                              TENDER DOCUMENT

Sub:   Production of Corporate Gift Items .

1)     Ministry of Tourism, Government of India proposes to produce / procure
       the following corporate gift items for official guests of the Ministry of
       Tourism, visiting Travel Writers, Journalists, VIPs, dignitaries etc.

       (i)      T-shirts
       (ii)     Golf Umbrellas
       (iii)    Golf Caps and Ladies Golf Straw Hats
       (iv)     Mugs
       (v)      Porcelain Plates on stands
       (vi)     Wallets
       (vii)    Passport holders
       (viii)   Incredible India 5 Senses gift boxes
       (ix)     Gift wrapping paper and ribbon

All the above items will have the endorsement of Incredible India brandline.

For item no vii - 5 Senses Gift Boxes, the requirement is further elaborated as
under:-
The box should be around 10” breadth, 12” width and 2 ½” depth in cardboard
material with design, to contain the following: -
   a) Audio CD
   b) Best quality silver coated cardamom in fancy tin box
   c) Silk scarf
   d) Best quality silver coated sugar crystals (misri) in fancy tin box
   e) Incense spiral coils in tin box
   f) Incense sticks packed in rich fabric pouch
   g) Wooden incense sticks holder with brass inlay
   h) Incense sticks with leaf shaped ceramic stand
   i) Incense cones in fabric pouch with incense holder

In this regard creative inputs are invited from companies involved in production
and supply of high quality corporate gift items.

2)           Scope of Work:

                   (i)        T-Shirts depicting Indian Tourism products or plain colour with
                              only Incredibleindia brandline: In 4 different sizes (small,
                              medium, XL and XXL)
                   (ii)       Golf Umbrella: Different colour combination
                   (iii)      Golf Caps/Ladies Golf Hats ( Straw) : In 3 different sizes
                   (iv)       Mugs: Coffee mugs depicting any Indian tourism product, such
                              as Wild life, heritage monuments etc.
                   (v)        Porcelain Plate on stand: Small and medium size depicting any
                              India tourism product.
                   (vi)       Wallet: Leather wallet for ladies and gents.
                   (vii)      Passport Holder: various options in synthetic material
                   (viii)     5 senses Gift Box: The gift box should contain; Audio CD, Best
                              quality silver coated cardamom in fancy tin box, Silk scarf, Best
                              quality silver coated sugar crystals (misri) in fancy tin box,
                              Incense spiral coils in tin box, Incense sticks packed in rich fabric
                              pouch, Wooden incense sticks holder with brass inlay, Incense
                              sticks with leaf shaped ceramic stand, incense cones in fabric
                              pouch with incense holder.
                   (ix)       Gift wrapping paper and ribbon: Gift wrapping paper (hand
                              made paper ) with Incredible India logo printed. Ribbon should
                              also carry the Incredible India logo.

 3)                Eligibility Criteria: (Proof to be submitted)

     (i)           The company should have at least 5 years experience in the field of
                   production and supplying of corporate gifts
     (ii)          The company must have an annual turn over of minimum Rs.2 crore
                   per annum for the last three years (i.e. 2004-05, 2005-06 & 2006-07).
                   The company should produce a certificate from their Audit Firm in
                   respect of turnover.
     (iii)         Should have PAN for Income Tax

     4) Guidelines for Submission:

     Interested companies may submit proposals as detailed below: -

     The bid should contain the following documents in two packets

             Packet – 1 (Technical Packet)

             i)            Proof in Profile & Track Record of the company.

             ii)           Documentary proof in regard to points pertaining to eligibility
                           criteria under Para-3 above.

    iii)    Photocopy of PAN Card issued by Income – Tax Department.

    iv)     Details of job of similar nature undertaken earlier. It is desirable that
            a sample of the gift items produced may also be submitted ,

    v)      Earnest Money Deposit (EMD) in the form of Demand Draft from a
            scheduled Bank for Rs. 10,000/- drawn in favour of the Pay &
            Accounts Officer, Ministry of Tourism, Government of India, New
            Delhi.

    vi)     A tender document fee of Rs.500/- drawn in favour of the Pay &
            Accounts Officer, Ministry of Tourism, Government of India, New
            Delhi.

     Dummy designs for all the items listed above .All the items should carry
    the name of the Company submitting the Bid.

    Packet-I containing the above documents should be sealed,
    superscribed as Packet I – “Technical packet for Incredible India Gift
    Items” and the packet should carry the tender number, due date for
    submission along with the name, address, telephone no., e-mail address
    of the Company.

