The boat appears to be industrial and most likely military; the sailors' attire resembles that of enlisted Navy men, especially indicated by their "Dixie Cup" white hats. Surely, in Sea of Dreams, Barnett was compelled by both the stark vastness of the ocean and the presence of humans upon it, but he had probably seen this image time and time again before he actually photographed it.
