									GOVERNING BODY DECISION PLANNER


 Governing bodies have a wide range of responsibility with scope to
 delegate many functions to a committee, a governor or the
 headteacher. The 2003 School Governance (Procedures) regulations
 set out some restrictions on delegation and require the governing
 body to review its delegation arrangements annually. This planner
 allows the governing body to record which level of delegation it has
 agreed for major decisions and responsibilities.

 Key
 Level 1: Full governing body
 Level 2: A committee of the governing body
 Level 3: An individual governor
 Level 4: Headteacher.

 Column blank: Action could be undertaken by this level.
 Column blocked off: Function cannot be legally carried out at this level.
 Cross: Although legally possible to delegate to this level we would not
 recommend it. Significant decisions, monitoring and evaluation are best
 undertaken by the governing body or a committee with delegated
 authority, not by individuals.

 The tool assumes that
 o    The full governing body is responsible for establishing plans and
      policies and setting targets.
 o    committees may have delegated authority to monitor, evaluate and
      review particular plans, policies and targets. They must still report the
      outcome to the full governing body which remains legally responsible
      and accountable.
 o    the head and staff play the major role in formulating plans, policies
      and targets to bring to committees or to the governing body for
      discussion prior to adoption by the full governing body.
 o    The head is responsible for implementing the strategic framework
      and for internal organisation, management and control of the school
      and is accountable to the governing body.




Acknowledgement
This Tool is based on the DfES decision planner issued in November 2005 and has
been adapted by LCOGS (London Co-ordinators of Governor Services). The planner
is closely referenced to the OFSTED Inspection Framework and the Self Evaluation
Form.
