 Contract Summary: The purpose of statewide contract VEH86 is to establish a source for furnishing and
 delivery of Alternative Snow and Ice Products through response from qualified contractors. Contractors must
 offer Eligible Entities training covering topics including but not limited to winter road maintenance using
 products awarded to be supplied under this contract, product application rates, product safety, product
 compatibility with other snow and ice control products and activities/techniques.

 Both vendors are awarded in Category 1: Corrosion Inhibited Liquid Magnesium Chloride. It is required that
 all products in this category appear on the Qualified List of Pacific Northwest Snowfighter‟s (PNS) products.
 PNS is an association comprised of technical experts in the fields of chemistry, environment, maintenance
 operations and management, insurance law and claims, public affairs and purchasing. Together, this team
 provides specifications for quality, alternative snow and ice products balanced with environmental concerns,

Contract Summary: Vegetable oils, or bio-based products as they are often
referred to, are included as part of Category III, Motor Oil, Re-Refined, Anti-freeze and Other Lubricants to
provide a value-added, environmentally preferable alternative to a variety of petroleum-based products.
These products, made from corn, canola, soy, and other vegetable oils are being used to produce a wide
range of lubricants.
The majority of companies manufacturing plant-based lubricants have focused primarily on industrial oils.
Within this category, certain applications are best suited for plant-based lubricants. These include hydraulic
oils, total loss lubricants, metalworking oils and other general oils. The bio-based lubricants contained on this
contract meet original equipment manufacturer (OEM) product requirements and use the same American
Society for Testing Materials (ASTM) standards as petroleum based fluids.
Users are finding that vegetable oils can offer even better performance than petroleum oils in some
applications, with the added benefits of being less toxic, renewable and biodegradable, thus posing a greatly
reduced threat to human health and the environment. For instance, when spilled, bio-based products pose
NO immediate threat to the surrounding environment. Conversely, spilled petroleum can contaminate
streams, kill vegetation and harm wildlife and carry a costly remediation.

        Contract Summary: This new contract covers the six product categories including modular carpet, broadloom
        carpet and vinyl composition flooring, most of which contain various amounts of recycled materials, as well as
        services associated with these product categories. The services are also available from Service Providers on
        the contract (labor will be subject to the current prevailing wage rate) include recycling of old carpet for virtually all
        carpet brands currently on the market, installation and floor preparation and cleaning, maintenance, repair and
        removal of carpet and flooring
        The contract award was made to a pre-qualified list of thirteen (13) product manufacturers. Each of these
        manufacturers has designated one or more Service Providers (SPs – or local distributors) to sell and install
        their products to the Commonwealth and process all orders. Contract users may purchase any type of
        flooring product the Contractors supply under their awarded category, and should use the list of SPs to
        negotiate the best price and best value for their department. Products may be purchased as “goods only” or
        with installation & other services.
        Product Specifications: All carpet and flooring products meet the specifications for heavy commercial traffic
        Class II wear, ASTM standards for flammability and static protection, stain resistance and more. Low VOC
        adhesives will be used and F.O.B. delivery is automatically included.
        Value-Added Service: Recycling of Used/Worn Carpet: Under this new contract, all Service Providers are
        working with the manufacturers they represent to recycle virtually all used carpet products. The purpose is to
        eliminate this high volume of waste from the traditional means of disposal, which should serve to conserve
        landfill space and work toward the overall improvement of air quality.

Contract Summary: This contract is directed at providing a wide selection of catering
services from vendors across the state. Such service may include general catering
(brought to your site), catering in conjunction with conference space and catering
provided by hotels that offer conference space as well as lodging accommodations.
The contract also is seeking to award contracts to catering services, that can provide
environmentally preferable aspects to their services, such as biodegradable foodservice
ware, reusable cups and plates, goods in bulk dispensers instead of individual packages,
programs to donate leftover food to shelters, and more. In addition, preference has been given to conference
centers and hotels that have implemented “green initiatives” to reduce their impact on the environment.
Below is a brief description of what may be considered a “green” hotel or conference space:
Green Meeting Spaces and Hotels
Despite their positive economic contributions, meetings extract a high environmental cost. A green meeting
space may consider the following: separate controls for heating and air conditioning in conference rooms,
provisions for teleconferencing to reduce additional travel, located near public transportation and/or
incorporating energy and water conservation techniques and practices.
Green hotel and/or lodging accommodations refer to a facility which is committed to being environmentally
friendly through their facilities operations. Some examples include linen reuse, refillable toiletry dispensers,
energy efficient appliances, water conservation devices, maintaining good air quality and purchasing EPPs.

