REQUIREMENT MANDATORY INFORMATION FOR REC ASSIGNMENT FORMS: SOLAR WATER HEATER SYSTEMS
Version 2 as Updated in October 20061 INTRODUCTION
The Office of the Renewable Energy Regulator (ORER) requires the Renewable Energy Certificate (REC) Assignment Form to include all of the information and fields outlined in sections 1, 2 and 3 below. This is to ensure that agents obtain the relevant information for REC creation and comply with the legislation. Agents may customise their own REC Assignment Form to incorporate additional explanatory text, company logos and other features. The ORER requests forms that are created or changed be submitted to the ORER for approval.
SECTION ONE – MANDATORY INTRODUCTORY INFORMATION
Owners of eligible solar water heaters (SWHs), including heat pump water heaters, may qualify under the Renewable Energy (Electricity) Act 2000 (the Act), to create Renewable Energy Certificates (RECs). RECs exist electronically in an internet based registry managed by the Office of the Renewable Energy Regulator. In the context of SWHs, each REC represents the equivalent of one megawatt hour of renewable energy generation. RECs have a value determined by the market in which they may be traded. Owners of an eligible SWH have two options to benefit from RECs: 1. Register with the ORER, apply to create RECs, negotiate the sale of RECs to an interested party and transfer RECs to the purchasing party; or

2. Assign their right to create RECs to an Agent. In return, the Agent may provide a discount on the purchase price of the SWH, offer a one-off payment for the RECs, or agree to some other financial arrangement. The financial value of a REC is dependent on the supply of and demand for RECs, and may vary between buyers from day to day. RECs may only be created once for a SWH and they must be created within 12 months of the solar water heater installation date. Any instance of improper creation of RECs, under Section 24 of the Act, may result in referral for prosecution regardless of the reason for the improper creation. Providing false or misleading information under Part 11A of the Act is a criminal offence. The address of the installation must be sufficient to allow an officer of the ORER to visit the installation without requesting additional information. The ORER requires the following information as part of the installation address: If a street number is not available for the location, the ORER may accept one of the following groups of information: Lot number; Property name, and distance and direction from the nearest town/intersection/landmark also included in the address; Geographic Information Systems (GIS) location; or Roadside Mail Box (RMB) number or Roadside Delivery (RSD) Number. If none of the information listed above is available, please contact the ORER for further advice.
