EXHIBIT FABRICATION AND INSTALLTION FIRMS

The University of Manitoba (the University) intends to pre-qualify Exhibit Fabrication and
Installation (the Fabricator) firms for the detailing, fabrication and installation of exhibits including
free-standing structures, walls, display furniture, audio/video equipment, physical interactive
displays, and graphic panels for the new Bruce D. Campbell Farm & Food Discovery Centre (the
Discovery Centre) located at the Glenlea Research Farm.

The Discovery Centre will be the first hands-on educational centre, which will explore the ways in
which food is produced in Canada. The Centre will be located at the National Centre for Livestock
and the Environment, at the University of Manitoba’s Glenlea Research Station. The Discovery
Centre will be housed in the National Centre for Livestock and the Environment (NCLE), opened in
the fall of 2005. This will provide a unique opportunity to bring together a state-of-the-art research
facility and an interpretive centre under one roof.

Only Exhibit and Installation Firms who have pre-qualified specifically for this project with
the University of Manitoba will be allowed to submit a tender.

Fabricators are encouraged to ask questions and seek clarification in order to provide the best
possible response to this Pre-qualification Statement.

Fabricators are invited to submit a Pre-qualification Statement on the forms outlined in the following
pages. Only the requested information should be included in the proposal response. Only the
requested information will be evaluated and rated.

The University reserves the right to suspend the pre-qualification status of any fabricator at their sole
discretion, including but not limited to a bidder that is, or has been in a legal dispute with the
University or other entity.

Following the proposal evaluations, the University will tender the work described in Section 1.0 to
the Exhibit Fabrication and Installation Firms pre-qualified for this project. The Fabricator must, in
their tender submission, select tender pricing from the University of Manitoba list of pre-qualified
Mechanical, and Electrical Contractors. For the tender submission, Electrical Contractors must
either be AMP certified (and AMP listed) or carry an AMP certified contractor for the Voice
Data portions of the work.

1.0    Description of the Work – the Bruce D. Campbell Farm & Food Discovery Centre

The design of the new facility was conducted by Number TEN Architectural Group in Winnipeg,
MB. The general contractor is Von Ast Construction Ltd from Niverville, MB. The exhibit design
team is Origin Studios from Ottawa, ON.

The new exhibits the Discovery Centre will lead visitors from the farmer’s wheat field to the kitchen
table. A highlight of these exhibits will be viewing windows into a research barn where visitors will
peek into a day in the life of a pig. Through this approach, visitors will learn about every aspect of
food production from farming practices to retail sales. The Discovery Centre will also highlight
ongoing research at the National Centre for Livestock and the Environment. The facility includes a
multipurpose room, office, reception, washrooms and storage area.

The new exhibits cover approximately 5300 sq ft.

Five drawings are attached for reference. They include the Table of Contents 1 and 2, a General
Arrangement – Zone Plan, a Wall Partitions and Wall Surfacing Plan and an Exhibit Element
Inventory. These are not the final tender drawings, but are examples of some of the drawings as they
near completion; some revisions may still take place.

Scope of Work:
To provide shop drawings, prototypes, to fabricate and install free-standing structures, walls, display
furniture, audio/video equipment, physical interactive displays, and graphic panels of the Discovery
Centre based on the concepts and design intent drawings. Refer to the attached drawings for further
information.

Delivery and installation of all components will be at: The Bruce D. Campbell Farm & Food
Discovery Centre, Glenlea Research Station, 481 Research Station Rd, St Adolphe, MB.

Under this scope of work, all costs and arrangements associated with the prototyping, fabrication and
installation of components on the exhibition site, clean up and waste material disposal are the
responsibility of the Fabricator.

The Fabricator accepts full liability in the event of injury to their personnel as a result of the
execution of this contract. The Fabricator is liable for replacement costs of exhibits in the event of
accidental loss during the course of this contract. Any expenses incurred due to Fabricator
negligence or errors are the responsibility of the Fabricator.

All work items are to be completed by October 2010. The Fabricator is expected to provide
maintenance/ commissioning adjustments to the displays after this date for one year.

The Fabricator must provide a one-year warranty on the proper functioning and integrity, of all the
items included in the tender documents.

Compressed time line
Should any aspect of the work requested in this project incur delays that extend beyond the expected
completion date, the Fabricator is asked to (1) identify the risk areas and displays affected; (2)
propose a realistic delivery schedule; (3) propose a strategy that guarantees a temporary solution for
the fixed opening date and outlines work items that would be completed beyond that date.

It is anticipated that the new construction will be out for tender April 2010 with completion
scheduled for October 2010.

The total value of fabrication and installation is estimated to be in the range of $550,000.

3.0     Criteria for Evaluation and Grading

3.1     Fabricator Experience (50 Points)

The University will require a minimum level of experience with relevant projects and will evaluate
the Fabricator’s relevant projects in order of importance for size (stated in construction value) and
complexity. The Fabricator firms must demonstrate their experience by listing the similar projects in
the respective sections below. The Fabricator is encouraged to use the “Description of Relevancy”
area to explain why a project should be considered relevant during the evaluation. List a total of five
different projects, carried out by the Fabricating firm within the last 7 years. Value should be
comparable to the value of work of the submitting Fabricating Firm. The University reserves the
right to contact anyone known to be associated with the Project listed, as another means of verifying
the relevancy of the project listed.

3.2     Proposed Key Team Members’ Experience (50 Points)

For each of, and only, Fabricator’s team members noted below, please list the most relevant exhibit
fabrication and installation projects successfully completed within the past 5 years that illustrate
their qualifications. Include the name of the project, its’ location, the project value, the fabrication
completion date as well as a current contact who can verify this information. In addition, list only
the personnel proposed to be used on this University project. As the University is aware that timing
may depend on who is assigned to projects, we have allowed for an Alternate name to be submitted.
Please note that the University will not allow any substitutions from the names listed on this
statement unless in writing and the contractor must allow 30 days for the University to review their
credentials. The University will not unreasonably withhold their approval.

4.0       Response Rules:

          1. Issuance of this Invitation to Pre-qualify in no way constitutes a commitment by the
             University of Manitoba to award contracts to any Fabricator or to pay any costs incurred
             by the Firm in preparing a response or otherwise in relation to this Statement.
          2. Submit only the requested information.
          3. The responses and accompanying documentation submitted by the Fabricating Firms
             become the property of The University of Manitoba and will not be returned.
          4. The Exhibit Fabrication and Installation Firms are obligated to inform the University, in a
             timely manner, of any changes to key personnel, ownership, financial position or any
             other information which may affect its pre-qualified status with the University.
          5. The University of Manitoba reserves the right to contact owners, owner’s representatives
             and/ or consultants on construction projects that have been identified as well as the
             references provided in this Statement and by any other means or sources available to the
             University of Manitoba.


5.0       Evaluation and Notification:

          1. Upon receipt of the Fabricator’s responses, the University of Manitoba will screen each
             submission to ensure the applicant’s compliance with requirements of the Pre-

          qualification Statement. The University reserves the right to accept or reject any
          response deviation from the requirements of the Statement.
       2. Each Pre-Qualification Statement submitted will be evaluated in accordance with the
          requirements indicated on the form along with any other information available to and at
          the discretion of the University of Manitoba.
       3. The University of Manitoba may require clarification from applicants to assist in making
          its evaluation.
       4. Exhibit Fabrication and Installation Firms who qualify for this project will be advised
          prior to proceeding to the Exhibit tender and their Company’s name will be posted on the
          Purchasing Services website,