  Contract Summary: This contract offers a broad selection of environmentally preferable cleaning products,
  intended to replace the harsh chemical cleansers commonly used. This contract also includes
  environmentally preferable janitorial paper goods, entryway systems, equipment, trash liners, and specialty
  items/technologies. This is a multi state contract, available to Connecticut, New Hampshire, New York and Vermont.
  Each manufacturer on the contract is represented by one or more distributors required to service
  Massachusetts and at least one other participating states. The products now offered on the contract meet a
  higher environmental standard developed by the independent third-party certification organization, Green
  Seal and EcoLogo standards are required
  This contract has two categories: Category I: Green Products. and Category II: Supplies, Specialty Products
  and Other Technologies. Category I reflects those products most often purchased by Commonwealth entities
  and it includes a number of “mandatory” products (that Bidders are required to provide) and a list of
  “desirable” products (from which Bidders are asked to supply as many as possible). Category I also includes
  a mandatory Green Cleaning Management Program. Under this program, vendors must be capable of
  assisting customers with the development and implementation of a green cleaning program based on the
  guidelines cited in the US Green Building Council (USGBC), Leadership in Energy and Environmental Design
  for Existing Buildings (LEED-EB) and Green Seal‟s GS42 Standard for Janitorial Cleaning Services. Vendors
  should be able to provide guidance, training and relevant materials that will enable their customers to more
  easily make the transition to green cleaning products and practices and track their progress and success
  The purpose of Category II is to allow vendors with specialized supply items, customized equipment, new and
  innovative technologies and other specialty items an opportunity to be awarded on contract. Bidders in

 Contract Summary:
 This Contract features qualified suppliers for various diesel engine emission control technologies and
 services. It provides Commonwealth buyers with a cost-effective method for reducing emissions from
 vehicles and heavy equipment and works toward the broader goal of improving air quality. Diesel exhaust in
 particular, is a significant contributor to air pollution and can aggravate asthma, cause lung damage and is a
 likely carcinogen.
 The goal of the Massachusetts Diesel School Bus Retrofit Program is to retrofit all eligible school buses in
 Massachusetts with emission control devices by Fall 2010. While this contract is primarily developed to
 support the school bus retrofit program, this contract may also be used for the procurement and installation of
 diesel retrofit devices on other vehicles, including on-road and non-road vehicles and stationary engines.
 EOT is also considering this contract to retrofit over 200 diesel buses operated by the thirteen Regional
 Transit Authorities in Massachusetts. The products include:
 Category I: Diesel Oxidation Catalyst (DOC) – A DOC is an exhaust after-treatment device that employs a catalyst to
             break down pollutants in the exhaust stream into less harmful components. DOCs can reduce PM
             emissions by 20 to 50 percent, HC emissions by 40 to 90 percent and CO emissions by at least 20 percent.
 Category II: Flow Through Filter (FTF) – An FTF is an exhaust after-treatment device designed to combine high filtration
             efficiency with low maintenance. FTFs can reduce PM, CO, and HC emissions by at least 50 percent.
 Category III: Diesel Particulate Filter (DPF) – A DPF is an exhaust after-treatment device that uses wall-flow technology
             to prevent PM in the exhaust stream from being released to the atmosphere. Particles are trapped in the
             filter and then oxidized by high temperatures and/or a catalytic coating on the filter. DPFs can reduce PM,
             CO, and HC emissions by 60 to 90 percent.
 Category IV: Closed Crankcase Ventilation Filter (CCV) – A CCV filter is designed to prevent blow-by emissions from
            exiting the engine‟s crankcase breather valve. A CCV filter removes blow-by PM and returns the filtered
            gases to the engine‟s intake system. Crankcase PM from an uncontrolled engine can comprise up to 25
            percent of the total vehicle PM emissions.

