									5.28 Bay Lake Watershed Management Plan
5.28.1 General Information
                                                                                   Bay Lake is located north of 30th Street
                                                                                   North and west of Oakgreen Avenue North,
                                                                                   in Baytown Township. The Bay Lake
                                                                                   watershed includes about 849 acres, of
                                                                                   which about 614 acres are within Baytown
                                                                                   Township and 235 acres are within West
                                                                                   Lakeland Township. The Bay Lake
                                                                                   watershed includes several small, typically
                                                                                   landlocked basins. The area tributary to Bay
                                                                                   Lake includes a 300-acre agricultural area
                                                                                   northwest of the lake that drains into Bay
                                                                                   Lake via a 30-inch diameter draintile. Figure
                                                                                   5.28-1 shows the Bay Lake watershed.

                                                                                   Approximately a third of the watershed is

Bay Lake and its watershed lie within the Baytown Township Groundwater Contamination Site. See
Section 4.6 for more discussion about the Baytown Township Groundwater Contamination Site.

5.28.2 Water Quality Management Plan
Given that Bay Lake has no public access, the lake is shallow (about 1.1 meters deep), and the lake
has poor water quality, the VBWD classified and will manage Bay Lake as a Low Priority water
body. In the VBWD 1995 Plan, Bay Lake was classified as a Level V (wetland) water body.

The water quality of Bay Lake ranks poor. Specific guidelines for water quality management of Bay
Lake will be the guidelines related to aesthetic enjoyment and wildlife habitat to maintain/improve
desired use of the water body. See Table 5 in Appendix B-4.2 for a listing of habitat indicators.

Specific water quality implementation tasks for Bay Lake include the following:

     1. The VBWD will perform habitat monitoring of Bay Lake and perform the actions discussed
        in Section 4.2 – Water Quality for Low Priority water bodies.

     2. The VBWD will conduct an assessment of wetland functions, as discussed in Section 4.7.7,
        WL-C.

5.28.2.1 Water Chemistry Data

transparency data are summarized on Figure 5.28-3. Detailed water quality data are shown in
Appendix A-5.28.

Bay Lake’s water quality is poor. The 2003 summer mean Secchi disc transparency depth was 0.5
meters. Total phosphorus and chlorophyll-a mean summertime concentrations were high.

There is insufficient data for a statistical analysis on the historic Secchi transparency depth data. To
perform a statistical analysis of the summer average Secchi transparency data, at least four samples
need to be used to calculate a summer average and at least five seasons need to be sampled. At Bay
Lake, only one season of sampling has occurred.

5.28.2.2 Biological Data
While there are no fishery, phytoplankton (microscopic plants), or zooplankton (microscopic
animals) data for Bay Lake, the VBWD conducted macrophyte (large aquatic plant) surveys on June
12, 2003 and August 19, 2003.

Appendix B-5.28 includes the 2003 macrophyte survey information. The VBWD collected this
macrophyte data to identify the conditions of plant growth throughout the lake. Macrophytes are the
primary producers in the aquatic food chain, converting the basic chemical nutrients in water and soil
into plant matter through photosynthesis, which becomes food for all other aquatic life. Macrophytes
are vitally important for a healthy wetland and, thus, are important for Bay Lake.

The plant community in Bay Lake consisted almost exclusively of coontail (Ceratophyllum
demersum). While this plant provides habitat for the fish and aquatic animals living within the lake,
the plant’s dominance indicates a lack of plant diversity. The lake’s transparency data indicate poor
light conditions, preventing the growth of other plant species. Coontail can tolerate very low light
conditions, while other plants require more light (Borman et al., 1997). The lake’s water chemistry
data indicate changing the lake’s plant community is probably unrealistic. Coontail is a native
species commonly found in Minnesota lakes. Exotic (undesirable non-native) species were not
present in the lake.

5.28.3 Water Quantity Management Plan
Bay Lake has no surface water outlet; it is landlocked. The 100-year flood elevation was established
by the VBWD in its 1987 Water Management Plan at Elevation 898. In 2003, a consultant for the
Bay Lake Reserve subdivision constructed an XP-SWMM computer model of the watershed and ran
a 50-year continuous simulation of the water levels using climatological data from a Stillwater
station and Washington County’s 2000 two-foot interval topography mapping. A statistical analysis
of the water levels was done, which determined a 1% probability flood level for Bay Lake at
Elevation 891.5. The VBWD Managers approved this elevation at their May 22, 2003 meeting. The
overflow elevation of Bay Lake is at the intersection of Norcrest Avenue and 26th Street North at
approximately Elevation 925.5, according to the Washington County 2000 two-foot interval
topographic maps. The overflow route would carry water south into the Mergens Pond drainage area.
VBWD is not aware of any low homes in the 100-flooodplain of Bay Lake.

VBWD has no plans to control water levels on Bay Lake. VBWD will establish water level
monitoring on Bay Lake. Either VBWD will add Bay Lake to its regular list of monthly
measurements or VBWD will request that the DNR install a staff gage to be read by a resident
volunteer.

The management of the Baytown Township Groundwater Contamination Site may impact the water
levels of Bay Lake. The VBWD will work with Washington County to ensure the impacts will not
significantly impact (raise or lower) the water levels.

5.28.4 Groundwater
The Bay Lake watershed lies within the Baytown Township Groundwater Contamination Site. More
information regarding the Baytown Township Groundwater Contamination is within Section 4.6 of
this Plan. Up to date and more detailed information about this site can be obtained from the
Minnesota Department of Health (MDH) and the Minnesota Pollution Control Agency (MPCA).
