OVERVIEW
Mission
Improve the capacity and performance of the public health system.
Functions
Provide CDC-wide guidance and strategic direction to activities related to state, tribal, local, and
territorial (STLT) public health agencies
Support the improvement of performance and capacity at the state, tribal, local, and territorial
levels through the identification, validation, dissemination, acceleration, and adoption of
policies, standards, leading practices, tools, and other resources
Provide guidance and strategic direction for the recruitment, development, and management of
field staff provided to local public health agencies by CDC direct assistance (DA) funding
Enhance shared leadership of public health policy and practice with local public health agencies
through increased collaboration and communication
Organizational Structure
The Office of the Deputy Director manages, directs, and coordinates the strategy, operations,
and activities of OSTLTS.
o The Policy and Public Health Law Office (PPHLO) provides guidance on policy,
performance, legislative issues, and long-term strategies for program development and
implementation. The Public Health Law Program provides support and consultation for,
and access to, public health law expertise at CDC and the STLT levels.
o The Communications Office serves as a fully functional communications network that
is bi-directional with STLT partners.
The Division of Public Health Capacity Development (DPHCD) provides guidance and
strategic direction on public health practice and works collaboratively to advance the capacity,
agility, and efficiency of STLT public health.
o The Technical Assistance Branch (TAB) provides leadership, tools, and techniques to
enhance and foster the capability of the public health system by providing access,
infrastructure, and field support from CDC.
o The Knowledge Management Branch (KMB) develops and provides comprehensive,
cross-agency and STLT training to increase capacity across the governmental public
health system and guide the dissemination of leading practices, lessons learned, and
models that improve community programs.
o The Partnership Support Branch (PSB) administers, maintains, and provides
leadership in evaluating partnership cooperative agreements while supporting critical
cross-CDC relationships.
The Division of Public Health Performance Improvement (DPHPI) provides guidance and
strategic direction on a cross-agency system of performance and accountability that ensures CDC
and STLTs are positioned to achieve and advance public health outcomes.
o The Agency and Systems Improvement Branch (ASIB) collaboratively identifies
standards, policies, leading practices, and models across CDC and STLT agencies and
promotes quality improvement practices and preparation for accreditation.
o The Research and Outcomes Branch (ROB) engages in research, evaluation, and
strategy development for improving public health outcomes through efficient and
effective change in the public health system.