Contract Summary:

There are two environmentally preferable products offered under this contract:
        Ultra Low Sulfur Diesel – describes a new EPA standard for the sulfur
         content in on-road diesel fuel sold in the United States. The allowable sulfur
         content for ULSD (15 ppm) is much lower than the previous U.S. standard
         for Low Sulfur Diesel (LSD, 500 ppm), which reduces emissions of sulfur compounds (blamed for
         acid rain). ULSD can also be used with emission control retrofit devices that greatly reduce
         emissions of oxides of nitrogen and particulates that contribute to asthma and other respiratory
         illnesses.
        Biodiesel - is a renewable fuel made from agricultural resources, vegetable oils and/or animal fats;
         any of the above provides the same amount of energy. It reduces particulate matter and tailpipe
         emissions that impact climate change, such as CO 2 (although some increase in NOx may occur
         depending on the duty cycle of the engine. It is nontoxic, biodegradable and suitable for sensitive
         environments, making potential spills of biodiesel far less harmful to the environment and much less
         expensive to clean up than regular diesel spill. Biodiesel is available on State Contract ENE23 in
         blends of B20 (20% biodiesel, 80% ULSD when available) for spring and summer months and
         B5 (5% biodiesel, 95% ULSD) for late fall and winter months.

Contract Summary:
The purpose of this solicitation was to establish a full service contract to provide Fuel Cards and Fuel
Management Services. The fuel card will allow State drivers and other eligible entities (see below), the
ability to re-fuel vehicles throughout the Commonwealth and surrounding State areas. It also allows for
the re-fueling of Alternative Fuel Vehicles (AFV), i.e., CNG, and any other new alternative fuel vehicles
that are currently available or new technology that is developed during this contract duration.

Prompt Pay Discounts/Payment Timing Rebates:
Under this Contract, there will be Payment Timing Rebates, which will be processed by the vendor and
will be reflected monthly in arrears on invoices. The Rebate schedule can be located in the OSD Update
at www.comm-pass.com.

Volume Rebates:
Volume rebates of 1.06% off of monthly retail transactions will be processed by the vendor and reflected
monthly in arrears on invoices.

Gulf Rebates:
Gulf Oil discounts will be processed and applied monthly in arrears as above and the discounts are as
follows:
      $0.03 off per gallon at all Gulf locations on the Massachusetts Turnpike
      $0.03 off per gallon at all other Gulf Cumberland Farms locations in Massachusetts
      $0.02 off per gall at all other Gulf Oil locations in any state

 Contract Summary: In an effort to reduce environmental pollution, improve the fuel efficiency and reduce waste
 on many levels, the Commonwealth has included the following specifications under contract #FAC57 for Moving
 Services;
 Awarded Contractors are required to:
   install diesel emission control devices on their trucks (e.g. diesel oxidation catalysts, diesel particulate filters,
    etc.) within the first year of the contract award in order to reduce the particulate matter and pollution produced
    during normal operations;
   Comply with the packaging requirements outlined below;
   Consider the use of alternative fuels (e.g. bio-diesel, ULSD, re-refined motor oil, remanufactured anti-freeze,
    bio-based automotive lubricants, etc.) in the running and maintenance of their truck and vehicle fleets;
 Awarded Contractors are also encouraged to implement numerous other environmental initiatives within their
 operations during the contract term, such as a membership in the SmartWay Program described below.
 Required Packing Containers & Supplies Information:
     When using corrugated boxes, such products must be made with a minimum of 35% post-consumer
        recycled content and that the recycled content must be indicated on the outside of the packaging;
     Eliminate the use of polystyrene, heavy metals, non-recyclable or other difficult to recycle materials;
     Use environmentally preferable materials and products for packing, such as starch-based peanuts,
        recycled content kraft paper cushioning materials, used newsprint, etc.;
     Develop reusable options wherever possible (e.g. blankets, reused crates, reusable pallets) to minimize
        the use of disposable containers such as cardboard boxes and cushioning materials;
     Offer a return program where packaging can be returned to a specific location for recycling and ensure
        that the materials returned are easily recyclable in Massachusetts.

