SECTION I: GRANT PROGRAM INFORMATION


1.1    DESCRIPTION OF THE GRANT PROGRAM

Under Title IV, Part B, of the Elementary and Secondary Education Act (ESEA), as amended by the
No Child Left Behind (NCLB) Act of 2001, 21st Century Community Learning Centers (21st CCLC)
are defined as centers that offer academic, artistic, and cultural enrichment opportunities to students
and their families when school is not in session. The purpose of the 21st CCLC program is to
supplement the education of children who attend low performing schools and live in high-poverty
areas so that they may attain the skills necessary to meet New Jersey’s Core Curriculum Content
Standards. A 21st CCLC program must provide participating students with academic enrichment
opportunities that complement the regular school day and offer literacy and other educational
services to the families of the participating students.

A 21st CCLC program may be located in elementary or secondary schools or other similarly
accessible facilities. They should provide a range of high-quality services to support student
learning and development, including tutoring and mentoring, homework assistance, academic
enrichment (such as hands-on science or technology programs), and community service
opportunities, as well as music, arts, recreation and cultural activities. At the same time, the 21st
CCLC will offer literacy and related programs to meet the educational needs of parents and provide
a safe environment for students when school is not in session.

The 21st CCLC grant program is open to all public or private agencies, including, local education
agencies (including charter schools, educational service commissions, jointure commissions and
special services school districts), non-profit organizations, city or county government agencies,
faith-based organizations (FBOs), institutions of higher education and for-profit agencies, but
limited to those that will serve students in any grade level between 4th and 12th who primarily attend
schools eligible to participate in Title I schoolwide programs or schools that serve a high percentage
of students from low-income families and the families of those students.

In order to leverage the maximum resources available for afterschool programming in a given
community, the NGO seeks to fund true partnerships between CBO’s and LEA’s. Priority will be
given to applications that document a coordinated system of services through partnerships with
schools and other community organizations. Effective partnerships within the community allow for
more efficient use of local resources and the provision of a wider array of services. By bringing
together community organizations with school districts, the 21st CCLC program can take advantage
of multiple resources in the community.

New Jersey’s Need

In 2002, NJDOE conducted an informal needs assessment of various out-of-school time programs
throughout the State revealed that there are more than 800 out-of-school time programs currently
running in New Jersey. These out-of-school time programs serve students in all twenty-one
counties. These programs serve an estimated 194,325 children or only 15% of New Jersey’s
1,266,825 school-age children.

Based on data collected from Census 2000, as reported by Kids Count, there are several factors that
place New Jersey’s children and families at risk. The term ―at-risk‖ is used to describe children
who have a high probability of experiencing failure at school. Research has documented the
following risk factors associated with students doing poorly in school. In 2000, New Jersey had the
following percentages of children associated with each factor:

                  o   11% living below the poverty level;
                  o   26% living in a single parent home;
                  o   15% living in a family where the household head is a high school dropout;
                  o   12% living in low income families; and
                  o   25% living in a home where no parent has full time, year round employment.

Given the number of out-of-school time programs in comparison to the number of school-age
children in the State, the economic and social factors that put New Jersey’s children and families at
risk and the continued need to assist school-age children in achieving academic standards, there is a
clear need for comprehensive, high quality, out-of-school time programs throughout the State.

New Jersey’s Vision

The provision of services through 21st CCLC Programs throughout the State will:

      Increase the number of students who regularly participate in and benefit from the academic
       and social experiences;
      Increase students’ academic achievement by offering high quality supplemental services in
       core academic areas such as reading and mathematics and enrichment activities such as
       nutrition, health, art, music, technology, recreation and community service;
      Increase positive student behavior by infusing character education into the activities offered
       by the 21st CCLC Program;
      Increase the number of regularly participating families by establishing quality services to
       families of participating students; and
      Maximize resources available to communities, parents, and students through public/private
       partnerships aimed at coordinating state, federal, local and private funding.

The design of each local program as described in its application, particularly in the Program
Description; Goals, Objectives, Indicators and Evaluation; and Activity Plan should strive to
achieve this vision for 21st CCLC in New Jersey.

Grant Program Period

Based on the availability of federal resources this four-year grant program will begin February 1,
2005 and end June 30, 2009. The initial award year will be February 1, 2005 through June 30,
2006. The project periods for the subsequent award years are:

       Year 2: July 1, 2006 – June 30, 2007
       Year 3: July 1, 2007 – June 30, 2008
       Year 4: July 1, 2008 – June 30, 2009

Awards will be issued on an annual basis with the NJDOE reviewing program performance through
a continuation application to determine continued program funding.

1.2    ELIGIBILITY TO APPLY

The 21st CCLC Program is a limited competitive grant program open to all public or private
agencies including, local education agencies (including charter schools, educational service
commissions, jointure commissions and special services school districts), non-profit organizations,
city or county government agencies, faith-based organizations (FBOs), institutions of higher
education and for profit agencies, but limited to the those that will serve students in any grade level
between 4th and 12th who primarily attend schools eligible to participate in Title I schoolwide
programs or schools that serve a high percentage of students from low income families.
Additionally, the families of those students must also be served through the community learning
center.

The applicant agency may submit one application. Applicants must satisfy either the schoolwide
eligibility or the low income eligibility. Current 21st CCLC grantees are eligible to submit an
application for a program to service a different population from their current 21st CCLC program.

Schoolwide Eligibility

Located in Appendix A is a list of schools currently participating in Title I schoolwide programs.
Additionally, after consultation with a school district, the applicant agency may identify other
schools eligible to participate in schoolwide programs, as defined under Title I, Part A, Sec. 1114.
If the applicant chooses to serve a school not listed in Appendix A, a Documentation of School
Eligibility – Schoolwide form (Appendix B) must be certified by the Chief School Administrator in
which the school is located and submitted with the application.

Low-income Eligibility

For those applicants choosing to serve students attending schools with a high percentage of low
income families, the school must have a minimum of 30% of its student population from low
income families. Low income families are defined as those families whose children receive free
lunch and/or free milk. Applicants must have the Chief School Administrator sign a
Documentation of Eligibility – Low Income form (Appendix C) and submitted with the
application.

Out-of-School Time Programs

Organizations currently providing before-school, after-school or other out of school time programs
may apply. However, funds must be used in a manner consistent with all the requirements of the
federal statute and must be used to supplement, not supplant Federal, State or local funds available
to support activities allowable under the 21st CCLC program. Organizations that have no prior
experience in after-school programming may also apply; however they must demonstrate promise
of success in providing educational and related activities that will complement and enhance the
academic performance, achievement, and positive youth and social development of participating
students.

Federal 21st CCLC Program Recipients

Organizations currently receiving funding under the Federal 21st CCLC program are eligible to
apply.

       Federal funding ends on or before May 31, 2004
       Those agencies currently receiving funds under the Federal 21st CCLC program may apply
       to continue those programs if their funding ends on or before May 31, 2004. The
       supplanting provision does not prohibit Federal funds from being used to continue programs
       where a previous Federal grant has ended.

Conditions of Award

Once an applicant has deemed itself to be eligible by achieving the eligibility requirements listed
above, applicants must also satisfy the following conditions of award by submission of
documentation of Nonpublic participation, collaboration, child care licensing, if applicable and
assurances as detailed below:

Nonpublic Participation

Under Title IX, Part E, section 9501 of the No Child Left Behind 2001 statute, public or private
school students are eligible to participate in 21st CCLC programs on an equitable basis. A public
school or other public or private organization that is awarded a grant must provide equitable
services to private school students and their families, if the private school student is a part of the
target population. The school the student attends must either be in the geographic vicinity of the
other schools that will be served by the applicant, or the private school student must attend a school
near where a 21st CCLC will be located.

To comply with the federal funding requirements of the 21st CCLC grant program, applicants must
read the Nonpublic Education Federal Requirements Information Sheet found in Appendix D.
In addition, applicants are required to submit the Documentation of Nonpublic School
Participation form and the Affirmation of Nonpublic School Consultation form, found in
Appendix E & F, respectively, which certifies that the applicant has conducted timely and
meaningful consultation with appropriate private school officials during the development of its
grant proposal and has addressed the needs and participation of the private school children, their
parents, and the school staff, in the proposed grant program. Submission of Appendices E and F are
a condition of award under this grant program.

Collaboration

As required in the NCLB legislation section 4204(b)(2)(H), agencies applying for local grants must
provide an assurance that its program was developed and will be carried out in active collaboration
with the schools the students attend. Applicants must complete the Documentation of Required
Collaboration Form found in Appendix G. Submission of this form is a condition of award under
this grant program.

Child Care Licensing

Pursuant to N.J.S.A. 30:5B-1 to 15, the NJDOE will require all programs that are managed and staffed
by a non-LEA agency and who service children up to age 13 to be a licensed Child Care Center prior to
receiving an executed award. Submission of a copy of the agency’s child care license or receipt of a
temporary license is a condition of award under this grant program. For additional information see
Section 2.2, Organization Commitment and Capacity and the Licensing Fact Sheet found in
Appendix H. For additional information, you may contact the Department of Human Services,
Division of Youth and Family Services, Bureau of Licensing at 609-292-9220.

