fruits and destroying them and
prevent their spread.
-        Careful check of dispatches containing (citrus, peaches, guava, etc.) and verify they
are free of the subject infection, and apply quarantine measures thereon (cooling, radiation,
or other available means), provided that the technique followed in this quarantine be
mentioned in the Agricultural Health Certificate (additional item) included along with the
agricultural dispatch and on the liability of the exporting country.
-      Preparation of a weekly report on fruit dispatches suspected of being infected with
the above mentioned fruit insect.

        This is for your reference and necessary action.

          AGREEMENT ON SOUTH ASIAN FREE TRADE AREA
       The Free Trade Agreement consists of the following components:

        The South Asian Association for Regional Cooperation (SAARC) was established on
December 8, 1985.The SAARC Charter was adopted by Governments of Bangladesh, Bhutan,
India, Maldives, Nepal, Pakistan and Sri Lanka with a aim to accelerate the process of
economic and social development in Member States. The Agreement on South Asian Free
Trade Area (SAFTA) was signed at Islamabad during the Twelfth SAARC Summit on 6 January
2004. The ratification of SAFTA by all the member countries is major achievement of SAARC
mandate. SAARC Secretariat on 22 March 2006 has issued a Notification formally announcing
the entry into force of SAFTA Agreement with effect from 1st January 2006.
        The entry into force of the Agreement thus launches the South Asian Free Trade Area
which would be completed by 1st January 2016. The first round of customs duty reduction
would take place, as agreed by the Member States, in July/August 2006.
          Under Article 7 of the Agreement tariff reduction Modality is defined as Trade
Liberalization Programme (TLP) – in the first phase, India, Pakistan and Sri Lanka will bring
down their customs tariff to 20% by 1st January 2008. As far as the LDC Member States i.e.
Bangladesh, Bhutan, Maldives and Nepal are concerned, they would reduce their customs
tariff to 30%. First tariff reduction would be effected on 1st July 2006 by all Member States
with the exception of Nepal which would do so on 1st August 2006.
Article-7 of the Agreement contains modalities of tariff reduction under TLP, which are as
follows:-
       No tariff reduction on items in the Sensitive List.
       Non-LDCs (Pakistan, India, Sri Lanka) shall reduce tariff to 0-5% for LDCs
        (Bangladesh, Bhutan, Nepal, Maldives) within three years (2009)
       Tariff Reduction by Non-LDCs for Non-LDCs
        Reduction in two phases:
        Phase-I (2006-2008)
       Existing tariff rates above 20% to be reduced to 20% within two years. Tariff below
20% to be reduced on margin of preference basis of 10% per year.
        Phase-II (2008-2013)
        Tariff to be reduced to 0-5% within 5 years.
       Tariff Reduction by LDCs for all SAARC Members
        Reduction in two phases:
        Phase-I (2006-2008)
       Existing tariff rates above 30% to be reduced to 30% within two years. Tariff below

Annex 'III' Mechanism for Compensation of Revenue Loss for LDCs (MCRL):
        Annex III defines mechanism and its rules and regulations to compensate the Least
Developed member countries for their loss of customs revenue due to the implementation of
the Trade Liberalisation Programme (TLP) under this Agreement. Main Feature are as under:
       To be enforced one year after implementation of tariff reduction (i.e. after July
        2007).
        Shall remain operative for 4 years.
       Compensation only on revenue loss on import of products where tariff reduction is
        made by LDCs.
        The extent of compensation shall be as follows:
            o    First year and second year
                  - Not more than 1% of customs duty collected.
            o    Third year
                  - Not more than 5% of customs duty collected.
            o    Fourth year
                  - Not more than 3% of customs duty collected.
Annex 'IV' - SAFTA Rules of Origin:
        Annex IV defines mechanism and its rules and regulations to compensate the Least
Developed member countries for their loss of customs revenue due to the implementation of
the Trade Liberalisation Programme (TLP) under this Agreement. Main Feature are as under:
        Annex IV deals with the rules of origin under the SAFTA required to qualify products
for preferential duty benefits. Rules of Origin – to be operative on 01.07.2006. Basic Criteria
is as under:
