TITLE: Rate Analyst Utilities Trainee
SALARY: $39,145.55 – $40,925.09
EXISTING VACANCIES: Two (2)
DIVISION/LOCATION: Board of Public Utilities
GENERAL DESCRIPTION: Reviews, analyzes and makes recommendations on
electricity-related docketed matters and other regulatory actions including reporting requirements
related to ARRA (American Recovery and Reinvestment Act), SEC (Securities and Exchange
Commission), RGGI (Regional Greenhouse Gas Initiative), and FERC (Federal Energy
Regulatory Commission). This would include matters concerning rate clauses, electricity
procurement, demand response, legislative initiatives, grants compliance and modifications to
the state’s Energy Master Plan. The Rate Analyst analyzes proposed utility rate or rate schedules
to determine their reasonableness, equity, and compliance with the rules and regulations of the
NJBPU and State and Federal Agencies.
Other duties and responsibilities include, but are not limited to:
Analyze filings, and prepare discovery; reviews, discovery responses and follow up
discovery as needed; prepares cross examination, briefings, Board Orders and minutes.
Assists in analyzing proposed public utility rate and/or rate schedules to determine their
reasonableness, equity and compliance with the rules and regulations of the Board of
Public Utility Commissioners and other State and Federal authorities and agencies.
Prepare statistical calculations, charts, and graphs to demonstrate the need for and/or
impacts of various options for structuring rate schedules to meet approved determination
of revenue requirements.
Investigates and provide recommendations for resolution of inquiries and complaints
concerning basic rate disputes.
Must remain current with rate design technologies that promote and develop efficiency
and conservation, including load management, conservation, and cogeneration.
Confer with industry representatives to resolve basic matters of non-compliance with
approved tariffs or rate schedules and questions regarding the classification of certain
REQUIREMENTS: Graduation from an accredited college or university with a
Bachelor's degree in accounting, business administration, public administration, economics, or
finance. This is an entry level position but a background in utility rate regulation and knowledge
of energy/electricity markets is preferable.
This position is funded through the American Recovery and Reinvestment Act (ARRA) for
a period of no longer than two years.