Assurances

In an effort to maintain consistency throughout all NJ 21st CCLC programs, all applicants must read
and sign the 21st CCLC program Statement of Assurances (Appendix I). Submission of this form
is a condition of award under this grant program.

NOTE: NJDOE reserves the right to reject any application not in conformance with the
requirements of this NGO. Failure to submit any required documentation may result in the
elimination of the application from award consideration.


1.3    STATUTORY/REGULATORY SOURCE AND FUNDING

The applicant’s project must be designed and implemented in conformance with all applicable State
and Federal requirements. The 21st Century Community Learning Center Program is one hundred
percent (100%) federally funded under the Title IV, Part B of the No Child Left Behind Act. New
Jersey’s 21st Century Community Learning Center (21st CCLC) Program will provide
approximately $17.7 million to fund programs that will offer services in community learning
centers for before school, after school, summer, weekends and holidays.

Grants will be a minimum of $75,000 and a maximum of $708,300 for the 17 month program year.
In subsequent years, awarded applicants will be allowed to apply for a maximum of $500,000.
NJDOE anticipates awarding approximately 24 grants. Regardless of the size of the grant, proposed
costs must be reasonable and necessary to carry out the program’s purposes and objectives. These
funds can be used only to supplement, not supplant, State or local funds.

Awards will be given only to eligible entities that propose to serve students, and families of
students, who primarily attend schools eligible to participate in Title I schoolwide programs or
schools in which 30% of the students are from low-income families. Appendix A lists the schools
that participate in schoolwide programs under Title I.

There are no matching requirements; however, it is critical for applicants to develop strong
partnerships that will enable them to leverage private resources to sustain the program beyond the
period for which grant funds are available. Applicants must include a preliminary plan for
continuation of the center after grant funding has ended. Applicants whose program model aligns
with New Jersey After 3’s core elements are encouraged to apply for additional funding form New
Jersey After 3. See Appendix J for more information.

Each applicant is expected to include in its application a comprehensive plan which will cover the
full four-year grant program, but only a one year activity plan and budget detail (see Section II:
Program Requirements of this NGO). The NJDOE anticipates that each award will receive level
funding over the multi-year period, pending the availability of federal funds. For those applicants
who are currently receiving 21st CCLC Federal funds please read Section 1.2 Eligibility to Apply,
for funding stipulations.

Final awards are subject to the availability of federal funds. If balances are available, or if
additional funds become available during the fiscal year, the next highest scoring application(s)
above 60 points may become eligible for an award. Should NJDOE receive two applications
proposing to serve the same student population, NJDOE will fund that application with the highest
score. Applicants will be required to complete a continuation application for each subsequent year
following this NGO.

Regional Distribution

Section 1.1 describes the need to increase the number of out-of-school time programs statewide. To
ensure an equitable distribution of funds throughout the State, based on the current availability of
out-of-school time programs, the NJDOE will first select highest scoring applications scoring 60
points or above, from entities located in the following regions:

              Three (3) awards to applicants in the Northern region (Warren, Sussex, Passaic,
               Morris Essex, Bergen, Hudson)
              Three (3) awards to applicants in the Central region (Hunterdon, Somerset, Union,
               Mercer, Middlesex, Monmouth)
              Three (3) awards to applicants in the Southern region (Burlington, Ocean, Camden,
               Gloucester, Atlantic, Salem, Cumberland, Cape May)

Once three (3) winning applications per region are selected, the remaining applications will be
selected in descending rank scoring order. In the event a region does not have an application
scoring 60 or above, funds will be awarded to the next highest scoring applicant scoring 60 or
above, regardless of the region. In the event of a tie, the agency that scored highest in both the
Project Description and Organizational Capacity and Commitment section will be awarded.

Additional State Funding under the New Jersey After 3 Initiative

Applicants may be eligible for additional funding under the New Jersey After 3 (NJA3) initiative.
Please review Appendix J for more information. It is important to note that receipt of a 21st CCLC
grant is not a guarantee of award from the New Jersey After 3 initiative.


1.4    DISSEMINATION OF THIS NOTICE

The Office of Program Support Services will make this notice available to local education agencies,
non-profit organizations, city or county government agencies, faith-based organizations, institutions
of higher education and for-profit corporations which are eligible to apply, based upon criteria
specified in Section 1.2 Eligibility to Apply, of availability of this Notice of Grant Opportunity. In

addition, the regional assistant commissioners and the county superintendents of the regions and
counties in which the eligible agencies are located will be notified

1.5    TECHNICAL ASSISTANCE

Applicants should plan to attend a technical assistance workshop to be held on August 13, 2004 at
the Katzenbach School for the Deaf, Jochem Center from 9:30 a.m. to 12:30 p.m. It is important
that the lead agency of a consortium attend. Pre-registration is required by August 11, 2004.
Please register by faxing the form provided in Appendix K to 609-633-9655. Directions to the site
are included in Appendix L. Registrants requiring special assistance for the technical assistance
workshop should identify their needs at the time of registration.


1. 6   APPLICATION SUBMISSION

The NJDOE operates discretionary grant programs in strict conformance with procedures designed
to ensure accountability and integrity in the use of public funds and, therefore, will not accept late
applications.

The responsibility for a timely submission resides with the applicant. The Application Control
Center (ACC) must receive an original and five copies of the completed application NO LATER
THAN 4:00 P.M. ON Friday, September 24, 2004. Without exception, the ACC will not accept,
and the Office of Grants Management may not evaluate for funding consideration, an application

received after this deadline. An applicant agency will lose the opportunity to be considered eligible
for an award if the application is received after the due date.

The original and five (5) copies of the application must be mailed or delivered to Application
Control Center (see address above)

Applicants are encouraged either to:

         Hand deliver the application to the address above which is located next to the Mercer
          County Waterfront Park on Route 29 in Trenton, between the hours of 8:30 a.m. and 4:00
          p.m., Monday through Friday (excluding State holidays) and obtain a dated receipt; or

         Send the application by Certified Mail, Return Receipt Requested; or

         Arrange for delivery by an overnight delivery service to ensure timely delivery and receipt
          of the application.

Postmarks are not acceptable evidence of timely submission. Receipt by the due date and time is
required. Applicants are encouraged to obtain a receipt or to sign in upon delivery to verify DOE
receipt. Complete applications are those that include all elements listed in Section 3.4, Application
Component Checklist of this notice. Applications received by the due date and time will be
screened to determine whether they are, in fact, eligible for evaluation. The New Jersey Department
of Education reserves the right to reject any application not in conformance with the requirements
of this NGO. Applications submitted by fax will not be accepted in any circumstances.


1.7       REPORTING REQUIREMENTS

Grant recipients are required to submit periodic project and fiscal progress reports. The quarterly
and final reporting details are outlined in Section 1.8 of this NGO. (For additional information

this program will be due as follows:

Additional Program Reports
The 3rd interim and final report must be accompanied by a program outcome data report. Please
refer to Section 1.8 below for additional information on the Program Outcome Data Report.

1.8    ASSESSMENT OF STATEWIDE PROGRAM RESULTS

State Level Comprehensive Evaluation

NJDOE’s comprehensive evaluation of this grant program has two components. First, the NJDOE
will measure the progress of local programs through their submission of quarterly and annual data.
These data will be used in the NJDOE’s monitoring of programs and reporting to the USDOE.
Second, the NJDOE will employ an outside evaluator to study the overall impact of the program
statewide. At two points in time during the four-year grant period, the evaluator will sample
programs and participants within the program and conduct an in-depth inquiry into program
activities and effects. Grantees will be required to cooperate with both components of the State
level comprehensive evaluation in addition to any federal reporting requirements.

In an effort to facilitate a State level comprehensive evaluation all grantees will be required to
submit program reports of progress over the internet. These reports will be due quarterly to
NJDOE, through the Performance Activity Reporting System (PARS), a web-based data collection
system, which will require daily input from the grantee. Reports generated from this system will
assist the NJDOE in assessing program progress. Specific information on this system will be
provided to awarded agencies. NJDOE reserves the right to require further information as needed
for a comprehensive evaluation of the New Jersey’s 21st CCLC Program.

The quarterly interim reports of progress will include the submission of evaluation data on
participant characteristics and attendance, program components offered, staff, collaboration, and
parent/family member involvement.

The Program Outcome Data Report will consist of a year to date narrative describing the local
level evaluation. Also included would be the above mentioned data elements. Additionally,
elements related to student performance in reading, language arts and mathematics, school
attendance, and student behavior measures for those participants who have attended the after-school
program regularly. Information may include:

           a. Student level data from standardized tests and report cards;
           b. Student level data regarding attendance at regular school day program and in the
              after/before/weekend/summer school program;
           c. Program activity data (including program attendance, activities for students and
              family members and frequency); and
           d. Qualitative data describing the program such as operational changes, staffing,
              collaborative efforts, and how the program is meeting its objectives as stated in the
              application.

SECTION 2: PROGRAM REQUIREMENTS


This section provides the applicant with the framework to plan, design, and develop a proposed
program which meets the purpose of this grant. Before preparing applications, potential applicants
are advised to review Section 1.1 Description of the Grant Program of this NGO to ensure a full
understanding of the State’s vision and purpose for offering the program. Additionally, the
information contained in this section addresses the information applicants should take into
consideration when constructing their program and the specific requirements relevant to this grant
program.

In addition to the NJDOE established selection criteria for discretionary grants, New Jersey’s 21st
CCLC program design includes selection criteria and priorities specific to this program. The
specific criteria and priorities ensure the creation of high quality out-of-school time programs that
assist student learning and achievement.

When developing an application, the applicant must use the Discretionary Grant Application
(DGA) which can be found at http://www.nj.gov/njded/grants/discretionary. The DGA
contains the requirements, forms and instructions applicable to all grant programs. The application
selection process is based upon conformance with the application requirements contained in the
DGA and the project specific information contained in Sections 2 and 3 of this NGO, which
overrides the DGA should any conflict of information exist.


2.1    PROGRAM DESIGN CONSIDERATIONS

The vision for New Jersey’s 21st CCLC Program is to develop high quality out-of-school time
programs through community learning centers that provide services not just to the child but to the
entire family unit. Considerable thought and planning between the applicant agency and its partners
must occur if there is going to be a correlation between the State’s vision, purpose (presented in
Section 1.1) and the design of each local project. By collaborating and coordinating the resources
of schools, outside agencies, community centers, corporations, churches and/or other community
groups, programs expand the benefits available to participants, allow for more efficient use of
resources and increase the chances of sustainability as a result of the investment that each
agency/group/organization makes to the program. Regular attendance by all students is expected in
order to achieve significant improvement in student outcomes. Programs must carefully plan and
develop a program that encourages daily participation.

Applicants are encouraged to seek additional information on the 21st Century Community Learning
Centers Program which may be found on the following websites: www.nj.gov/njded/21cclc or
www.ed.gov/21stcclc.

Comprehensive Program
A comprehensive program that is designed with community collaborators and/or partners ensures
coordination between similar programs and services. A comprehensive 21st CCLC program will:

          Offer academic, artistic, and cultural enrichment opportunities to students and their
           families when school is not in session (before-school, after-school, and during holidays
           or summer recess);
          Assist students in meeting the State’s standards in core academic subjects, such as
           reading and mathematics, by providing the students with opportunities for academic
           enrichment;
          Provide students with a broad array of other activities – such as drug and violence
           prevention, counseling, art, music, recreation, technology, community service and
           character education programs – during periods when school is not in session; and
          Offer opportunities for literacy and related educational development to the families of
           participating students.

Priority Components
NJDOE has identified three (3) components that will receive priority consideration for selection in
an effort to maximize the impact of the 21st CCLC program on students and families in New Jersey.
These priority considerations are those which consider the geographic uniqueness of New Jersey
and Governor McGreevey’s commitment toward educational excellence. Applicants are not
required to apply for any of the following priorities. NJDOE will give priority consideration to
applications that: (See Appendix M for definitions)

       1) Propose to serve students who attend schools identified as ―in need of improvement‖
          under Title I (see Appendix N), including their families; and that are submitted jointly
          between at least one LEA receiving funds under Title I, Part A (for fiscal year 2001 –
          2002 or 2002 – 2003) and at least one public or private community organization.
          (Submission of the Documentation of Partnership, located in Appendix O is a
          requirement to be considered for this priority consideration.); and/or
                 There is an exception to this requirement for LEAs that document that they do
                  not have any community organizations within reasonable geographic proximity;
                  however, such LEAs still must propose to serve students attending schools
                  identified as in need of improvement to qualify for this priority. (Submission of
                  the Documentation of Partnership, located in Appendix O is a requirement to be
                  considered for this priority consideration.)
       2) Demonstrate and describe, in the Organizational Commitment and Capacity section, a
          system of collaboration and/or coordination with other agencies, programs or services
          that serve the same population without supplanting funds to create a comprehensive
          program designed to provide high quality sustainable service for all eligible students and
          families; and/or
       3) Demonstrate and describe, in the Organizational Commitment and Capacity section, the
          applicant agency’s history of success in providing out-of-school educational programs
          and related services.

In order to assist all applicants in program development and planning we have provided an outline
of additional design considerations which can be found in Appendix P.

2.2      PROGRAM REQUIREMENTS

Each eligible organization that receives an award may use the funds to carry out a broad array of
before and after-school activities (including activities during summer recess periods) that advance
student achievement and social development. To maintain consistency with the regulations set forth
by USDOE and NJDOE’s belief that there are diverse and multiple paths for student achievement,
the NJDOE has established minimum program requirements that must be met by all applicants.

The implementation of these core components is crucial to the success of New Jersey’s 21st CCLC
program in its effort to improve student academic achievement. All applicants are required to
implement the following components:

      1. Serve students, in any grade level between 4th and 12th, who primarily attend schools eligible
         to participate in Title I schoolwide programs or students who attend schools that serve a
         high percentage of students from low-income families and the families of those students.
      Applicants interested in programming for grades K – 3 might consider seeking additional
      funding through New Jersey After 3. Refer to Appendix J or visit www.njafter3.org for
      application deadlines and additional information.
      2. Hire and maintain the following designated staff, specifically for the 21st CCLC program: 1
         full-time project director, 1 full-time administrative support staff, and a full-time site
         coordinator per site. The full-time administrative support staff and site coordinator(s) must
         work a minimum of 25 hours per week.
      3. Establish an advisory board, or expand an existing advisory boards responsibilities, to assist
         in program implementation, evaluation, and sustainability of the proposed 21st CCLC
         program.
      4. Operate programs according to the time frame and duration listed below:
             a. After-school programs have to provide service for at least three (3) hours per day,
                beginning when school is dismissed, and five (5) days per week, during the academic
                school year.
             b. Programs that propose to incorporate a before-school component will operate one (1)
                hour per day ending just before school begins when school is in session during the
                academic year.
             c. Summer programs will be required to operate for at least (4) hours per day and 5
                days per week during the designated summer session.
             d. Programs that propose to operate on weekends, and/or other non-school days will be
                required to operate a minimum of four (4) hours per day.
      5. Implement activities that promote parental involvement.
      6. Offer opportunities for literacy and related educational activities to the families of
         participating students.
      7. Implement activities in each of the four following categories:
             a. Academic Remediation and Enrichment: remedial education activities and
                academic enrichment learning programs, including additional assistance for students
                to improve their academic achievement; reading and language arts activities;

               mathematics and science education activities; tutoring services (including those
               provided by senior citizen volunteers); programs that provide after-school activities
               for limited English proficient students that emphasize language skills and academic
               achievement; programs that provide assistance to students who have been truant,
               suspended or expelled, to allow the students to improve their academic achievement;
               expanded library service hours; entrepreneurial programs; telecommunication and
               technology education programs;
           b. Cultural and Artistic: visual and performing arts, including; art, music; dance;
              theater/drama education, cultural field trips;
           c. Positive Youth Development: drug and violence prevention, counseling, mentoring,
              health education, community service/service learning;
           d. Physical Activity: organized team and individual sports, martial arts, yoga,
              environmental outings (e.g. nature walks, etc.)
   8. Develop and maintain effective collaborations within the community among diverse
      agencies to strengthen the variety of services that the 21st CCLC program can offer and
      allows for more efficient use of local resources.
   9. Develop and/or infuse a character education component into program activities. The main
      vehicle through which character education is formally enacted in New Jersey schools is the
      New       Jersey    Character      Education      Partnership     (NJCEP)       Initiative,
      www.state.nj.us/njded/chared.
   10. Implement policies and procedures to ensure that students with disabilities are included, to
       the maximum extent appropriate, with nondisabled students in program activities and
       services.
   11. Offer a daily nutritious snack that meets the requirements of the United States Department
       of Agriculture (USDA) National School Lunch program for meal supplements.
   12. Participate in the state level evaluation and set aside funds up to 8% of the total award
       amount for local level evaluation activities.
   13. Per federal regulation the applicant must give notice of intent to submit an application and
       the application and any waiver request will be available for public review after submission
       of the application.

Application Outline

NJDOE is requiring all applicants to include a four-year program plan description. In addition, all
applicants must submit a detailed program activity plan, budget detail and budget summary for year
one. All applicants are required to develop their application in accordance with the DGA, found at
http://www.nj.gov/njded/grants/discretionary/apps/dga.pdf.

The DGA consists of nine parts: Application Title Page; Board Resolution to Apply; Statement of
Assurances; Project Abstract; Statement of Need; Project Description; Goals, Objectives and
Indicators; Project Activity Plan; and Organizational Commitment and Capacity. The following is
an outline of the questions to be answered within each corresponding section of the DGA.

Applicants must adhere to all page limitations, use single spacing and size 12 font.

Statement of Need: 15 points
This section identifies the local conditions and/or needs that justify the project. All applicants must
describe: (This section is limited to 3 pages.)
 The community that the target population of students and their families live in;
 The target population of students and their needs; and
 Cite specific and relevant data to support the need for the proposed 21st CCLC program.

Project Description: 25 points
In this section applicants must provide a detailed narrative of a comprehensive plan which will
cover the complete four (4) year project design and the plan for implementation. This section is
limited to 10 pages.

Program Quality
 Describe the before-school, after-school, or summer activities to be offered by this project and
   specify the hours of operation;
 Describe how the proposed activities will improve or are expected to improve student
   achievement;
 Describe how the infusion of character education throughout the 21st CCLC program will
   benefit the students and families attending the program;
 Describe how the agency consulted with the non-public/private school officials located within
   the district of each site, PRIOR to the development of this application. (Read Appendix D)
 Describe how the program plans to link the school day with the after-school program, include
   how they will coordinate and communicate with the students regular school day staff;
 Describe how the program will implement activities that promote parental involvement and
   offer opportunities for literacy and related educational activities to the families of participating
   students.
 Describe how the program will utilize volunteers, including parents, seniors, and students;
 Describe how the program will ensure that children with disabilities are included, to the
   maximum extent appropriate,
 On a separate sheet (not considered part of the page limit), list all schools to be served by your
   application; include the number of sites, proposed activities to be conducted at each site, total
   number of students and families proposed to be serviced at each site; the hours of operation (i.e.
   before-school, after-school, summer, weekend); and Submit a detailed weekly activity schedule
   by site for the upcoming grant period;

Quality Staffing
 Describe the overall staffing needs of the program and how qualified staff will be recruited to
   effectively implement the program;
 Describe how the program will recruit the following designated staff, specifically for the 21st
   CCLC program: 1 full-time project director, 1 full-time administrative support staff, and a full-
   time site coordinator per site;
        Please note, both the full-time administrative support staff and full-time site coordinator
           must work hours in addition to the designated program hours.
        The full-time administrative support staff and site coordinator(s) must work a minimum
           of 25 hours per week

   Describe how the program will ensure that academic instruction will be performed by qualified
    and certified teachers.


Coordination of Services
 Describe how the program will combine or coordinate with other federal, state, and local
   programs for the most effective use of public resources;
 Describe how the program will develop and maintain effective collaborations within the
   community among diverse agencies to strengthen the variety of services that the 21st CCLC
   program can offer and allows for more efficient use of local resources.

Health, Safety, and Nutrition
 Describe how the program will provide for the health, safety, and nutritional needs of students,
   including those with special needs, who are enrolled in the program during program hours;
 Describe how students will travel safely to and from the center and home.

Sustainability
 Identify Federal, State and local programs that offer similar services that may be combined or
   coordinated with the proposed program to make the most effective use of public resources.
 Describe how the level of funding will be maintained past the four-year grant program.
 Describe efforts that the agency has made or will be make to solicit support from private
   (corporate, individual or foundation) sources of funding.


Goal, Objectives, Indicators and Evaluation: 15 points
In this section applicants must adopt the goals and objectives, listed in Appendix Q, establish
indicators of success for each project goal and corresponding objective, and clearly describe the
program evaluation plan. Applicants may choose to add additional goals and objectives; however
any additional goals and objectives must be consistent with the purpose of the grant program
described in this NGO and with federal requirement. NJDOE expects that progress will be made
towards each goal and objective annually. Please use the Goals, Objectives and Indicators form
found in the DGA. This section is limited to 5 pages.

Performance Indicators: All applicants are required to develop local performance indicators that
will be used to assess the progress toward achievement of the goal and corresponding objectives,
found in Appendix Q. Well-constructed indicators will assist applicants in establishing a clear
understanding of responsibilities and a system of accountability for the project. The indicators will
also help determine whether or not there is a need to refine an aspect of the project to ensure overall
success. The indicators should be aligned with New Jersey’s vision, as stated in Section 1.1
Description of the Grant Program. Applicants should refer to page 10 of the Discretionary Grant
Application for further information.

Evaluation Plan: All applicants must clearly describe the program’s evaluation plan. Each grantee
must plan and conduct a comprehensive local evaluation of program effectiveness and set aside
funds up to 8% of its annual grant for evaluation and reporting. The funds may be used: to hire an
evaluator to assist programs in analyzing and interpreting data and assisting in writing the annual
report; or to hire staff for data collection and entry. Evaluation requirements will be discussed in

further detail with applicants once they have successfully completed the selection process.
Applicants must describe the following in this section of their application:
        Who will develop and conduct the evaluation;
        The measures and instrumentation to be used in the evaluation;
        How the results will be used to refine, improve, and strengthen the program and to
           achieve the goals and objectives; and
        How the program will be evaluated to assess progress toward achieving the goal of
           providing high-quality opportunities for academic enrichment through the Principles of
           Effectiveness, which can be found in Appendix M.

Applicants must clearly indicate costs on the budget forms in the DGA and on the Evaluation Cost
Sheet in Appendix R.


Project Activity Plan: 10 points
Please ensure that all activities addressed in the narrative are outlined in the project activity plan.
This section is limited to 10 pages. All applicants must:
 Clearly describe the before- and after-school or summer recess activities that will be funded,
    from the list under Section 2.2 Program Requirements.
 Number each activity and indicate the link to the goals and objectives of the program.
 Identify the staff directly responsible for the implementation of the activity. Do not list the
    project director or site coordinator with general oversight authority as the ―person responsible.‖


Organizational Commitment and Capacity: 15 points
It is the responsibility of the applicant agency to ensure that all services being provided are in
accordance to all relevant laws under New Jersey Administrative Code (N.J.A.C.) and New Jersey
Statutes Annotated (N.J.S.A). This section is limited to 5 pages.

All applicants must describe:
 How the program will adhere to proper licensing requirements for facilities, instructional
    services, educational services, and social services. (This NGO provides a fact sheet with further
    explanation of the criteria for licensed Child Care Centers along with other relevant licensing
    considerations. Please refer to Appendix H.) Those agencies that are already licensed must
    include a copy of the license with the application.
 The plan for providing ongoing professional development to staff of the proposed project, which
    would be relevant to the out of school time field.
 How the agency will establish an advisory board, or expand an existing advisory boards
    responsibilities, to assist in the implementation, evaluation, and sustainability of the proposed
    21st CCLC program.
 How the program will disseminate information about the center (including its location) to the
    community in a manner that is understandable and accessible;
 How the program will recruit and maintain its partnerships and/or collaborators within the
    serviced community;

Priority Components and Bonus Points
Applicants who wish to apply for any of the priority components, listed on page 11 of this NGO,
must detail their responses in this section of the application based on the information below:

     For priority #1 (submitting jointly, 6 points) , the applicant agency must:
           Submit the Documentation of Partnership form, located in Appendix O.
           Describe the specific functions and activities of each partner agency(ies), listed in
              Appendix O, to achieve program goals and what is their capacity to provide those
              functions. Include how the partner will be involved in implementation, on-going
              planning, communication, monitoring, and evaluation of the proposed 21st CCLC
              program.
           If applicable, provide a statement that an LEA applying does not have community
              organizations within a reasonable distance with which to develop and offer a
              collaborative project.
     For priority #2 (2 points): Describe a system of collaboration and/or coordination with other
      agencies, programs or services that serve the same population without supplanting funds to
      create a comprehensive program designed to provide high quality sustainable service for all
      eligible students and families;
     For priority #3 (2 points): Describe the applicant agency’s history of success in providing out-
      of-school educational programs and related services.


2.3      BUDGET DESIGN CONSIDERATIONS

21st CCLC program grant funds are awarded on a competitive basis for a four-year period, and
disbursed in one-year increments. The minimum yearly grant award will be $75,000. If a
consortium has been formed, $75,000 annually is still the minimum regardless of how many
organizations take part in a consortium. However, one organization must be designated as the
applicant agency (See Section 2, Points to Consider When Forming a Partnership) on behalf of all
the members of the consortium.

Applicants should consider required trainings/conferences (e.g., State and national 21st CCLC
conferences), potential transportation and evaluation costs when preparing budget detail. There are
no matching requirements; however, it is critical for applicants to develop strong partnerships that
will enable them to leverage private resources to sustain the program beyond the period for which
grant funds are available. Applicants must include a preliminary plan for continuation of the center
after grant funding has ended. Applicants whose program model aligns with New Jersey After 3’s
core elements are encouraged to apply for additional funding from New Jersey After 3. See
Appendix J for more information.