 EPA’s SmartWay Transport Partnership:
 All awarded vendors must consider a membership application to the Environmental
 Protection Agency‟s SmartWay Transport Shipper Partnership Program. There is no fee to
 join and technical assistance in meeting established goals of the program and overcoming
 challenges is provided by the EPA. The purpose of the commitment is to promote greater
 fuel and operating efficiency, reduce air pollution, and manage greenhouse gas emission

Environmental Features and Recommended Practices
Equipment available on this contract has a variety of environmental attributes that are not only beneficial for
the environment, but are also associated with measurable cost savings. While these features may come
standard with the equipment, they will not provide any benefits unless they are enabled, used and
maintained:
    Networking capabilities. The vast majority of copying equipment available on the contract can be
     connected to the computer network and serve as a printer.
     Recommended practice: Review the volume of printing performed by smaller individual printers and
     determine where smaller printers can be replaced by a networked copier. Prints produced by networked
     copiers are less expensive, additional supply and maintenance savings may be achieved.
    Energy saving features. All equipment available on the contract comes with energy saving features
     enabled. The vast majority of the models are Energy Star compliant (exception: select color copiers).
     Recommended practice: Ensure that the energy saving features are properly installed and remain
     enabled as the equipment is used. These features are capable of saving about $130 per large copier,
     $40 per printer and $15 per fax machine in energy costs while contributing to the state’s climate
     protection goals.
    Double-sided copying and printing (aka “duplexing”) capabilities. All copiers with speeds over 15
     copies per minute, and printers and fax machines with speeds of over 21 and 6 prints per minute
     respectively have duplexing features. Recommended practice: Set duplexing as the default mode for all
     equipment where those features are available. Notify staff about the change and educate them about
     making single-sided copies and prints when necessary. This practice typically results in savings of at
     least 10-20% on office paper even compared to offices where double-sided copying is available but is not
     set as a default.

   Additional multifunctional capabilities. Most of the equipment available on the contract can perform
    more than just one office function. Some of those include: scanning to email, scanning to computer
    memory. Recommended practice: Review the additional capabilities of the equipment and utilize them to
    reduce paper usage and make document storage and retrieval easier.

contract includes four categories:

Category I – Plumbing and Heating Supplies: Vendors in this Category must be able to provide a broad
range of plumbing and heating supplies as reflected from the Market basket listing. All products supplied
under this contract shall be commercial grade and must meet all federal, state and local standards for quality
and safety requirements (NEMA, ASTM, UL approved).
Category II – HVAC Supplies: Vendors in this Category must be able to supply parts for the maintenance
and management of heating systems, air conditioning systems and refrigeration system that promote energy
efficient climate control and improved indoor air quality as reflected from the Market Basket listing. All HVAC
products supplied under this contract shall be commercial grade and must meet all federal, state and local
standards for quality and safety requirements (NEMA, ASTM, UL approved).
Category III – Waterless Urinals: Vendors in this Category should be specialized in the technology of urinal
applications that require no water for operation and must be able to supply products and parts as well as
guidance on installation and maintenance of the systems. Products in this category must comply with the
Massachusetts Plumbing Code and be made of vitreous china and offered in white (although other colors
may be available). They must also comply with ANSI Z124.9, CSA, ASME A112.19.19 wherever appropriate.
Such urinals shall have a replaceable trap cartridge or insert and use a liquid sealant that has a low (to nil)
environmental impact and does not carry any warnings from the EPA.
Category IV – Water Conservation Devices and “Kit”: The purpose of this category is to obtain the most
competitive pricing for a selection of products often purchased as water conservation “kits” by the
Department of Environmental Protection (DEP) for cities and town grant programs. In addition, it is
anticipated that municipalities and others may purchase such products on their own as a form of incentive
within their communities for greater water conservation efforts.

Contract Summary: This multi-state contract was issued by the State of
Connecticut for the purchase of energy saving power controllers for vending and
snack machines, computer moniters, and laser printers.
The cold drink vending machines in your building run 24/7 even on nights and
weekends when the staff are not around. Some of these machines use as much
as 900 watts and costs the Commonwealth of Massachusetts as much as $351
per machine per year or $351,849 per 1,000 machines per year.
The VendingMiser is a smart controller that goes on the cold drink vending machine in your building and
reduces the electrical energy costs by 30% - 50%. The VendingMiser will typically pay for itself in 12.9
months and that is without the electric utility rebate. That is a savings of about $222,632 per year for 1,000
VendingMisers or $222 for each individual VendinMiser. Most electric utilities provide a $75 financial incentive
per VendingMiser. The VendingMiser has the blessing of Coke and Pepsi since the drinks stay cold and meet
the specifications of Coke and Pepsi and all cold drink suppliers.

