Instructions for Training Providers – Colorado Consumer Reports System (CRS) Applying for Eligibility for Workforce Investment Act (WIA) Inclusion
There are three steps that a training provider must complete in order to be eligible for WIA student referrals from local Workforce Centers (WFC). 1) Apply for an ID and password for the system. 2) Add new programs to the CRS database for their school, if the programs are not already listed when they log in. This step is only required if your school’s programs are not already listed when you log in. 3) Apply for eligibility for the program. It is important to remember that eligibility is per program, not per school. Step 1 Requesting an ID and password Open your Web browser (Internet Explorer is preferred, but Netscape will work) and go to the site: http://eligibility.cdle.state.co.us If your school has not already been issued an ID and password for CRS, click on “Need an ID and Password?” Then click the down arrow under “Choose the Provider” and look for the name of your school in the list. If you find it, select it and click the “Find” button. (If you do not find it, see Provider not found below). This will bring up a form that will be partially complete. Edit anything that has changed and fill out the rest of the form, paying particular attention to the county selection in the county drop down, e-mail address, and the “provider type” drop down on the right side of the form (you must select the county that your school is physically located in. If your school has multiple locations, you need to apply for unique ID’s and Passwords for each location). Do not enter dashes, spaces, or any other kind of formatting in the phone number fields. After the form is completely filled out, click the send button at the bottom of the form. You will receive an email with your ID and password, normally within 24 hours. Provider not Found: If your school is not in the list, click the box on the right that is labeled “provider not found.” This will bring up a fresh form for you to fill out. Fill out the form completely and click the send button at the bottom of the form. You will receive an email with your ID and password, normally within 24 hours. Step 2 Creating new programs (Complete this step only if you do not see your relevant program listed under your school name after you log in. It is very important at this point to carefully scan the list to look for the program for which you want to apply for eligibility. Major public colleges and universities and some large private providers will normally see many of their programs listed, most small private providers will not). Login into the system and click the “create a new program” icon (the first of five icons at the top right of the screen). Do not click create a new program if you see the program that you need eligibility for listed under the “Program” header. After clicking “create a new program” you will need to select a program type that fits your
program. Find a general category in the drop down list, then click “find programs.” This will bring back a list of specific program types within the category that you selected. OR, enter your program name in the “Search by Program Name” field, then click “find Programs.” Select the one that fits you program best and click the "add program" button. (Computer training providers, please note: There are additional computer program types (especially networking) listed under Business Management and Administrative Services). This will bring up a basic form for entering a program description, cost information, and length of program. All fields are required. After entering the data, click save. The state is notified automatically in the CRS system. At this point, you have added a program for your school to the database, but you have not applied for eligibility yet! After the data is checked for accuracy and approved by the state (this is a technical approval, not an approval of eligibility), you will be notified again by email. Step 3 Applying for eligibility Go to the CRS Web site and log in with your ID and password. The ID is not case-sensitive, the password is. You will see programs listed under the “Program” header for your school. These are either programs that you created in Step 2 or programs that were already in the state’s CRS database. (If you do not see it, see “Creating a New Program” above). When you find the program, click on the little select icon next to the program (it looks like an insect). Then click the “Eligibility” tab at the top and middle of the screen. This will bring up a form with various sections. The main section that you are required to fill out is the “Program Description” section. (Beginning July 1, 2001, if the program was eligible in the previous year the performance data fields must be filled out with verifiable data. The number of fields that must be filled out depends primarily on the length of the program. For example, if a two-year program became eligible in the first year, data on completers would not be available by July 1, 2001. Definitions for the required data are available in a separate document.) At this point you have two options depending on 1) being finished with ALL of the date or 2) having part of the data and wanting to save that and later enter the remaining data. If 1) Click the “Save and Submit ” icon at the top right of the screen (it looks like a diskette with a large red arrow through it). If 2) Then click the “Save” icon at the top right of the screen (it looks like a diskette) when you finish completing the form. You have now applied for eligibility. The staff of your local Workforce Center is responsible at this point for approval or rejection of the program. After they approve, the state is again notified and carries out the final approval. It is at this point that the state may request verification data (such as student social security numbers) from the training provider. Activity Tracking: If you wish to check on the status of your request after you have completed all of the steps, log in with your ID and password, select the program by clicking the “insect” icon and then click the activity tracking tab at the top. An activity summary view will appear for the program that you selected.
