                                 risk-management analysis at all stages of the acquisition

                                          MISSION CAPABILITY:
                                 The RDT&E program brings a wealth of capability
                                 to each RDT&E effort, including:
                                     •    Human factors analysis
                                     •    Requirements generation and pre-acquisition
                                          technical development
                                     •    Assessment of feasibility and affordability
                                          of new technologies
                                     •    Risk-management analysis at all stages
                                          of the acquisition process
                                     •    Independent technical analysis and
                                          operational effectiveness modeling

Test and Evaluation:

The test and evaluation team provides department, component, program and project-level support
for requirements verification planning and execution, from the development of Coast Guard guidance
to deck-plate level execution of test procedures. The team is equipped with the expertise to support
surface, air, C4ISR and logistics test efforts, both developmental and operational.

Partnering:
The RDT&E program anticipates future technological challenges and implements solutions quickly
by building beneficial partnerships. The RDT&E program partners with:
   •   The Department of Homeland Security (DHS) Science & Technology Directorate, to leverage
       emerging technologies to efficiently and effectively address DHS mission capability gaps;
   •   The U.S. Navy Commander Operational Test & Evaluation Force to establish protocols for
       independent operational testing of a project's production line and determine suitability and
       effectiveness of the asset;
   •   The Office of Naval Research, the Navy's parent command for all U.S. Navy and U.S. Marine Corps
       R&D efforts, on projects and technologies of common interest to the Navy and the Coast Guard,
       primarily in the program areas of ports, waterways and coastal security, and C4ISR; and
   •   Professionals in the public and private sectors, through Cooperative Research and
       Development Agreements, to use technologies from the R&D Center in the private sector
       for public or commercial purposes, or to perform cooperative and mutually beneficial
       research and development.
