					                                CEP LOCAL 470

WHEREAS     Affiliates of the BCYT-BCTC have, for decades, performed work on pulp
            mill sites in BC; and

WHEREAS     The CEP Local 470 in 2006 negotiated the so-called “Pulp Industry Survival
            Agreement (PISA)” with J.V. Driver; and

WHEREAS     The PISA is a wall-to-wall Agreement which directly conflicts with the
            historical jurisdiction of the affiliates of the BCYT-BCTC, and has lead to
            major job loss for those affiliates affected; and

WHEREAS     The CEP Local 470 has in February 2007 filed an application with the
            Labour Relations Board against the Labourers Union Local 1611 for its Trial
            Board Decision against 16 members who went to work for JVD at Pulp Mills
            on Vancouver Island; now

THEREFORE BE IT RESOLVED

            That the BCYT-BCTC oppose the CEP Local 470 in their negotiation and
            application of PISA.

AND BE IT FURTHER RESOLVED

            That the BCYT-BCTC oppose the CEP Local 470 in their LRB application
            against the Labourers Union.

AND BE IT FINALLY RESOLVED

            That the BCYT-BCTC seek the assistance of its affiliates, the BC Fed and
            CLC to thwart CEP in their attempts to injure affiliates and their
            membership.
