SAMPLE JUSTIFICATION (US/LN Special Act/Service Award) Mr. XXX is cited for meritorious achievement while serving as _____________ for the period 06 July 1995 through 31 January 1996. Primarily due to the ______being absent for extended cure leave, maintenance of furnishings accountability records had been deferred to the point that the accuracy of the records was no longer acceptable; a fact verified by the Annual USAREUR Inspector General inspection. Although new to the position and to the community, Mr. XXX formulated and executed a plan of action which was successful in returning ____ records to an acceptable state. During execution of the above-cited plan, Mr. XXX revised the operational schedule of his branch and worked nights and weekends in order to bring records up-to-date and reestablish accountability. In addition, Mr. XXX devised and set in place safeguards designed to ensure that future records maintenance will not suffer because of the extended absence of any employee. Finally, Mr. XXX developed a plan to conduct a 100% inventory of all_____, and inventory valued at over $20 million. This difficult task was accomplished without disruption to customer service and was the first annual inventory conducted in over three years. As a direct result of his leadership, valuable data is now available to accurately program our ______ needs. SAMPLE JUSTIFICATION (Special Act Award) Ms. XXX is deserving of and recommended for a Special Act Award for her exceptional performance of duty especially during the period, September 1990 through January 1991. This is a period of announced major realignments of Civilian Personnel Offices through-out USAREUR, Troop draw-downs and Mobilization/Deployment for Desert Shield and Desert Storm which required Ms. XXX to resolutely and diligently provide sole secretarial and administrative support to both the Director of Civilian Personnel and the Deputy Director - in an environment of constantly changing priorities. She consistently displayed a high degree of professionalism and effectiveness in executing the multitude of administrative duties constantly confronting her. During this period the Administrative Assistant was on an extended absence due to the premature birth of her child and we were not able to hire any additional clerical help. In addition to assisting with a major move for the entire Civilian Personnel Division from one location to our current site, coordinated and finalized the move for the Executive Office from its temporary quarters; initiated and administered a new key system; initiated and directed the installation of the new telephone system; and superbly executed the major duties of the GS-7 Administrative Assistant as well as those duties of her own position, program Support Clerk, GS-4. In addition, she instituted a property accounting system for the Command Civilian Personnel Office ADP Equipment. Her work products are always well received because she has established a reputation for perfection. In the superior execution of all of these duties and assignments, Ms. XXX has indefatigably carried-out the myriad tasks-working many long hours for which she was not compensated. Ms. XXX’s loyalty to the Civilian Personnel Division has been evidenced daily. Without exception, she met every challenging situation cheerfully and capably. She maintained a remarkable “Can-Do” attitude regardless of how stressful or time-sensitive her tasks became. The Director has received numerous commendatory remarks from officials, staff members and other colleagues attesting to efficiency and professionalism, all of whom expressed astonishment that such outstanding performance – in volume, technical competence and leadership – was that of an employee at the GS-4 level. Her ability to perform duties of the two positions simultaneously without degredation to either position resulted in tangible manpower savings of more that $5,000. Ms. XXX exceptional performance, professionalism, loyalty and dedication to the Director, Civilian Personnel Division, and the entire staff are of high value and broad application.