It is imperative that applicants determine the budgetary needs of their project. Each applicant
should consider the following areas when developing an application:

Administrative Cost: The NJDOE maintains that administrative costs should be reasonable and
necessary to maintain an effective level of activities/services under the 21st CCLC Program.

Transportation: Transportation costs must be considered when determining the budgetary needs
of the program. Costs may vary depending on geographical location of program.

Cost for Staff Professional Development: Staff development opportunities can result in a better
understanding of the populations served and increased staff skills, resulting in a better delivery of
services to participating students and families. In-state travel costs, including mileage, should be
considered when determining the budgetary needs of the program.

Evaluation: All applicants may consider contracting with a professional evaluator or applicants
may choose to fund internal staff to carry out the evaluation activities, as described in Section 2.1
and 2.2. The focus of local evaluation activity should be continuous improvement, outcomes
assessment for locally-defined program goals, and reporting that informs the public and potential
collaborators of the nature and worth of the program.

Fee for Services: Programs do not have to provide free activities. However, programs that charge
fees may not prohibit any family from participating due to its financial situation. Programs that opt
to charge fees must offer a sliding scale for those who cannot afford the program. Income collected
from fees must be reported and used only to fund program costs consistent with the NGO. The
applicant agency is responsible for maintaining all documentation to verify reasonable and
necessary costs.

Subgrantee vs. Vendor/Consultant: Applicants should carefully distinguish between subgrantees
and consultants or vendors within your budget. A subgrant is defined as a formal agreement
between a grant recipient agency and another entity to provide an integral part of the grant project
and a corresponding portion of the budget. Consultants and vendors are organizations, independent
entities or persons hired to provide a specific service or product for a fee within their normal
business operations. They operate in a competitive environment and provide services or goods to
many different purchasers. They are not your employees (either full-time or part-time), and they are
not subject to compliance requirements. Applicants may want to refer to page 6 of the DGA for
more information.


2.4    BUDGET REQUIREMENTS

Proposed budgets must have clear and specific links to the program plan, provide sufficient bases of
cost, and demonstrate prudent use of resources. Applicants must provide budget detail and a budget
summary for year 1.

The actual amount awarded will be contingent upon the applicant’s ability to provide support for the
proposed budget. Applicants are not required to apply for the maximum award of $708,300;
however, they are required to apply for a minimum of $75,000. Please note that applicants who
apply for $708,300 will only receive that amount during the first program year of 17 months. In
subsequent years (12 months project periods) the awarded applicant will only be allowed to apply
for a maximum of $500,000.

Regardless of the size of the grant requested, proposed costs must be reasonable and necessary to
carry out the program’s purposes and objectives. The applicant agency must clearly describe in the
application how it will meet each of the requirements listed below:

Program Staff: All applicants are required to hire and maintain the following designated staff: 1
full-time project director, 1 full-time administrative support staff, and a full-time site coordinator

per site. The full-time administrative support staff and site coordinator(s) must work a minimum of
25 hours per week. Applicants must provide a justification for the amount of salary to be covered by
the grant funds for each staff member.

Transportation: All applicants are required to provide access to transportation, as needed, for all
participants (children and their families) to and from the center and home. Cost for transportation
must be reasonable and necessary for the program.

Licensing: NJDOE will allow applicants to use 21st CCLC funds to pay the application fee for the
Child Care Center license, if required. In addition to the application fee, all Child Care Centers are
required under State law to submit completed Child Abuse Record Information (CARI) forms for
the center’s sponsor/owner and all staff members who work at the center on a regular scheduled
basis, (20% of operating hours). The fee required for a CARI background check is $10 for each
individual. The application fee is determined by the capacity of the center. Please refer to the
website at http://www.State.nj.us/humanservices/dyfs/child_care_manual_toc.html for further
information.

Supplement not Supplant: Applicants must use program funds to supplement and not supplant
other Federal, State, and local funds to provide programs and activities allowable under this
program.

Professional Development: All applicants who successfully complete the grant process and are
awarded a grant are required to attend NJDOE regularly scheduled project directors’ meetings and
technical assistance workshops. In addition, the USDOE will conduct regional/national trainings
annually for the 21st Century Community Learning Centers Program. Applicants may set aside a
maximum of $13,000 to cover registration fees, travel, meals, and lodging expenses for attendance
at these trainings for a minimum of three (3) professional personnel that include the lead agency,
partnering agency, and teaching staff. In addition, these funds can be used for activities listed below
in number 6.

Evaluation: All applicants must conduct an annual local evaluation. In order to efficiently conduct
a local evaluation, applicants must set aside funds up to 8% of the grant award. To ensure reliable
data collection and input for NJDOE reporting and State level evaluation, NJDOE will require all
applicants to make data entry a part of a program staff member’s responsibility. Applicants must
clearly indicate on the budget forms and on the Evaluation Cost Sheet, Appendix R.

Eligible Costs: Grant funds may be used by the applicants only for the following costs/activities
that directly support the activities described in the application:

   1.      The applicant must set aside funds up to 8% of the 21st CCLC grant award to allow for
           local level evaluation, which may include consultant fees, travel, materials required to
           perform the evaluation, and printing;

   2.      Indirect costs that are incurred by a school district, community-based organization or
           other entity in administering or providing program service. A grantee must have, or
           must establish, an indirect cost rate agreement to charge indirect costs to this grant.
           Appropriate documentation that specifies the approved restricted indirect rate for the

           time period of this grant and that identifies the cognizant agency must be submitted with
           this application;

   3.      Administrative costs, such as salaries and benefits for project and support staff,
           including custodial, security and nursing staff, that are reasonable and necessary;

   4.      Costs for food, only for project participants, and only if food costs are clearly related to
           and necessary for activities provided by the center;

   5.      Purchase of curricula, project materials, and supplies for grant-funded project activities;

   6.      Professional development and training in support of grant-funded projects and services;

   7.      Licensing fee for the Child Care Center and the Child Abuse Record Information fee;

   8.      Identification, selection, and orientation of grant-funded staff;

   9.      Transportation services for project participants to participate in grant-funded activities;

   10.     Costs associated with serving handicapped students that are reasonable and necessary;

   11.     One computer per site for the purpose of project evaluation and carrying out grant-
           related functions, including budget tracking and correspondence;

   12.     Additional computers for the purpose of instruction of participants located within center;

   13.     Instructional materials, including computer software and on-line resources;

   14.     Other grant related expenses (e.g. printing, telephones, postage, travel, rent) that are
           necessary to perform grant functions.

NOTE: Out of state travel must receive special approval from NJDOE.


Ineligible Costs

Funds provided under this grant may not be used for the following purposes:

   1. Purchase of Vehicles;

   2. Supplanting local, State or Federal funds already designated for grant-related activities;

   3. Planning;

   4. Construction or capital improvements;

   5. Religious practices, such as religious instruction, worship or prayer;

   6. Costs that are not directly related to the implementation of grant activities;

   7. Cost of membership to associations or organizations.

   8. Purposes not set forth in Section 1.1 of this NGO;

NOTE: Ineligible costs as well as costs not supported by the activity plan will be removed
from consideration.

SECTION 3: COMPLETING THE APPLICATION


3.1    GENERAL INSTRUCTIONS FOR APPLYING

To apply for a grant under this NGO, you must prepare and submit a complete application. Your
application must be a response to the State’s vision as articulated in Section 1: Grant Program
Information of this NGO. It must be planned, designed and developed in accordance with the
program framework articulated in Section 2: Project Guidelines of this NGO. Your application
package must also be constructed in accordance with the guidance, instructions, and forms found
only in the DGA and NGO. You must use the DGA in combination with the NGO to prepare a
complete application.

3.2    EVALUATION OF APPLICATIONS

Evaluators will use the selection criteria found in Part I: General Information and Guidance of the
DGA to review and rate your application according to how well the content addresses Sections 1
and 2 in this NGO. Evaluators may include, but are not limited to, representatives from the
following groups: experts in expanded learning and after-school programs, community service
agencies, school-age child care alliances, state department agencies, local and civic leaders, faith-
based organizations, and school personnel.

Please be advised that in accordance with the Open Public Records Act P.L. 2001, c. 404, all
applications for discretionary grant funds received September 1, 2003 or later, as well as the
evaluation results associated with these applications, and other information regarding the
competitive grants process, will become matters of public record upon the completion of the
evaluation process, and will be available to members of the public upon request.

All applications must score 60 points or above to be eligible for funding. The following point
values apply to the evaluation of applications received in response to this NGO. Applicants must
score a minimum of 60 points out of 90 to be eligible for funding.

                                      Participation of Students Enrolled in Nonpublic Schools
                                                         Information Sheet

 In accordance with federal requirements (NCLB, Sec 9501), agencies applying to receive federal financial assistance are
 required to provide services to eligible private school children, teachers, and other personnel consistent with the number
 of eligible children enrolled in private elementary and secondary schools in the LEA’s service area, or in the geographic
 area served by another entity receiving federal financial assistance. These services and other benefits must be
 comparable to the services and other benefits provided to public school children, teachers, and other personnel
 participating in the program and they must be provided in a timely manner.