    Packet – II (Financial Packet)

•   Packet II should contain details of break-up of cost towards designing
    and supply of each of the items and their quantities listed below.

         Packet-II should be superscribed as Packet II – Financial Packet for
         Incredible India Gift Items and the packet should carry the tender
         number, due date for submission alongwith the name, address, telephone
         no., e-mail address of the Company.

         Both the sealed Packets (Packet I & II) should be put in a big cover (outer
         cover) sealed and superscribed as “Technical & Financial Packets for
         Incredible India Gift Items and the outer cover should carry the tender
         number, due date for submission along with the name, address,
         telephone number, e-mail address of the Company.

       The outer cover containing the Bids should be addressed to the Deputy
Director General (Publicity, Events & IT), Ministry of Tourism, Government of India,
Room No. 124 , 1st Floor, Transport Bhavan, 1, Parliament Street, New Delhi – 110
001 and should be submitted on or before 1700 hrs on 20th February 2008

5)       Selection Process

     •   A nominated Committee will evaluate the technical bids received. Technical
         evaluation will be on an aggregate of 70 Marks. Technical assessment will be
         based on Profile & Track Record, creative ideas, design, etc. On the basis of
         technical assessment, two agencies will be selected and the financial packet
         of these two agencies only will be opened. Financial evaluation will carry a
         weightage of 30 marks.

     •    The aggregate of marks, after adding the scores from the technical and
         financial evaluation will determine the outcome and the contract for
         production of corporate gift items will be awarded to the agency which gets
         the highest aggregate marks.

6)     Terms of Payment: No advance payment shall be considered. Company will
submit pre-receipted bills in triplicate on completion of the delivery of the gift items
to the satisfaction of the Ministry for payment. Payment will be done by way of
cheque in Indian Rupees.

7)       Time Line for submission of final design

   The selected company / agency will submit the final design of the gift
items for approval within 10 days of issue of work order. After the dummies
are approved, agency will supply final material within 10 days.

8)      Other important information:

     a) The ownership of the design will at all times rest with the Ministry of Tourism,
        Govt. of India and the agency will have no proprietary or other rights in
        respect of the same.
     b) Period of validity of the Tender is 60 days from the closing date of the
        proposals.

     c) The successful agency will execute a Performance Guarantee for 5% of
        the total value of the contract in the form of Account Payee Demand
        Draft or a Bank Guarantee from a commercial Bank in an acceptable
        form. The Performance Guarantee should remain valid for a period of 60
        days beyond the date of completion of the project.

     d) The Ministry of Tourism reserves its right to accept the tender either in full or
        in part. Conditional bids will be rejected outright.

     e) The Ministry of Tourism reserves the right to place an order for the full or
        part quantities under any items of work under scope of work.

     f) Clause pertaining to purchase price preferences for PSUs will be
        applicable

     g) The gift items with Incredible India brand line specially designed for the
     Ministry of Tourism, Government of India should not be sold in the market. If the
     selected agency, resort to selling the product carrying Incredible India Brandline,
     the agency will face legal action.

9)    Penalty clause: Any delay from the stipulated schedule would invite a
penalty or Rs.200/- per day in respect of each of the items of work as enumerated in
the scope of Work indicated above. After issue of the contract the Performance
Guarantee will be forfeited in case of undue delays in performance by the agency.

10.   Termination by Default: The Ministry of Tourism reserves the right to terminate
the contract of any agency / agencies in case of change in the Government
procedures or unsatisfactory services.

11.      Force Majeure: Neither party will be liable in respect of failure to fulfill its
obligations, if the said failure is entirely due to Acts of God, Governmental
restrictions or instructions, natural calamities or catastrophe, epidemics or
disturbances in the country. The party affected by an event of Force Majeure will
immediately notify the other party or such an event and will also notify the
unaffected party on cessation of disability resulting from such Force Majeure act.

12.    Arbitration : Venue of Arbitration will be New Delhi & will be governed by
provision of Indian Arbitration & Reconciliation Act.

11.    Jurisdiction : The contract shall be governed by laws of India and all
Government rules on purchase matters issued from time to time and are in force
for the time being are applicable to this contract tender.

        Eligible / interested agencies may submit their Bid as stated under guidelines
for submission above to the Deputy Director General (Publicity, Events & IT), Ministry
of tourism, Govt. of India, Room No. 124, Transport Bhawan, 1-Parliament Street, New
Delhi latest by 1700 hrs. on 20.2.2008.
