                  Veterans Award Cases

                Two types of award inquiries:
    1. Requests for reissuance of previously approved awards
       –   The National Archives and Records Administration (NARA) verifies
           presence of award in the individual’s personnel record and
           authorizes reissuance
       –   If NARA is unable to verify the award, they pass the action to
           HRC-STL
       –   HRC-STL then seeks to verify the award through other means
       –   Note: HRC-STL lacks the authority to issue decorations not
           already documented in the individual’s personnel record
    2. Requests for issuance of service ribbons and campaign awards
       –   Mostly for service awards with retroactive eligibility criteria (Global
           War on Terrorism Medal (GWOT), Korea Defense Service Medal
           (KDSM), Close Combat Badge)
       –   HRC-STL verifies Veteran meets eligibility criteria, authorizes
           issuance, and prepares a DD Form 215 documenting the award

     Desert Shield/Desert Storm - 125 person team worked 2
     years to reissue 4,000 DD Forms 214, issue 87,000 DD
     Forms 215, and process 37,000 award requests.


     Current - Training for Mob sites (214s/215s)
             - 214 Instructions on 2Xcitizen website
             - Self help

                    Records Disposition


     • Pre-Oct 02 : Discharged and retired records sent to
     National Archives and Records Administration (NARA)
     • Post-Oct 02 : Records (PERMS) maintained by HRC-STL
     • Impact : NARA cannot work post-Oct 02 cases

     • When authorized "after the fact" or missing from the
     DD Form 214, requires issuance of a DD Form 215
     • Most involve manual research
     • Older cases (1950’s) sometimes difficult to research

                  How You Can Help Us


     • When constituent contacts you, ask them to provide
       all of the documentation or information they have
       regarding the issue (i.e. orders, DD Forms 214/215,
       award certificates, service number, SSN, etc.)

     • Ensure constituent completes and signs a Privacy
       Act release form