 To ensure equitable participation, the applicant must assess, address and evaluate the needs of private school students and
 teachers; spend an equal amount of funds per student to provide needed services consistent with this grant program;
 provide private school students and teachers with an opportunity to participate in activities equivalent to the opportunity
 provided public school students and teachers; and offer services that are secular, neutral and non-ideological.

 Federal regulations contain requirements for timely and meaningful consultation between appropriate public and private
 school officials. The goal of the consultation process is to design and implement a program that will provide equitable
 services and meet the needs of eligible private school students and/or teachers and other education personnel.
 Consultation between the entity receiving federal financial assistance and private school officials must occur before any
 decision is made that could affect the ability of private school students, teachers and other education personnel to receive
 benefits under the grant and must continue throughout the implementation and assessment of activities. Consultation
 generally must include discussion on such issues as: how children's needs will be identified; what services will be
 offered; how and where the services will be provided; who will provide the services; how the services will be assessed
 and how the results of assessment will be used to improve those services; the amount of funds available for services; the
 size and scope of the services to be provided; and how and when decisions about the delivery of services will be made.

 In addition, a thorough consideration of the views of private school officials on the provision of contract services through
 potential third-party providers must take place, and, where the entity receiving assistance disagrees with the views of the
 private school officials on the provision of services through a contract, the entity must provide a written explanation of
 the reasons why the entity has chosen not to use a contractor.

 Use of Funds Requirements (EDGAR 76.650 - 76.662)

  When providing benefits to nonpublic school students with federal funds, the following must be addressed:
 The applicant must maintain administrative control over all funds and property. (No funds can flow directly to the
  nonpublic via a subgrant).
 The applicant may place equipment and supplies in the nonpublic school for the period of time needed for the grant. The
  applicant must ensure that the materials are used only for the purposes of the grant and can be removed from the
  nonpublic without remodeling the nonpublic school facility.
 Funds cannot be used for construction of nonpublic school facilities.
 Funds must be used to meet specific needs of students and staff. (Funds cannot supplant benefits normally provided by
  the nonpublic school).
 Funds may be used to pay for services of an employee of the nonpublic school if the employee performs the services
  outside of his or her regular hours and the employees performs the services under the supervision of the applicant.
 All benefits provided, including equipment and materials, must be secular, neutral and nonideological. (IASA, Sec
  14503)

  *A nonpublic school is defined in N.J.A.C. 18A:46A-1 as an elementary or secondary school within the State, other than a public school, offering education for grades

                       Affirmation of Nonpublic School Consultation

Section 9501 of the No Child Left Behind Act requires that timely and meaningful consultation
occur between the local education agency (LEA) or other applicant agency and nonpublic school
officials prior to any decision that affects the opportunities of eligible nonpublic school children,
teachers, and other educational personnel to participate in programs under this Act and shall
continue throughout the implementation and assessment of activities under this section.

The following topics must be discussed during the ongoing consultation process:

      How the needs of eligible nonpublic school children, teachers or other educational personnel
       will be identified;
      What services will be offered to eligible nonpublic school children, teachers or other
       educational personnel;
      How and where the services will be provided;
      Who will provide the services;
      How the services will be assessed and how the results of the assessment will be used to
       improve those services;
      The amount of funds available for services;
      The size and scope of the services to be provided; and
      How and when decisions about the delivery of services will be made.

                                            APPENDIX H

                                    LICENSING FACT SHEET

Pursuant to N.J.S.A. 30:5B-1 to 15, the NJDOE will require all programs that are managed and staffed
by a non-LEA agency, and who service children up to age 13 to be licensed Child Care Centers. This
licensing is governed under the NJ Department of Human Services (DHS), Division of Youth and
Family Services. The Bureau of Licensing within DHS has developed the Manual of Requirements for
Child      Care      Centers,     and      can     be     found      on      their    website      at
http://www.State.nj.us/humanservices/dyfs/child_care_manual_toc.html.

New Jersey law requires the completion of a CARI (Child Abuse Record Information) form for each
staff member. In addition, the law requires a Criminal History Record Information (CHRI) fingerprint
background check for the center sponsor/owner and all staff at least 18 years of age who work at the
center on a regularly scheduled basis. Those agencies that are already licensed must include a copy
of the license with the application. Upon successful completion of the NGO process, any applicant
serving children up to age 13 who is not licensed must submit a complete application to the Bureau
of Licensing and receive a temporary license prior to receiving an executed award. A complete
application includes all fees associated with the application; Childe Abuse Record Information
(CARI) forms on current employees; an onsite inspection by the Bureau of Licensing; and be in
receipt of a temporary licensing.

Those applicants who opt to serve only children age 13 and up will still be required to, at a minimum,
have a certificate of occupancy. In addition, applicants will be required to fill out the Child Care
Center’s self-assessment checklist, which will be provided after applicants have been selected. All
applicants must adhere to the business requirements of the municipality where the program is located, in
addition to any relevant statutes or laws under the Department of Community Affairs and the
Department of Education.

All applicants must ensure that staff providing educational, social, or instructional services adhere to all
relevant laws under the N.J.A.C. and N.J.S.A. All applicants must adhere to the NJDOE licensing
requirements for instruction, which is governed under the Office of Licensure and Credentials within the
NJDOE, http://www.nj.gov/njded/educators/license.          The following are some of the required
certifications, under NJDOE: (This list is not meant to be exhaustive.)

         Programs providing adult literacy are required to utilize a New Jersey certified teacher as an
          instructor.
         Telecommunications and technology education programs require vocational certificates.
         Teachers for remedial education programs for students can either hold the Elementary
          School Teacher certificate or the specific subject certificate (i.e. math, science, English ESL)

                                         APPENDIX J

                                New Jersey After 3 Overview

New Jersey After 3 is a private, non-profit corporation dedicated to expanding and improving
afterschool opportunities for New Jersey’s kids. Our vision is that all New Jersey children will have
the opportunity to participate in high-quality, comprehensive, structured, supervised and enriching
afterschool activities.

New Jersey After 3 is formed as a public-private partnership to maximize the resources available to
afterschool programs for New Jersey kids. Created by Governor James E. McGreevy, New Jersey
After 3 will provide grants of over $13 million in its first year to New Jersey non-profit
organizations to support new afterschool activities to over 20,000 children. As a public-private
partnership, New Jersey After 3 will work with the private sector to secure corporate, foundation
and other private funding to expand the resources available for children.

New Jersey After 3 will also work to coordinate different sources of state, federal and local funding
to set new standards for quality and accountability for ALL afterschool programs in New Jersey.

Core Elements of New Jersey After 3 Programs:

      Public-Private Partnerships – All New Jersey After 3 grants will go to private, non-profit
       organizations who formally partner with local schools.
      Comprehensive Programming – New Jersey After 3 programs must include a well-
       rounded set of afterschool activities that include academic support, physical exercise, a
       nutritious snack, community service, and artistic/cultural activities.
      Academic Alignment – Programs should be aligned with the academic standards of local
       schools, complementing but not duplicating school day instruction.
      Low Student/Adult Ratios – New Jersey After 3 programs will ensure quality by providing
       student/adult ratios of 10 to 1.
      Rich and Diverse Staffing –New Jersey After 3 programs will place a full-time, year-round
       program coordinator on-site to coordinate all activities. Additional staff should include a
       mix of teachers, artists, volunteers, AmeriCorps members, parents and students.
      School-Based Programs – New Jersey After 3 programs will take place in a school-based
       setting, however, there may be instances in which a program can provide seamless
       transportation services and close coordination with a school off-site.
      Hours of Operation & Regular Attendance – New Jersey After 3 programs will provide
       afterschool programming 5 days a week during the school year. All participating students
       are expected to attend daily.
      Matching Support – Programs will be required to demonstrate commitment to the program
       by generating support either in the form of cash or in-kind contributions to the program.
      Program Size – Programs must be significant in size, ideally between 50 and 500 children.
       Small school size and other factors may provide exceptions to this component.
      Afterschool Hours – All New Jersey After 3 programs will provide a minimum of three
       hours of service from the time school ends, ideally until 6 PM or later.
      Parental Involvement – New Jersey After 3 programs should encourage parents to
       participate both as volunteers and as participants.

       Inclusiveness – All students in the participating school should be eligible to participate in
        the program, including students that are gifted and those with special needs.

Qualified Applicants for New Jersey After 3 Grants:
New Jersey After 3 is conceived as a public-private partnership in an effort to maximize resources,
community input, flexibility and accountability for afterschool programming. Through this model,
public institutions leverage private support and greater community input. As a public-private
partnership New Jersey After 3 gets the best of both worlds.

