TO SUBMIT STATEMENTS OF INTEREST FOR THE
DEVELOPMENT OF THE FREE TRADE ZONE
AT THE NEW INTERNATIONAL AIRPORT OF QUITO
1. PRELIMINARY DATA
The CORPORACION AEROPUERTO Y ZONA FRANCA DEL DISTRITO
METROPOLITANO DE QUITO, CORPAQ, is a management unit of the Quito
Municipal Metropolitan District, in charge of planning, programming, designs review,
construction, installation, administration and operation of the NEW INTERNATIONAL
AIRPORT OF QUITO (NAIQ), as well as the development, operation and
administration of the FREE TRADE ZONE of the New International Airport of Quito
(ZFNAIQ), it will also develop the TECHNOLOGICAL PARK (PT) AND A CENTER
OF LOGISTICS DISTRIBUTION (CL) within an area of approximately 100 hectares.
In order to develop the FREE TRADE ZONE, CORPAQ invites national and
international companies, to account for capacities and expertise in developing similar
projects, and to state their interest to participate in the execution of this project, in
agreement with the Terms of Reference.
The presentation of Statements of interest will be free of charge.
2. LIMITS OF THE WORK TO BE FULFILLED
The selected company will be responsible for the execution and development of the
project, and for the construction of offices, warehouses, services logistics centers
and its administration.
The expected specific objective is to promote the advantages offered by the Free
Trade Zone and also the competitive contribution that will be offered to the users,
with a variety of enterprise activities to promote generation of money exchange for
the country, employment of highly aggregated value and knowledge transference.
Thus, success of this business will depend on the developers’ capability to identify
the competitive advantages that will be required by the users, taking into account the
advantages the Free Trade Zone will offer.
3. HOW TO PRESENT THE TENDER
The mandatory documentation petitioned to the interested companies must include
the financial-economic information of the offeror, description of its expertise, as well
as the description of the proposal limits, professional expertise in the development of
similar projects, client references including current addresses and declaration stating
absence of conflict of interests with CORPAQ staff or employees.
4. INFORMATION AND DOCUMENTS ABOUT THE FREE TRADE ZONE:
The companies who state their interest could request information and other related
documents at the CORPAQ Secretariat until Tuesday, June 19 2007. This request
must include the certification crediting the legal representation of the petitioner or the
authorization of the interested company to act on its behalf.
Inquiries and requests regarding the terms of reference, if there are any, must be
formulated in writing, to the CORPAQ Secretariat until 5.00 p.m. Friday, July 20,
2007. CORPAQ will resolve the consultations o clarifications as they are presented
until August 3, 2007.
The tenders, including required information and documentation petitioned in this
invitation, will be received at the CORPAQ Secretariat until 5:00 p.m. Thursday,
August 9, 2007.
It is put in records that statements of interest expressed by electronic mail, facsimile
of similar means will not be accepted. Only those ones presented in writing and
personally by the offerors at CORPAQ Secretariat will be accepted. However,
offerors having no legal representative in Ecuador will be able to send their proposals
by express mail, within the appointed closing date.
5. PROCEDURES FOR TENDER ANALYSIS
a) The Technical Commission appointed to carry on the evaluation of the statements
of interest will analyze the information presented and will establish their priority
order considering: the limits of the proposal, the qualifications and expertise of
key executive staff of the interested parties, expertise and references, as well as
their financial responsibility.
b) Once the priority order is established, CORPAQ will negotiate with the companies
in order to reach agreements to proceed to the legalization of the relationship and
to subscribe the corresponding contract.