     Group 2. Commercial Printers – Contractor Information
     Offset printing services (performed by contractors in Group 2) are associated with a number of significant
     of environmental and public health impacts throughout the life-cycle of a printed document. Many of such
     impacts are related to the use of chemicals that may be toxic in the printing process. In collaboration with the
     Office of Technical Assistance (Executive Office of Environmental Affairs) and the Environmental Results
     Program (Department of Environmental Protection), OSD developed a set of environmental guidelines for
     printers. All contractors are encouraged to implement environmental stewardship initiatives that exceed the
     requirements of the current environmental regulations.
     The environmental stewardship initiatives include:
         Equipment and technologies preventing waste and reducing pollution (e.g. digital pre-press systems,
            solvent recovery systems, etc.);
         Recycling paper, cardboard, used pallets and waste inks;
         Environmentally preferable chemicals for printing (formaldehyde-free photochemicals, vegetable-
            based or water-based inks, low-VOC adhesives, etc.)
     To measure to what extent the contractors have implemented the environmental initiatives, each contractor
     was awarded an environmental score (see Contractor Information table for Group 2). The maximum possible
     environmental stewardship score for a commercial printer is 25. To reward companies that implemented
     such environmental stewardship initiatives, please give your preference to printers with higher
     environmental scores.

      Category B. Mail Service Providers
      Contractors in this category provide automated customized mailing of printed materials to recipients specified
      by contract users. In addition to direct mail services, the contractors may offer mail pick-up and pre-sorting
      services, which allow contract users to save on postal expenses. All contractors in this category are required
      to either return any leftover materials to the contract user or recycle them. Recycled programs for both paper
      and corrugated cardboard are required. In addition to that, all contractors have agreed to work with OSD to
      implement various additional environmental initiatives.

      It is important to note that avoiding mailing a paper copy of a document will provide more significant
      savings for the contract user as well as for the environment. Electronic means of information
      dissemination through email and the Internet should be explored whenever possible. Often such means of
      outreach result in the reduction in labor and printing costs in addition to mail expenses, since they eliminate
      the need to design and print direct mail pieces.

Contract Summary: The title of the contract is Tires and Tubes, New and Retread. Retread tires cost on
average 30-50% less than comparable new tires. Since 75% of the materials used to manufacture a tire

Remanufactured supplies available under this contract comply with stringent remanufacturing process and
product quality specifications. Customers can be assured that equipment warranties, including HP, will not
be voided using remanufactured brands. The products carry satisfaction guarantees. Contractors are also
responsible for making any necessary repairs and/or replacements for any printers or parts damaged by a
faulty cartridge.
Remanufactured cartridges represent significant (30-60%) cost savings over competing OEM products.
Through the reuse of the empty plastic casings, remanufactured toner cartridges reduce the amount of waste
going to landfills and incinerators as well as the need for manufacturing new plastics. Under the terms of the
contract, Contractors will take back all used cartridges for recycling.

 Contract Summary: The new statewide contract will include compressed natural gas (CNG) and bi-fuel
 vehicles as well as conventional passenger and light duty trucks. The vehicles are required to meet ultra-low
 emission standards (ULEV) or better.
 A bi-fuel vehicle has two separate fuel systems, one for gasoline or diesel and another for either liquefied
 propane gas (LPG) or compressed natural gas (CNG). Because CNG and LPG stored in pressurized tanks,
 they cannot be simply pumped into the gasoline tank. The bi-fuel design allows the use of an alternative fuel
 when available.
 Where low cost CNG or LPG is available, however, bi-fuel vehicles can offer a cleaner, more economical
 alternative to gasoline or diesel. CNG is one of the cleanest of the fossil fuels. Compared to gasoline, its use
 could bring about a significant reduction in tailpipe emissions of carbon monoxide (about 70%), nitrogen
 oxides (about 50%), and ozone-causing pollutants (about 90%). In addition, particulate emissions would be
 almost eliminated. In tests conducted in California, propane-powered vehicles produced about 45% less
 carbon monoxide than did gasoline vehicles and about 20% less nitrogen oxides; they also had about 60%
 less smog forming pollution. (See www.fueleconomy.gov for more details).

