PURPOSE/BACKGROUND: The City of Bellevue (the “City”) is soliciting requests for qualifications for the purpose of preparing preliminary Plans, Specifications, and Estimate with associated engineering discipline reports for the design of the West Lake Sammamish Parkway (WLSP) improvement project. The WLSP project is along a 5.5-mile th long continuous corridor which runs from Interstate 90 to NE 24 Street (north of the Bellevue-Redmond city limits). This RFQ is to develop the preliminary engineering design for the entire corridor to approximately the 30% design level. An alternative analysis was completed in 2005. An extensive public involvement process resulted in a recommended alternative developed with community stakeholders and approved by City Council. Factors included in selecting this alternative were traffic engineering principles, intersection treatments, traffic management, pedestrian and bicycle facilities, private property access, storm drainage and water quality, and existing topographic features such as steep slopes and maintaining native vegetation. This project will prepare preliminary design based on the recommended alternative developed through the alternative analysis phase and will provide:        4-foot continuous paved shoulder on the east side of WLSP 10.5-foot northbound travel lane 10-foot wide southbound travel lane 10-foot wide multi-purpose trail (8-foot wide in approximately 2% of the corridor due to constricted space) on the west side of WLSP, portions will be separated by 2 to 5-foot wide landscaping where space is available th th Pedestrian crossings at three intersections (SE 26 Street, Northup Way, NE 24 Street) and five midblock locations selected through the alternative analysis (41.5, the Little Store, Weona Park south, Weona Park north, south Rosemont) th Traffic signal at SE 34 Street. Storm drainage, water quality and fish passage improvements throughout the corridor. Options for undergrounding the existing overhead utilities and various phased implementation scenarios will be evaluated during the preliminary design process. This project has the potential to be partially funded by a Federal grant and will conform to all FHWA requirements and Local Agency Guidelines. 8 RFQ #07-220 West Lake Sammamish Parkway Improvements BRIEF SCOPE OF SERVICES (Additional Detail listed in Attachment “A”) : Vendors shall provide a scope of work and project proposal in accordance with the information provided in this request. The Proposal must include the following elements:    Detailed work plan that identifies the major areas of work, and An estimated proposed schedule See attached Description of Scope QUALIFICATIONS: This project will require the firm to have the following qualifications:  Five (5) or more years of related experience  Experience working with municipal and regulatory entities  Familiarity with City of Bellevue dynamics (i.e. staff, council, community involvement)  Extensive experience working with public outreach including effective communication with private property owners, special interest groups and other stakeholders  Experience with Low Impact Development (LID), or Natural Drainage Practices (NDP) for conveyance, treatment and storage of stormwater  Experience in the preparation of Environmental Classification Summary (ECS) and the associated discipline reports required for FHWA approval  RFQ SCHEDULE: Event RFQ Release Vendor Questions (if any) Due Responses to Vendor Questions posted on internet Proposal Responses Due New Contract in Place Date November 20, 2007 December 4, 2007 December 11, 2007 December 14, 2007 Pending Council approval, after consultant selection and contract negotiation completion  SUBMITTAL REQUIREMENTS: Responses to this RFQ must include the following information:  A cover letter/statement of interest indicating the firm’s interest in the project and highlighting its qualifications to perform this project. A summary of firm’s experience in requested service areas, as specifically mentioned in attached scope.  A description of the firm’s experiences working with municipal government.  Statement of qualifications, including related experience with similar types of projects and specific qualifications or resumes of key team members such as proposed Project Manager, Project Principal, subconsultant firms, etc, arranged in a Team Organizational Chart  Scope of Work and Project Proposal, including a proposed schedule with key milestones and deliverable dates  Up to three(3) examples of similar projects (does not count against page limit)  A minimum of three (3) references relating to completed projects for the services being requested with full name, title, address, phone and fax numbers.  Responses must be limited to no more than ten (10) sheets excluding specific project examples, references, resumes and covers. Sheets shall be printed double sided.  Provide 10 copies of your Submittal.  PROPRIETARY PROPOSAL MATERIAL - Any proprietary information revealed in the proposal should, therefore, be clearly identified as such. 9 RFQ #07-220 West Lake Sammamish Parkway Improvements   SIGNATURES: RFQ’s shall be signed by one of the legally authorized officers of said corporation. If awarded the contract, the Contract shall also be so executed. CONTRACT AWARD: The City reserves the right to make an award without further discussion of the submittals. The firm selected as the apparently successful firm will be expected to enter into a contract with the City. A sample City contract is provided on the City’s website at www.bellevuewa.gov. Please review this contract prior to submitting a statement of qualifications. Following consultant selection, the successful consultant shall prepare a proposal and scope of work for review by the City. Once the City and Consultant have reached an agreement on the scope of services, a final contract will be prepared by the City. The foregoing should not be interpreted to prohibit either party from proposing additional contract terms and conditions during the negotiations of the final Contract. If the selected firm fails to sign the Contract within ten (10) business days of delivery of the final Contract, the City may elect to negotiate a Contract with the next-highest ranked firm. The City shall not be bound, or in any way obligated, until both parties have executed a Contract. No party may incur any chargeable costs prior to the execution of the final Contract. CONTRACT NEGOTIATION: The City reserves the right to negotiate all elements of the submittals, proposals, terms and conditions, and/or scope of work as part of the contract negotiation process prior to any formal authorization of the Contract by the City. INSURANCE REQUIREMENTS: The selected firm shall maintain insurance that is sufficient to protect the firm’s business against all applicable risks, as set forth in the city’s Standard Insurance Requirements Attachment “B”. Standard requirements may be negotiated if it is in the best interest of the city.  