On September 10, 2009, the GUCA along with OSHA, EPA and EPD will host an educational
Forum to discuss the rules regarding asbestos containing pipe (“AC Pipe”) and the approved
methods of its removal as it relates to the underground utility industry. According to OSHA
and Georgia EPD, any friable asbestos material will be treated as a Class II asbestos removal.
This means that AC Pipe, while intact is not hazardous, once broken or intentionally severed
will be considered friable and thus treated as a Class II asbestos removal.
GUCA is inviting its members as well as the cities and counties to attend, in an effort to provide
an opportunity for all parties to clarify any concerns relative to this issue. Utility contractors
are facing and seeing an increase in projects requiring the disturbance of asbestos pipe and
many contractors are unsure of the hazards and the procedures needed to remain compliant.
This forum is intended to provide information as well an opportunity to have any specific
