The Superintendent in his role as Secretary to the Board shall prepare the agenda for each meeting with the approval of the Chairman. An agenda will be furnished to each Board member prior to the regular meeting. Items may be added to the agenda upon consent of the Board. Any citizen who wishes to have the Board consider an item on its agenda may request such consideration by submitting a request in writing to the Secretary at least seventy-two hours prior to the date of the meeting. The Secretary shall place such items on the agenda, if appropriate, with the approval of the chairman, prior to the mailing. If the request is submitted too late for inclusion on the printed agenda, it shall be considered at the beginning of the Board meeting and shall be added to the agenda upon majority vote of the Board. The Chairman shall recognize only the individual who submitted the request. 1321.1 Consent Agenda Items. For efficiency of operation, the Board may consolidate items of routine business into lists and present these for action as separate consent agenda items. Any item on the consent agenda may be removed by request of any Board member or the Superintendent and shall then be placed on the action/discussion agenda for consideration by the Board, or referred to a committee.
