OF NORTH TIPPERARY COUNTY COUNCIL HELD IN
THE COUNCIL CHAMBER, CIVIC OFFICES, LIMERICK

On the proposal of Cllr. J. Carroll, seconded by Cllr. M. Lowry, it was agreed
to adjourn the Meeting for 10 minutes, as a mark of respect to the late
President Patrick Hillery.

Item 1.1 It was proposed by Cllr. Jim Ryan, seconded by Cllr. D. Ryan and
Adoption of unanimously agreed that the minutes of the March 2008 Monthly Meeting be

Item 1.2 Members noted the Action Plan Progress Report, copy of which had been

Item 2.1 Mr. P. Heffernan advised that the first meeting of the Audit Committee had
Audit Committee been held on 2nd April 2008 and they were recommending the Audit
Charter Committee Charter for adoption.
It was proposed by Cllr. J. Hogan, seconded by Cllr. M. Ryan and
unanimously agreed that the Audit Committee Charter be adopted.
Item 3.1 Members noted the Report under Part 8 of the Planning & Development
Part 8 Regulations 2001 to 2006 for the proposed development of 1 no.
Report – dwellinghouse at Merton Hall, Cloughjordan.

Item 3.2 Members noted the Report under Part 8 of the Planning & Development
Part 8 Report – Regulations 2001 to 2006 for the proposed demolition of existing
Strogue, dwellinghouse structure and construction of a replacement house at Strogue,

Item 3.3 Members noted the Report under Part 8 of the Planning & Development
Part 8 Report – Regulations 2001 to 2006 for the proposed demolition of existing
Ballybeg, Littleton dwellinghouse structure and construction of a replacement house at Ballybeg,
Littleton.
Item 3.4 Members noted the Report under Part 8 of the Planning & Development
Part 8 Report – Regulations 2001 to 2006 for the proposed construction of 17 houses and
Shesheraghmore, associated site works at Shesheraghmore, Borrisokane.

Item 4.1 Members discussed the Roadworks Programme 2008 and raised a number of
Roadworks queries which were responded to by Mr. K. Callanan and Mr. M. Shortt. In
Programme 2008 response to a query from Cllr. S. Creamer it was confirmed that the amount
provided in respect of the Esker Line was because of the higher specification
for the works proposed. There was no question of the contractor denying
responsibility for the original failure and the cost of the renewal works.
Negotiations are still on-going with the contractor.
On the proposal of Cllr. J. Hogan, seconded by Cllr.M. Ryan, it was
unanimously agreed to adopt the Roadworks Programme 2008, copy of
which was circulated via email.
IDA Cllr. J. Casey welcomed Maura Saddington, Area Director West & Mid West
Representatives Region & Sean Denvir, Area Manager, Midwest Region to the Meeting. He
expressed concern at the lack of progress in attracting Foreign Direct
Investment to North Tipperary. He outlined what North Tipperary had to
offer in terms of Motorways, distance from Dublin and Shannon, good access
roads, the Tipperary Institute, the high standard of education at second level
in the County, the beautiful scenery, etc. He asked that the IDA should tell
the Council what we can do to encourage industry to North Tipperary.
Mr. Denvir gave a presentation based on the IDA Strategy outlining the
following:
• Government’s National Spatial Strategy (NSS) sets out the
framework for development
• We must think and act regionally not locally
• Concentration for FDI is on gateway and hub locations
• Economic benefits radiate outwards across the regions – commuting
is the norm in developed economies
He stated that FDI represents 7% of employment in Ireland and that North
Tipperary is being marketed as part of a dynamic Mid-West region.
Members expressed their grave disappointment with the lack of progress on
attracting FDI to North Tipperary. Each spoke in turn stating that the IDA
had failed North Tipperary. Statistical information was quoted including the
following:
• Since 2000 900 FDI jobs have been lost in North Tipperary.
• The number of companies has reduced from 8 to 4.
• There has been no new FDI in North Tipperary in 23 years.
• Nationally there are 152,000 FDI jobs – in North Tipperary there are
583.

• Some of the existing FDI jobs in North Tipperary are substantially
under threat.
• North Tipperary are second lowest in the country in terms of FDI
jobs created in 2007 and fourth lowest in the country in terms of FDI
employment.
Senator Alan Kelly also spoke. He stated that the figures were startling and
very worrying.
Mr. T. Ó Niadh welcomed the reasoned way in which members had put
forward their views and the anger and frustration that was felt at the fact that
there had been no new FDI in North Tipperary for 23 years. The strategy
was not working for North Tipperary.
Following discussion M Saddington agreed that the IDA would work more
closely with the County Council to put together an attractive package of what
North Tipperary has to offer together with other local agencies. It was agreed
that the Economic Working Group should work with the IDA to try to devise
a modified strategy particularly for North Tipperary and that this should be
brought back to the Corporate Policy Group in six months.
Item 5.1 Members noted the contents of the Water Services Quarterly Report, copy of
Water Services which was circulated via email. Queries raised by members were responded
Quarterly Report to by Mr. M. Shortt.
On the proposal of Cllr. J. Ryan, seconded by Cllr. J. Hogan it was agreed to
adopt the Proposed Small Schemes Programme 2008.
Item 6.1 Members noted the Planning and Development Register for the month of
Planning & March 2008.