       Non-Profit Organizations - All New Jersey After 3 program grantees must be private, non-
        profit organizations organized under section 501(c)(3) of the Internal Revenue Service Tax
        Code.
       School Partnerships – All New Jersey After 3 programs must have a written memorandum
        of understanding with a school principal where afterschool activities take place.
       Other Partnerships – Partnerships with universities, hospitals, foundations, for-profit
        corporations, faith-based organizations, cultural institutions and others is encouraged to
        expand resources available for afterschool programming.

Grant Size – New Jersey After 3 grants will range in size from $50,000 to $500,000 with the
typical grant between $150,000 and $300,000. Grant size will be based on the number of students
served.

21st CCLC – New Jersey After 3 is working closely to coordinate programming with the 21st
Century Community Learning Center program. New Jersey After 3 and 21st CCLC could be
coordinated in several ways:

   New Jersey After 3 provides funding to 21st CCLC programs looking to include grades K-3 in
    their afterschool program.
   21st CCLC funds could serve as matching funds for New Jersey After 3 programs.
   21st CCLC programs could apply to New Jersey After 3 to expand the number of schools that
    they reach including cases where some schools in a district meet 21st CCLC criteria while others
    don’t.

                  21st Century Community Learning Centers Program

                                   DEFINITION OF TERMS
FAMILY LITERACY SERVICES- The term family literacy services means services provided to
participants on a voluntary basis that are of sufficient intensity in terms of hours, and of sufficient
duration, to make sustainable changes in a family, and that integrate all of the following activities:
        (A) Interactive literacy activities between parents and their children;
        (B) Training for parents regarding how to be the primary teacher for their children and full
        partners in the education of their children;
        (C) Parent literacy training that leads to economic self-sufficiency; and
        (D) An age-appropriate education to prepare children for success in school and life
        experiences.

NONPROFIT- The term nonprofit, as applied to a school, agency, organization, or institution
means a school, agency, organization, or institution owned and operated by one or more nonprofit
corporations or associations, no part of the net earnings of which inures, or may lawfully inure, to
the benefit of any private shareholder or individual.

NONPUBLIC SCHOOL: A nonpublic school is defined in N.J.A.C. 18A:46A-1 as an elementary
or secondary school within the State, other than a public school, offering education for grades
kindergarten through 12, or any combination of them, wherein any child may legally fulfill
compulsory school attendance requirements and which complies with the requirements of Title VI
of the Civil Rights Act of 1964 (P.L. 88-352). A list of nonpublic schools by LEA district can be
found in the New Jersey NJDOE of Education School Directory or by calling your County Office of
Education.

PARENTAL INVOLVEMENT- The term parental involvement means the participation of parents
in regular, two-way, and meaningful communication involving student academic learning and other
school activities, including ensuring —
        (A) that parents play an integral role in assisting their child's learning;
        (B) that parents are encouraged to be actively involved in their child's education and school;
        (C) that parents are full partners in their child's education and are included, as appropriate, in
        decision making and on advisory committees to assist in the education of their child
        (D) that other activities are carried out, such as those described in section 1118 of the NCLB
        Act, Title I, Part A (Parental Involvement). [Section 9101(32), ESEA.]


SUBMITTED JOINTLY (Partnership): In determining whether an application has been
―submitted jointly,‖ NJDOE will look for evidence in the application that:
    The LEA and at least one other organization collaborated in the planning and design of the
      program; and
    Each partner has substantial roles to play in the delivery of services, share grant resources to
      carry out those roles, and have significant ongoing involvement in the management and
      oversight of the program, both fiscally and programmatically.

NJDOE may also consider what organization(s) wrote the application, what organization will be the
fiscal agent, whether there is a history of these organizations working together, and whether there is
evidence in the application of integration of the after-school program activities with the regular
school day program.

Note: Letters of endorsement are not by themselves sufficient evidence that organizations or school
districts have substantially been involved in the design of a program.

TITLE I “In Need of Improvement” SCHOOL: Schools that have been identified in need of
improvement having not adequately achieved yearly progress and having an achievement gap of
more than 25% in attaining the State standards in either language arts literacy or mathematics.

PRINCIPLES OF EFFECTIVENESS: In order to meet the Principles of Effectiveness the local
evaluation would be based on the following:
           a. An assessment of objective data regarding the need for the before- and after-school
              programs (including during summer recess periods) and activities in the schools and
              communities;
           b. An established set of performance measures aimed at ensuring the availability of
              high-quality academic enrichment opportunities; and
           c. Scientifically-based research that provides evidence that the program or activity will
              help students meet State and local student academic achievement standards.

LOCAL LEVEL EVALUATION: The NJDOE expects that each grantee will use its quarterly
performance data and other information pertinent to local program implementation for a continuous
review of program performance. The focus of local evaluation activity should be continuous
improvement toward the attainment of defined program goals and reporting that informs the public
and potential collaborators of the nature and value of the program. The results of the evaluation
must be used to refine, improve, and strengthen the program and to achieve the performance
measures.

                                  Program Design Components


Applicants may consider the following program design components when developing their
application:


Points to Consider When Identifying the Target Population

The 21st CCLC program serves students who attend schools that are either eligible for Title I
schoolwide programs or schools that serve a high percentage of students from low-income
families and the families of those students. It is imperative that before developing and
submitting an application, applicants first determine the following:

   The extent to which there exists an identified need in the community that would be met by
    the proposed 21st CCLC program activities as defined in the 21st CCLC program guidance;
   The service level of other programs/services within the community that are available to the
    same population under this program;
   The needs of students attending non-public schools (See Section 1.2); and
   The needs of eligible students with disabilities, including their needs for accommodations,
    modifications, supplementary aids and services that will afford them with an equal
    opportunity to obtain the same benefits and results from the 21st CCLC program as non-
    disabled children.


Points to Consider on Staffing
To effectively administer a 21st CCLC program it is important for applicants to establish
appropriate levels of support. NJDOE encourages applicants to consider the following:
   The need for dedicated administrative staff for the 21st CCLC program;
   The need for all staff to receive appropriate professional development in afterschool
    programs and youth development issues;
   The need for regular staff meetings with all afterschool staff;
   How often the project will meet with the regular school day staff; and
   Limit the amount of days a regular school teacher would work in the afterschool program to
    avoid teacher ―burnout‖.

Points to Consider When Forming a Partnership

A partnership is defined as two or more organizations that undertake a shared project that
requires combined resources of capital and/or human talent. The members jointly conceive,
execute, and expend resources on the project. To apply for this priority consideration, applicants
must submit Appendix O. The criteria to consider when selecting a partner should include:

   The capacity of the potential partner agency(ies) to perform assigned functions and activities
    to achieve program goals (the Organizational Commitment and Capacity required in the
    application further underscores this. See the DGA.)
   The willingness of the potential partner agency(ies) to be involved in ALL aspects of the
    program from the initial planning stage through implementation and annual evaluation of the
    program;
   The level of commitment of the potential partner agency(ies) to perform the services
    necessary to support the growth and success of the project throughout the multiyear grant
    period; and
   The potential partner agency’s experience or promise of success, in providing educational
    and related activities that will complement and enhance the academic performance,
    achievement and positive youth development of students.


Points to Consider When Selecting a Character Education Program

Character education encompasses program-wide climate enhancements, infusion of core ethical
values into the curriculum, and teaching strategies that help young people develop positive
character traits such as respect, responsibility, trustworthiness, citizenship, fairness and caring.
Applicants should consider the following guidelines adapted from the Eleven Principles of
Effective Character Education, as developed by the Character Education Partnership, when
determining which program to implement in the 21st CCLC program. The program should:
     Promote core ethical values; Key stakeholders should work together to define the values
        that are most important to their community;
     Teach students to understand, care about, and act upon these core values;
     Encompass all aspects of the organizational culture;
     Offer opportunities for students to develop their skills by experience (i.e. peer advisors,
        community service, etc.)
     Support academic enrichment;
     Include all school/organizational staff;
     Involve parent and community members;

Points to Consider When Selecting Collaborators

Collaboration is a key component to successful applications and a required component of this
NGO. An effective collaboration within the community allows for more efficient use of local
resources and collaboration among diverse partners and strengthens the variety of services that
communities can offer. By bringing together community organizations with school districts, 21st
CCLC can take advantage of multiple resources in the community. Collaboration can also
ensure that the children attending a learning center benefit from the collective resources and
expertise throughout the community. Applicants should consider the following when
collaborating:

      What Federal, State and local programs will be coordinated with the proposed program
       for the most effective use of public resources;
      Which services, programs, facilities, materials, supplies, equipment, financial
       contributions, etc., will be provided by an agency to assist in the development of the
       community learning center; and
      How non-LEAs will collaborate with LEAs to ensure access to student achievement data,
       assistance from teachers who would like to be on the program staff, effective integration
       of the out-of-school time program with the regular school day, and a possible site for the
       program to take place.