 Enterprise is providing more hybrid vehicles nationwide than any of their competitors (reportedly 7000 as of
 2009). In addition, the rental giant recently announced a program of “hybrid branches,” involving 80
 designated locations throughout the country where customers can reserve hybrids in person, online or by
 phone. Hybrid cars include the Toyota Prius, Nissan Altima, Ford Escape and Toyota Camry.
 New England “hybrid branch” locations include Government Center in downtown Boston, Moody Street in
 Waltham and Second Street in Manchester, NH. In addition to hybrids, these locations also offer vehicles
 that get over 28mpg or more and others that are capable of running on ethanol fuel.

A NEW CATEGORY FOR WATER FILTRATION HAS BEEN ADDED to the
statewide contract for Bottled Water Service and Related Supplies.

This contract is intended to provide an environmentally preferable alternative to
the use of bottled water. Awarded vendors are capable of supplying the following
products and services:

       Design, provision, installation, maintenance, servicing, operation and repair
        of commercial grade water filtration systems in buildings that will provide a highly pure form of drinking
        (potable) water dispensed through closed water cooler units.


       The process eliminates the need and expense of using large plastic bottles to dispense water for
       drinking. As a result, it also eliminates the manufacturing process of making the plastic bottles as well as
       tons of plastic waste otherwise headed for disposal and/or recycling.
       There are two contractors awarded for a period of one year. After that time, the contract will be re-opened
       and re-bid to ensure that the latest technology of filtration is available.

 Contract Summary: The Reverse Osmosis process, which is also called ultra-filtration,
 provides the purest safest form of drinking water available through a closed system.
 The entire contract has been designated EPP (environmentally preferable product) because
 of the quality of the water and the elimination of the 42 pound bottled water jug, that had to be transported,
 received, stored, changed and the empty bottles returned.

 Product Information: Switching to a bottle-less cooler system can save you from 30% to 70% in monthly
 water costs versus bottled water delivery from month one, through our rental program. Systems may also be
 purchased with a maintenance agreement, if desired. Eliminating messy and cumbersome water bottles also
 saves time lost to refilling or changing bottles, especially in larger offices. Constantly changing water bottles
 exposes the water coolers to bacteria and germs, making traditional water coolers a rather unsanitary option.
 Our systems are closed, eliminating constant exposure to the environment, people‟s hands on the bottle
 neck, etc., with each bottle change. In addition, any chance of an employee hurting their back while trying to
 lift one of the heavy water bottles is eliminated with our system.

 Atlas Water Systems provides a “turnkey product” from design to installation and maintenance. The price
 paid is solely based on a monthly charge per water cooler unit. PLEASE NOTE that customers are not
 paying per gallon of water used and they do not own any of the equipment or coolers. Multiple coolers are
 fed from a central R.O. water filtration head unit. The more coolers fed from a central unit the lower the price.
 Atlas offers four (4) basic types of coolers and the price varies with the cooler type.

In addition to conventional water treatment chemicals for such applications as drinking water, waste water,
boiler plants and swimming pools, this contract covers equipment that reduces and/or eliminates the use of
chemicals in swimming pools (already awarded), cooling towers, boilers and in other applications (to be
awarded in the future). All equipment on this contract is available for outright purchase (fully installed and
ready to operate), for term lease, or for Tax-Exempt Lease Purchase (TELP).
Product Information: The alternative treatment systems for swimming pools are approved by the National
Sanitation Foundation (NSF) and the Massachusetts Department of Health. Such systems include:
          Pool Ionization
          Pool Ozonation
          Salt Water Chlorination
Pool Ionization, already in use in some commercial/public swimming pools in Massachusetts, represents an
environmentally preferable alternative to the traditionally heavy use of chlorine and other chemicals.
Ionization as it is applied to swimming pools, is the process of using a low voltage current to disperse
positively charged copper and silver ions into the water. Since bacteria are negatively charged, the silver and
copper ions penetrate the cell walls and help destroy microorganisms. Ionization systems result in a
reduction of up to 80% in the use of chlorine.
Pool Ozonation breaks down chloramines and mineral and sediment buildup while assuring the elimination
of 100% of all bacteria, viruses, algae and fungi. Ozone is made by passing oxygen through a corona
discharge (an electrical discharge that indicates ionization of oxygen and the formation of ozone in the
surrounding air). Chlorine use is significantly reduced with ozonation technology.
Salt Water Chlorination is a technology that replaces the use of the hazardous and costly sodium
hypochlorite (also known as chlorine bleach) with sodium chloride (also known as salt). Using salt to produce
chlorine for pools is safer and cheaper. Salt water chlorination systems are already at work in
Massachusetts.