Item 6.2 Members noted the County Manager’s Report on the implementation of the
Managers Report objectives contained within the County Development Plan 2004 – 2010, copy
on of which was circulated via email.

Item 7.1 In response to a query from Cllr. J. Hogan Ms. M. Scott advised that the
Grant Allocations allocations were based on applications received following local
under Arts Act advertisement. Only one application had not received funding and this was
because there was a more appropriate scheme which would be available later
in the year.
It was proposed by Cllr. S. Hanafin, seconded by Cllr. J. Sheehy and agreed
to approve allocations for 2008 under the Arts Act as set out below:

Item 14.1 Cllr. J. Casey indicated that Cllr. W. Kennedy had asked to be allowed to
Mayors Business raise the subject of the Beara Breffni walk. Cllr. W. Kennedy advised that
he had been contacted in relation to this and asked if the Council would
make a contribution to this as other local authorities were doing so. Other
members supported Cllr. Kennedy and stated that they had also been
contacted in this connection.
The County Manager advised that the Mayor had raised this with him on a
number of occasions. The overall estimated cost was €860,000 and North
Tipperary’s share of this would be approximately 25%. This had not been
identified as a priority in either the Lough Derg Marketing Strategy, the
County Development Plan or the Tourism Strategy. He had advised that
the proposer should submit a Cost Benefit Analysis to provide more
information on the project and the benefits of same. Following discussion
it was agreed that Marcus O’Connor, Acting Director of Services and
Attracta Lyons, Community & Enterprise should meet with the proposer.
The Mayor requested that he should be allowed to sit in on the meeting
however the County Manager advised that this would not be appropriate
and could set a precedent.

Item 18.1 The following Correspondence was noted by the members, copy of which

1. Letter from Leitrim County Council outlining motion passed by them
calling on the Department of Transport, Irish Rail and the Haulage Industry
to enter into discussions with a view to providing a viable and workable
Freight Service on all mainline rail lines.
2. Letter from OPW in reply to our letter regarding flooding in Templemore
and Thurles.
3. Letter from Tipperary Libraries Committee inviting submissions for their 5
year development plan for 2009 – 2013.
4. Letter from Taxi Regulator regarding National Maximum Taxi Fare
Revision.
5. Letter from South Tipperary County Council outlining resolution adopted by
them calling on the Government to introduce change to the way Housing
Agencies Respond and Cluid operate .
Irish Farmers Mr. J. Casey welcomed Mr. Mattie Butler, IFA County Chairman , Mr. Tim
Association Cullinan and Mr. Tim Cummins to the Meeting.
The delegation outlined the serious concerns regarding the proposals of the
EU Trade Commissioner, Peter Mandelson.

The impact of the proposals both nationally and locally were outlined. The
IFA representatives stated that the livestock industry would be decimated,
there would be serious losses in sheep, pigs, poultry and grain sectors. It
would result in a loss of €4 billion to the economy and there would be
substantial job losses in the agricultural services and manufacturing sectors
with the knock-on effect on rural towns and villages. The growth in imports
would have serious consequences in terms of lack of traceability and quality
standards.
Suspension of On the proposal of Cllr. M. Ryan, seconded by Cllr. G. Darcy it was agreed
Standing Orders to suspend Standing Orders to allow the meeting to continue after 5.30 p.m..
Members expressed their full support for the IFA and called on the Minister
for Agriculture, the Minister for Foreign Affairs, and the Taoiseach to reject
the concessions and, if necessary, to use their power of veto to protect the
interests of Irish farming, the food industry and employment in the Irish
economy.
On the proposal of Cllr. J. Hogan seconded by Cllr. M. Ryan it was
unanimously agreed to pass the following resolution and to circulate it to all
local authorities:
“That the position of EU Trade Commissioner Peter Mandelson in the WTO
negotiations represents a grave and unacceptable threat to Irish farming, the
food industry and employment in the Irish economy.
We call on the Minister for Agriculture, the Minister for Foreign Affairs, and
the Taoiseach to assert Ireland’s vital national interest at the highest level in
Europe by rejecting Mandelson’s concessions and to use their power of Veto
should it be necessary”.
Item 19.1 Cllr. J. Hogan advised members that they were all invited to participate in
Any Other the Pageant to commemorate the Cormack Brothers on 11th May in
Business Loughmore.
