The City of Newark, Department of Health and Human

							The City of Newark, Department of Health and Human Services is soliciting
through the Fair and Open Process in accordance with N.J.S.A. 19:44A-20.4 et
seq., and Local Public Contract Law N.J.S.A. 40A: 11-1 et seq the below listed
services;

All Proposals shall be submitted on September 1, 2006 between the hours of
1:00 pm to 2:00 pm, at 110 William Street, Room 206 Newark, New Jersey
07102. All Proposals shall be opened at 2:01 pm on September 1, 2006.

Request for Proposals may be obtained from Marjory Dunbar at (973) 424-4270
on August 18, 2006 through August 28, 2006 between the hours of 9:00am-
4:00pm at 110 William Street, room 206, Newark, New Jersey.

Awards made under the Fair and Open Process shall be made to those vendors
whose qualifications are most advantageous to the City of Newark. Factors
include but are not limited to, compensation proposal, experience and/or
reputation in field, knowledge of the agency and the subject matter to be
addressed under the proposal and contract, and other factors if determined to be
in the best interest of the City of Newark. All awards are subject to Municipal
Council approval.


      Public Health Laboratory Services       – Vendor to provide consultation,
      clinical and public health laboratory testing services (Must have three (3)
      years work experience with a Municipality). The vendor laboratory must be
      certified and be willing to accept rates established by Medicare and
      Medicaid, for laboratory services rendered.

      Planning and Response for Public Emergency – Vendor to provide disaster
      Preparedness, training for community groups and City employees.
      Courses include First Aid, CPR, Intro to Disaster Mass Care and Shelter
      Operations (Must have two (2) years of experience working with a
      Municipality and must provide Certificate to attendee).