Contract Summary: A Statewide Contract for the Collection of Hazardous and Medical wastes has been

                 Collection and containers for non-commercially generated sharps. Non-commercially generated sharps are defined as
                     discarded medical articles that may cause puncture or cuts (including, but not limited to, needles, syringes and lancets)
                     and that are generated by Massachusetts residents in their homes.
Category V     Absorbent Recycling for Automotive Fluids
                 This process involves a unique system that uses reusable highly absorbent mats and cloths to capture waste oil for
                     recycling. It meets EPA objectives regarding waste reduction and saves money on disposal fees.
Category VI    Mercury/Infectious Waste
                 Collection and recycling of fluorescent, HID and other lamps, ballasts, elemental mercury and mercury containing
                     devices.
Category VII   Electronic Waste
                 Collection and recycling of cathode ray tubes (CRTs), including televisions and computer monitors; computer
                     components, including central processing units (CPUs), keyboards and mice; and other electronic waste.
Contractor Information:
Mercury is a highly toxic material, which, if released, can damage the human nervous system, and can lead
to toxic build up in fish and other wildlife. Thus proper management of fluorescent lamps, which contain
mercury, is an integral part of the Commonwealth‟s efforts to continue improving the condition of our
environment. In addition, Cathode Ray Tubes (found in TVs and computer monitors) and which have been
banned from disposal sites in Massachusetts are also being collected and recycled under this contract.
All materials, including mercury from lamps are processed and recycled for re-use, except for certain
hazardous materials which are incinerated at a licensed facility. The contractor will provide a certificate of
recycling or destruction of the materials collected whichever is appropriate. All pricing below includes the
cost of packaging and transportation

Contract Summary: In conjunction with an Executive Order recently signed by the Governor, which requires
all state agencies to use an Integrated Pest Management (IPM) approach to pest control, The Facilities
PMT, in cooperation with the Department of Food and Agriculture, has established a statewide contract to
provide IPM services.
This contract provides facilities with a pre-qualified list of contractors experienced in IPM from which to obtain
pricing. IPM helps to reduce use of toxic pesticides through an integrated approach to pest control which
pursues continuous monitoring, small scale maintenance to plug holes, examination of cleaning and trash

Contract Summary: This contract was established to provide Commonwealth
agencies and political subdivisions with a means to recycle / remove scrap tires and
tire shreds in an environmentally sound manner. Under the terms of this contract,
such removal may be conducted in one of two ways:
1) The contractor may be requested to pick-up the tires or shreds from a Commonwealth location. In this
   situation, the contractor will remove, pack, make ready for shipment, and incur all freight costs with the
   transport of all tires (with or without rims) and tire shreds from each holding location. (A minimum of 1
   ton of material is preferred in order to request this service).
2) A state agency or municipality may deliver the material to the contractor‟s facility. Here the agency or
   municipality will be responsible for the preparation of the weight slip and bill of lading so that the tires can
   be accepted by the contractor. It is also advised that a department contact the contractor prior to
   delivering scrap tires to the contractor‟s recycling facility.

  Contract Summary: This contract consists of a pre-approved list of contractors, each of whom offers waste
  collection and/or recycling services, ranging from the handling of a single material, to providing a broad array
  of waste management services. Please note that this contract does not cover hazardous materials or
  universal wastes such as fluorescent lamps. This contract does not include pricing as the PMT has
  determined that specific pricing for solid waste/recycling services across the state would have been
  impossible to determine. Departments are responsible for soliciting waste and recycling proposals from the
  approved list of contractors and negotiating pricing based on the type and scope of services being requested.
  The contract was re-opened in early 2004 and ten new contractors were added. Services across the board
  that are provided by various contractors include:
   Solid Waste Collection for: MSW, C&D, Bulky waste and ABC waste
   Recycling Services for: white office paper, mixed paper, paper shredding, old corrugated cardboard,
       metal cans and containers, plastic bottles and containers, leaves and yard waste, food waste, scrap
       metal, textiles, street sweepings, white goods, C&D, ABC waste.
  Some contractors also provide Resource Management Services in order to assist agencies and others in
  consolidating their waste management programs to save money on disposal costs wherever possible.