                                              Experience & Practice

Integrating K-12 and after-school requires planning and persistence. Communicating with regular
school day staff can be challenging if they leave campus at the end of the day. To maximize
opportunities for integration, after-school program staff must take the initiative to communicate with
regular school day staff and use content areas of the regular school day as content areas for
enrichment activities after school. Some programs establish regularly scheduled homework
conferences to involve both regular school and after-school staff in discussions about children’s
development capacities to handle homework.

Building relationships between regular school and after-school staff is critical. Sometimes it may be
helpful for after-school staff to plan a ―teacher breakfast‖ or similar event in an effort to build ―buy
in‖ and the willingness to communicate regularly.

The best incentive for regular school staff to communicate with after-school staff is results.
Relationships and efforts to integrate K-12 with after school programs are solidified when teachers
discover that after-school students are more easily interested and ready to learn in the regular school
classroom, and show improved test scores and language development skills

Points to Consider in Developing the Project

New Jersey’s 21st CCLC program is designed to enhance student achievement through the
provision of academic enrichment activities utilizing scientifically based practices and extended
learning time. In developing an effective and successful 21st CCLC program, applicants should
take the following into consideration:

      How the project will recruit and retain diverse, eligible participants; including students
       with disabilities;
      How the project will include the needs of working families;
      How participating family members will be encouraged to make a commitment to
       meaningful involvement in their children’s educational program and improvement of
       literacy skills;
      How regular staff meetings and sharing of information will assist the project in meeting
       its objectives;
      How projects will develop and maintain strong and on-going community collaboration
       with new and existing partners; and
      How projects will develop high quality out-of-school time programs;
           o USDOE defines high quality programs by eight (8) guiding principles: These
             principles provide programs with guidance to create or build upon their existing
             structures and further their progress towards obtaining program excellence.
                      1) Goal setting, strong management, and sustainability: focusing on the
                         goals of the program; solid organizational structure; effective
                         management and sustainability; meeting legal requirements;
                      2) Quality staffing: role of program administrator; hiring and retaining
                         qualified staff; professional development for staff; use of volunteers;
                         low staff-to-student ratio; small group sizes;
                      3) Attention to safety, health, and nutrition: creating safe places with
                         adequate space and materials; meeting nutritional needs;
                      4) Effective partnerships with organizations, schools, businesses within
                         the community: building after-school partnerships; using community
                         resources effectively;
                      5) Strong involvement of families: involving families and youth in
                         program planning; attending to the needs of working parents;
                      6) Enriching opportunities: providing engaging opportunities to grow
                         and learn; offering challenging curriculum in an enriching
                         environment; coordinating learning with the regular school day;
                         linking school day and after-school curriculum;
                      7) Evaluation of program progress and effectiveness: use of data for
                         improvement; designing effective evaluation; and

                      8) Linkages between school day and after-school personnel: planning
                         time to maximize children’s opportunities; coordinated use of facilities
                         and resources.


                                            Experience & Practice

After-School Programs and the K-8 Principals, developed by the National Association for
Elementary School Principals (NAESP), in cooperation with the National Institute on Out of
School Time, The National School-Age Care Alliance, and the U.S. Department of Education,
identifies standards for quality school-age child care. One of the standards of excellence that
specifically pertains to after-school programming reflects a commitment to promoting
knowledge, skills, and understandings through enriching learning opportunities that
complement the school day. Specifically, high-quality after-school programs should offer
opportunities for children to develop in the following areas:
     Communication skills in reading, writing, speaking, spelling, and listening.
     Math skills in computation, application, and problem solving.
     Scientific inquiry into the natural and physical world, as well as practical applications of
        science and technology.
     The interrelationships of people and cultures to historic, geographic and economic
        environments.
     Participation in the arts, including visual arts, music, dance, and drama.
     Development of physical fitness and motor skills through sports and other physical
        activity.
     Opportunities for problem-solving that strengthen decision-making and higher-level
        thinking skills.
     Study and time-management skills to encourage children’s responsibility for their own
        learning.
     Personal and civic responsibility and the significance of service to others.
     Appreciation of, and respect for, differences in culture, race, and gender.
     Skill development in computer and multimedia technology.

   The National School-Age Care Alliance (NSACA) has developed the NSACA Standards
   for Quality School-Age Care, which may be a useful tool in developing and evaluating
   programs. In addition, NSACA publishes the journal School-Age Review, which contains
   important developments in theory, research and practice in the after-school field.

Points to Consider When Coordinating Programs/Services
In an effort to provide students and their families with the most comprehensive service,
applicants should consider how the program will coordinate funds, without supplanting, for
allowable program activities with other federal, State and local funds for programs or services
that serve the same target population. Examples include, but are not limited to: Title I – Basic,
Even Start; Title IV – Part A (Safe and Drug Free Programs); School-Based Youth Services
programs; AmeriCorps programs; Access Collaboration Equity (ACE) Centers; Family Friendly
Centers; Adult Basic Education (ABE) Centers; Educational Technology Training Centers
(ETTCs); English as a Second Language (ESL) programs; Learn and Serve programs; Workforce
Investment Boards; Youth Services Commissions programs; Human Services Advisory
Councils; Statewide Parent Advocacy Networks; Juvenile Justice Commission; New Jersey
School Age Care Coalition; etc.

                                              Experience & Practice

 Title I funds, in concert with the 21st CCLC program funds, can provide extended learning
 programs in schools that integrate enrichment and recreation opportunities with academic
 services. 21st CCLC program funds can also meet the needs of parents seeking supplemental
 educational services (such as tutoring and academic enrichment) for their children. Local 21 st
 CCLC programs may also work in collaboration with programs to supplement services to target
 populations such as migrant students.

 Other Federal programs can also complement local 21st CCLC programs. Many current 21st
 CCLC are eligible to receive funds through the U.S. Department of Agriculture (USDA) Food
 and Nutrition Service for ―After-school Snacks,‖ and in some cases to provide supper to young
 children. Local communities can also participate in USDA’s Summer Food Service program.
 These snacks and meals can contribute to the nutritional services provided in local programs.
 Services made available through funds from Temporary Assistance to Needy Families
 (administered by the U.S. Department of Health and Human Services) can be combined with
 the 21st CCLC to serve children outside of the regular school day. 21st CCLC programs can also
 utilize Federal funding available through local prevention grants under Title V of the Juvenile
 Justice and Delinquency Prevention Act (administered by the Office of Juvenile Justice and
 Delinquency Prevention in the U.S. Department of Justice). Further information on local

Points to Consider When Selecting Scientifically Based Research

When providing services in core academic areas where scientifically based research has been
conducted and is available, such as reading and mathematics, a community learning center
should employ strategies based on scientific research. Activities based on scientifically based
research can directly enhance student learning because such activities have been proven
effective. Scientifically based research, as defined in Title IX of the reauthorized ESEA, is

research that involves the application of rigorous, systematic, and objective procedures to obtain
reliable and valid knowledge relevant to education activities and programs. This means that
scientifically based research:

    1. Employs systematic, empirical methods that draw on observation and experiment;
    2. Involves rigorous data analyses that are adequate to test the stated hypotheses and justify
       the general conclusions drawn;
    3. Relies on measurements or observational methods that provide reliable and valid data
       across evaluators and observers, across multiple measurements and observations, and
       across studies by the same or different investigators;
    4. Is evaluated using experimental or quasi-experimental designs in which individuals,
       entities, programs or activities are assigned to different conditions and with appropriate
       controls to evaluate the effects of the condition of interest, with a preference for random-
       assignment, experiments, or other designs to the extent that those designs contain within-
       condition or across-condition control;
    5. Ensures that experimental studies are presented in sufficient detail and clarity to allow
       for replication or, at a minimum, offer the opportunity to build systematically on their
       findings; and
    6. Has been accepted by a peer-review journal or approved by a panel of independent
       experts through a comparably rigorous, objective and scientific review.

                                             Experience & Practice

Each year, participating organizations should collect data that can help them analyze and refine their
programs based on the impact of the activities. Programs with proven effectiveness are those that are most
likely to be sustained after the Federal funding ends. Current practices and research strongly suggest that
three years is not enough time for local communities to fully develop a program. Research finds that it
takes a period of approximately five years to fully implement a successful program. A strong local
evaluation component with a focus on continuous improvement is key to this implementation.

Good evaluations start with a set of important questions that can be answered during the actual evaluation.
In large part, those questions may be determined through a careful analysis of the goals of the program. For
example, improving academic achievement is, by statute, a mandatory goal. Each goal should have
specific indicators that are measurable and that can be assessed repeatedly over time to track progress. An
indicator for improving academic achievement, for example, may be students’ reading grades. Once the
goals and indicators have been framed, local grantees should identify data sources that are available for the
indicator. For reading grades, the source may be report cards or test scores because they are a quantifiable
indicator for success.

Regional Educational Laboratory, offers guidance and evaluation tools to help programs develop indicators
for program goals, tips for creating good survey questions, and helpful resources in data collection and
evaluation, as well as information on choosing and external evaluator.