BUSINESS REGISTRATION AND TAXATION: The consultant or consultants awarded the contract will be subject to City of Bellevue Business Registration and Business Taxation as presented in the Bellevue City Code. Questions about the city’s Business and Occupation (B&O) tax should be directed to the City’s Tax office at 425-452-6851. NON-ENDORSEMENT: As a result of the selection of a firm to supply products and/or services to the City, firm agrees to make no reference to the City in any literature, promotional material, brochures, sales presentation or the like without the express written consent of the City. NON-COLLUSION: Submittal and signature of a statement of qualifications swears that the document is genuine and not a sham or collusive, and not made in the interest of any person not named, and that the consultant has not induced or solicited others to submit a sham offer, or to refrain from proposing. COMPLIANCE WITH LAWS AND REGULATIONS: In addition to nondiscrimination and affirmative action compliance requirements previously listed, the consultant or consultants ultimately awarded a contract shall comply with federal, state and local laws, statutes and ordinances relative to the execution of the work. This requirement includes, but is not limited to, protection of public and employee safety and health; environmental protection; waste reduction and recycling; the protection of natural resources; permits; fees; taxes; and similar subjects. PUBLIC RECORDS: Under Washington state law, the documents (including but not limited to written, printed, graphic, electronic, photographic or voice mail materials and/or transcriptions, recordings or reproductions thereof) submitted in response to this RFQ (the “documents”) become a public record upon submission to the city, subject to mandatory disclosure upon request by any person, unless the documents are exempted from public disclosure by a specific provision of law. If the city receives a request for inspection or copying of any such documents it will promptly notify the person submitting the documents to the city (by U.S. mail and by fax if the person has provided a fax number) and upon the written request of such person, received by the city within five (5) days of the mailing of such notice, will postpone disclosure of the documents for a reasonable period of time as permitted by law to enable such person to seek a court order prohibiting or conditioning the release of the documents. The city assumes no contractual obligation to enforce any exemption. COOPERATIVE PURCHASING: RCW 39.34 allows cooperative purchasing between public agencies (political subdivisions) in the State of Washington. Public agencies that file an Interlocal Joint Purchasing Agreement with the City of Bellevue may also wish to procure the goods and/or services herein offered by the selected consultant. The selected consultant shall have the option of extending its offer to the City of Bellevue to other agencies for the same cost, terms and conditions. The City of Bellevue does not accept any responsibility for agreements, contracts or purchase orders issued by other public agencies to the consultant. Each public agency accepts responsibility for compliance with any additional or varying laws and regulations governing purchase by or on behalf of the public agency. The City of Bellevue accepts no responsibility for the performance of the consultant in providing goods and/or services to other public agencies, nor any responsibility for the payment price to the consultant for other public agency purchases.      11 RFQ #07-220 West Lake Sammamish Parkway Improvements ATTACHMENT “A” WEST LAKE SAMMAMISH PARKWAY IMPROVEMENTS SCOPE OF SERVICES PROJECT OBJECTIVE This project will provide preliminary design services for the West Lake Sammamish Parkway (WLSP) corridor th from Interstate 90 to NE 24 Street (just north of the Bellevue-Redmond city limits). The preliminary design will be developed for the entire 5.5 mile corridor based on the recommended alternative approved by City Council in April 2005. The main objectives of the WLSP project are to improve traffic safety, and improve pedestrian and bicycle safety, while maintaining the distinct character of the West Lake Sammamish parkway. PROJECT DESCRIPTION This project includes:         4-foot continuous paved shoulder on the east side of WLSP 10.5-foot northbound travel lane 10-foot wide southbound travel lane 10-foot wide multi-purpose trail (8-foot wide in approximately 2% of the corridor due to constricted space) on the west side of WLSP, portions will be separated by 2 to 5-foot wide landscaping where space is available th th Pedestrian crossings at three intersections (SE 26 Street, Northup Way, NE 24 Street) and five midblock locations selected through the alternative analysis (41.5 entry, the Little Store, Weona Park south, Weona Park north, south Rosemont) th Traffic signal at SE 34 Street Street lighting Storm drainage, water quality and fish passage improvements throughout the corridor Options for undergrounding the existing overhead utilities and various phased implementation options will be evaluated during the preliminary design process. Additionally, the consultant is expected to address the many challenges in working in this sensitive area vicinity. Such issues include proximity to a large body of water; topography challenges in retaining wall design; providing creative solutions for stormwater discharge and treatment; and providing fish passable culverts for outfalls that discharge directly into Lake Sammamish. A formal scope of work will be developed after consultant selection. The consultant contract for preliminary engineering is expected to include the following elements:  Topographic survey and creation of base mapping of existing conditions  Roadway and multi-use pathway design  Retaining wall locations and design  Storm and water quality designs  Channelization plans  Signal design  Optimal pedestrian crosswalk placement and mid-block crossing design  Low impact drainage design  Street lighting plan  Utility design coordination  Identify all Local Agency, State and Federal permits that will be required  Identify all right of way needs, including fee take and easements  The preparation of FHWA Environmental Classification Summary (ECS) and all required disciplinary reports and investigations  Aid City in developing a phased implementation plan to complete the final design and construction for the entire corridor.
