Faced with more than 290,000 applications for the post-9/11 GI Bill, the Department of Veterans Affairs (VA) fell so far behind in delivering the benefits that VA Sec- retary, GEN Eric K. Shinseki, U.S. Army retired, announced in October that the VA would provide emergency checks of up to $3,000 to veteran-students who have applied for and not received their government stipends.
