The announcement by the UN that it has dropped the 31 January deadline, by which time all countries were expected to officially state their emission reduction targets or list the actions they planned to take to counter climate change adds to this pessimism. The cuts proposed by all other Annex 1 countries are based upon 1990 emissions.\n Either nuclear power or CCS is the only way in which economic development in these and most other developing countries can be sustained without greatly increased levels of carbon emissions.
