Manager of Government Accounting Compliance
JOB SUMMARY: Serves as division's expert on government accounting to assure the division's compliance with existing government accounting regulations such as Federal Acquisition Regulations and Cost Accounting Standards. Keeps division management abreast of new regulations and amendments to government accounting regulations, advises management on potential effects of alternate methods of accounting treatment or the adoption of new or revised accounting policy. Interfaces with corporate Controller's office on behalf of the division on government accounting matters, and serves as primary point of contact for DCAA and DLA. Supplies management with options for the accounting of various costs, consistent with government regulations, which will allow for maximum cost recovery and profitability to the division. DIMENSIONS: Division sales $120 MM JOB DESCRIPTION: The position incumbent reports to division Senior Vice President on a dotted-line basis and to corporate on a solid line. Among the systems affected by government accounting standards are estimating, labor reporting, pricing, cost reporting, and allocation. The incumbent works closely with division and corporate personnel to evaluate these systems for compliance, and if an element of noncompliance is detected, works on the redesign of the system. The incumbent also interacts with MIS to assure that systems changes do not conflict with governmental requirements. When government financial auditors request financial information, the incumbent reviews all information supplied to them to determine if it is accurate and appropriate and serves as an intermediary between government and division personnel. When required, the incumbent negotiates with DCAA and other government representatives on various matters, including cost impact statements, forward pricing, and final overhead rates used on government contracts. The position requires interaction with personnel from all departments and levels, as government regulations affect all areas of the division, but primarily with upper management, including staff. The incumbent frequently is called upon by senior management to provide advice regarding how to account for a new business or product in a way that will maximize the return for the division and fulfill government accounting regulations. In addition, the incumbent is the division's expert regarding allowance and allocation of specific cost items, and fields questions from personnel in finance, manufacturing, contracts, and engineering. The incumbent is responsible for preparing and submitting the division's annual Disclosure Statement, which describes the division's accounting practices, to the government. It is required that any changes in the accounting system be reported to the government as they occur, along with their impact on cost. The incumbent may be required to negotiate with government representatives the terms and conditions under which a change may be made to an accounting practice. The principal challenge of the position is to implement the ideas of division management within government accounting constraints and present these ideas to various federal agencies and the corporation, while assuring that the division is in compliance with government regulations. ESSENTIAL FUNCTIONS: The position incumbent is accountable for the following: 1. Prepare and submit the annual division Financial Disclosure Statement and update as necessary. 2. Assure that accounting practices within the division comply with government accounting regulations. 3. Serve as the division's expert on government accounting and review any changes to financial and MIS systems to assure that any changes are in compliance with government requirements. 4. Assist in the design and development of new or improved accounting practices, which will result in maximal recovery of cost while being in full compliance with FAR and CAS. Present and obtain approval of these practices from corporate and government agencies.
5. Supervise the Division Government Technical Specialist, who serves as an interface between Engineering/Manufacturing and Finance and is responsible for reviewing Engineering and Manufacturing technical activities for consistency with the division's disclosed accounting practices, FAR and CAS. JOB QUALIFICATIONS: The position incumbent serves as the division's expert on government accounting and works to assure that its systems and practices are in accordance with government accounting regulations. This requires a thorough understanding not only of government accounting regulations such as FAR and CAS, but also GAAP. In addition, the incumbent is the division's contact for government accounting auditors, and coordinates responses to all government inquiries concerning accounting matters including statements of policy, answers to questions on cost allowableness and allocating, and compliance with government regulations.
