Introduction
Founded in December 2004, Airport City Development Co., Ltd. (ACL) was
established by Capital Airports Holding Company and other institutions,
including Shunyi District People's Government, with the approval of the Civil
Aviation Administration and the Department of Commerce. ACL functions as the
main operating entity, fully in charge of the planning, construction and operation
management of the Airport City Logistic Park (ACLP), which aims to facilitate the
expansion of the flight area and Terminal 3 to make Beijing Capital International
Airport the international air logistics hub in the Northeast Asia.
The Airport City Logistic Park (ACLP) plays a significant role in promoting the
development of Beijing’s air cargo industry through the establishment of high-
volume and efficient modern air cargo and logistics facilities. These facilities
function not only as a cargo processing center, but also as an air cargo port
operation center, bonded logistic center, and integrated airport management
center, which includes: cargo import and export, services, logistics, and
administrations. At an initial investment value of RMB 4 billion, ACLP offers air
cargo and value-added services that facilitate the efficient one-stop air cargo
operation system for airlines, forwarders, ground services companies, customs,
and 3rd party logistics companies.
With a land area of 3.4 million square meters, ACLP is comprised of five
functional zones: the Air Cargo Terminals, Express Center, Custom Supervision
Area, Bonded Logistic Center, and Office Complex, where the Beijing Airport
Customs, Inspection, and Quarantine are located. Key cargo facilities are
located adjacent to the Airport parking apron and have access to the airport
runway. With a land area of 155,000 square meters in Phase 1, the Beijing Airport
City Bonded Logistic Center were officially granted approval by the General
Customs Administration of the People's Republic of China, and is the first nation-
wide airport-based facility of this kind. Since November 2007, an area of 60,000
square meters has been made operational; a 300,000-square-meter warehouse
and a 100,000-square-meter office area will be put into operation before the end
of 2009.
With the foundation of ACLP, ACL will be involved in the planning, development
and operations of Beijing Tianzhu Free Trade Zone in Shunyi District. In addition,
they will extend the functions of air cargo bonded logistics, and develop
business models that include bonded warehousing, sorting and distribution,
consignment and maintenance, and display and exhibition in the Free Trade
Zone. ACL is dedicated to fulfilling the goal of building the first airport-based free
trade zone in China in order to further boost the development of the economy in
the region.

authorities. Upon arrival at the Air Cargo Terminals, air cargo will
undergo an initial round of distribution to the customs supervised area.

and speed of the system. The center also includes a customs
inspection area specially set up to enhance efficiency and further
streamline the customs process. This will greatly enhance the functions
of the Second Line Cargo Import Center.
ACLP’s Export Customs Supervision Area, also known as the Second
Line Cargo Export Center, is approved by Beijing Customs to provide
