About This Document: The subject of basing in Iraq represents a complex, ever-changing environment driven by the operational requirements of the battlefield. Multi-National Corps-Iraq (MNC-I) C7 (Corps Engineer Section) was responsible for tracking and managing these locations while providing the conduit between the MNC-I chief of staff and the battle space owner as bases were closed or returned to the Government of Iraq. As 2008 drew to a close, the rate of base closures/returns was expected to escalate significantly in coordination with the new security agreement between the US and the Republic of Iraq. This article documents the development of the streamlined base closure process along with the background and capabilities of the Iraqi Base Management System (IBMS) simulation model. IBMS was the collective effort of both the MNC-I C5 Assessments Team and the MNC-I C7 Basing Section. IBMS is a powerful and vital planning tool used at all levels of command in Iraq.
