ISSUE BRIEF Election 2008 Results NOVEMBER 5, 2008 Introduction After two long years of non-stop campaigning, President-elect Barack Obama rode to a historic victory last night. He won by a popular vote margin of over seven million and an as yet unresolved electoral landslide that could go as high as 375 votes when the Indiana, Missouri, and North Carolina results come in. In spite of those strong numbers, his coattails were not as long as had been imagined. Democratic pick-ups in the U.S. Senate and the U.S. House of Representatives though decisive, were far below the worst fears of the Republicans and optimistic projections of the Democrats. In the Senate, the Republicans have lost at least five seats, and in the House as many as 25. New totals for the democratic majorities are estimated at 56-40 for the Senate and 253-173 for the House. Four Senate seats and seven House seats are unresolved as of mid-day today, as are two Louisiana races that will be decided on December 6. Obama’s win reflected a nation deeply troubled by economic uncertainties, exhausted by two wars, disappointed in the performance of the Republican leadership in the White House and the Congress, and inspired by his steady hand and powerful message of hope and change. His supporters were elated by his victory and his opponents wonder about his capacity to lead in such challenging times. In his concession speech, Senator John McCain (R-AZ) captured the mood well when he said, “Whatever our differences, we are fellow Americans, and please believe me when I say, no association has ever meant more to me than that.” McCain pledged his strong support for the new President and urged his party to do the same. There were surprise victories and defeats on both sides of the aisle. In the Senate, voters in North Carolina and New Hampshire supported Democratic challengers, defeating Republican incumbents Elizabeth Dole and John Sununu. Open seats in Colorado, Virginia and New Mexico changed hands, with Democrats Mark Udall, Mark Warner and Tom Udall all victorious. Senate races in Alaska, Oregon and Minnesota are still too close to call, but current predictions put Ted Stevens (R-AK) and Norm Coleman (R-MN) likely winners and Gordon Smith (R-OR) a possible third incumbent defeat. If Stevens does get elected, his colleagues in the 111th Congress are likely to deny him the chance to serve a 7th term. His replacement would be determined by a special election in the state of Alaska. In the House, where 30 Republican retirements put a large number of seats in play, spreading fears of significant losses, most Democratic pick-ups were the result of incumbent defeats. In total, 12 Republican Members lost to Democratic challengers and three Democratic incumbents met a similar fate. Two very senior Democrats—John Murtha (D-PA) and Paul Kanjorski (D-PA)—managed to hold on to their seats in spite of strong speculation that they would not be re-elected. Beyond these election results, several other unknowns remain. Though it is clear that Senators Obama and Biden will be replaced by Democrats, we will not know for some time who those replacements will be. Similarly, though education advocates were heartened by Senator Kennedy’s (D-MA) return to Washington last week, uncertainty remains about his returning to the 111th Congress. Also, if Senator Stevens prevails in his election, his status is also uncertain. The news is still fresh and in the days ahead it will be repeatedly sifted and analyzed. The immediate consensus is that though President-elect Obama’s win was decisive, the mood of the Nation and the profile of the Congress will require leadership from the center if he is to succeed with the policies that defined his candidacy and brought him such an historic victory. This issue brief addresses the following topics that are bookmarked for easy navigation: President-Elect Obama’s Plans for Education U.S. Senate Chart U.S. House of Representatives Chart Additional Election Information President-Elect Obama’s Plans for Education With the election decided, the education community is preparing itself for President-elect Barack Obama’s education agenda. Throughout the campaign, Senator Obama spoke of his priorities, his support for certain controversial ideas and a number of new ones. President-elect Obama emphasizes what he believes to be the importance of early care and education for infants and preparing children for kindergarten, through his proposed “Early Learning Challenge Grants.” The Senator’s planned “Presidential Early Learning Council” would oversee all early childhood activities, including the “Children First Agenda,” that would increase funding for Early Head Start and Head Start programs. To improve elementary and secondary education, President-elect Obama has proposed to fully fund No Child Left Behind (NCLB) in order to increase the law’s effectiveness. 2/16 Through increased investments in his “Federal Charter School Program,” the “Technology Investment Fund,” and the “Invest in What Works” initiative, Senator Obama plans to focus on ensuring that students are taught via the most effective teaching methods, in a high-quality learning environment, with access to 21st century technologies. Obama also voiced strong commitment to reducing dropout rates and improving afterschool and summer learning opportunities and said he intends to pursue funding for his “STEP UP” plan and doubling 21st Century Learning Center funding. His “Make College a Reality” initiative, along with his support for GEAR UP, TRIO, and Upward Bound are also part of his plan to ensure that students are properly prepared for college. STEM education issues were discussed often during the campaign, and President-elect Obama said he would focus on recruiting more math and science professionals into teaching in order to provide schools with more high-quality science, technology, engineering, and mathematics teachers. He also supports providing teachers with certain incentives, including “performance pay,” and a “Teacher Service Scholarship” to fund undergraduate or graduate teacher education for certain prospective teachers. The cost of college was a topic discussed by presidential and other candidates. To encourage the pursuit of postsecondary study by providing financial assistance, Senator Obama plans to reduce college costs and student debt by creating a new “American Opportunity Tax Credit,”—a fully refundable credit of $4,000 tax credit for higher education. This tax credit would purportedly cover two-thirds of the cost of tuition at the average public college and make community college tuition completely free for most students. He also hopes to streamline the federal financial aid process by enabling families to apply simply by checking a box on their tax form, authorizing certain federal agencies access to tax information, and eliminating the need for a separate application. The Democratic Platform includes a commitment to producing more college graduates in the STEM fields, and investing in short-term accelerated training and technical certification programs for the unemployed at community colleges.
