QUARTERLY FINANCIAL REPORT - 3RD QUARTER, FY 2007-08 The quarterly financial report for the 3rd Quarter of the 2007-08 Fiscal Year will be presented for informational purposes. 2. FUTURE BOARD OF TRUSTEES MEETINGS Discussion of a possible regular meeting in Tulare in 2008 and strategic roundtable meetings with campus constituencies. 2 Agenda - Board of Trustees Meeting, June 9, 2008 XI. CONSENT CALENDAR All items listed on the Consent Calendar are considered routine and will be enacted by one motion. An item may be removed from the Consent Calendar at the request of any member of the Board of Trustees or any person in the audience and considered as a separate agenda item. 3. 4. 5. MINUTES OF PREVIOUS MEETING: May 5, 2008 PERSONNEL REPORT - 2007-08 - 12 REQUEST FOR OUT-OF-COUNTRY TRAVEL – COS ARTWORKS CLUB TO GREECE The Artworks Club is requesting permission to travel to Greece during the 2009 Spring Break (April 6-10) to view and study the many aspects of fine art in Greece. 6. FOURTH AMENDMENT TO LEASE AGREEMENT BETWEEN DR. THOMAS MONFORE AND COLLEGE OF THE SEQUOIAS Approval of the extension of the lease agreement between Dr. Thomas Monfore and College of the Sequoias for the current Hanford Center for two additional years, July 16, 2008 through September 30, 1010. 7. PARTNERSHIP BETWEEN WATERFALL MOBILE AND COLLEGE OF THE SEQUOIAS Approval of partnership with Waterfall Mobile to provide a platform for AlertU emergency services on a sponsored basis for a period of five years, with the mutual option to renew for another five years. 8. COLLEGE OF THE SEQUOIAS AND TULARE COUNTY INVESTMENT POLICIES Annual review of the policies is required. No changes in the COS District policies are recommended at this time. 9. July 1, 2008 to June 30, 2010 2007-2008 WORKING BUDGET APPROVAL (JULY 1, 2007 TO MAY 20, 2008) Approval of modifications to the college’s working budget due to receipt of new grants, programs and budget changes between account codes, and the working budget increases and decreases by major account codes. 11. PAYMENT OF BILLS (Information) Payment of the District’s financial obligations. XIII. ACTION ITEMS 12. GOVERNING BOARD ELECTIONS (Resolution 2008-18) The California Education Code requires that the Board of Trustees take certain actions prior to trustee elections for members of its Board. It is recommended that the Board adopt Resolution 2008-18 that: 1) orders Governing Board member elections in Wards 3 and 4; 2) Consolidates the trustee election with the November 4, 2008 General Election; and 3) identifies certain specifics of the Election Order. 13. CURRICULUM: NEW, MODIFIED AND DELETED Title 5 requires that the Board of Trustees approve all new curriculum offered by an institution prior to being taught in the classroom. The listed courses have been approved by the college=s Curriculum Committee and Academic Senate. It is recommended that the Board of Trustees approve the list of course additions, modifications, and/or deletions to the college=s curriculum. 14. TENTATIVE BUDGET, 2008 - 2009 It is recommended that the Board of Trustees approve the 2008-09 Tentative Summary of Budgets for all funds requiring a budget and grant expenditure authority commencing July 1, 2009. 15. RESOLUTION TO PERMANENTLY TRANSFER FUNDS FROM THE HISPANIC SERVING INSTITUTION FUND (HSI) TO THE GENERAL FUND (Resolution 2008-15) It is recommended that the Board of Trustees adopt Resolution 2008-15 authorizing the permanent transfer of $30,000.00 from the Hispanic Serving Institution (HSI) Fund to the General Fund. The funds will be used in the Math Engineering Science Achievement (MESA) program. (Roll Call Vote) (Roll Call Vote) 4 Agenda - Board of Trustees Meeting, June 9, 2008 XIII. ACTION ITEMS (cont) 16. OPEN/CLOSE BANK ACCOUNT It is recommended that the Board of Trustees approve the closure of the Union Bank account number ending with 995, and approve opening a new account with Valley Business Bank for the same funds. 17. SIXTH (6th) AMENDMENT TO THE HANFORD JOINT TENANTS-INCOMMON AGREEMENT It is recommended that the Board of Trustees approve the 6th Amendment to the Joint Tenants-in-Common Agreement with the City of Hanford and the Hanford Joint Union High School District for the Hanford Joint Educational Center. 18. REIMBURSEMENT AGREEMENT FOR EXPENSES RELATED TO THE AMENDMENTS TO TENANTS-IN-COMMON AGREEMENTS NOS. 5 AND 6 (HANFORD) It is recommended that the Board of Trustees approve the City of Hanford Reimbursement Agreement for the 5th and 6th Amendments to the Joint Tenants-in-Common Agreement, effective June 9, 2008. 19. REIMBURSEMENT AGREEMENT FOR EXPENSES RELATED TO VOCATIONAL TRAINING CENTER (CITY OF HANFORD) It is recommended that the Board of Trustees approve the Reimbursement Agreement with the City of Hanford for Expenses Related to the Vocational Training Center. COS’ costs will be due to the City of Hanford on January 15, 2009. 20. ORDER OF ELECTION: GENERAL OBLIGATION BOND FOR THE COS VISALIA CAMPUS IMPROVEMENT DISTRICT NUMBER 2 OF THE COLLEGE OF THE SEQUOIAS COMMUNITY COLLEGE DISTRICT (Resolution 2008-16) It is recommended that the Board of Trustees adopt Resolution 2008-16, authorizing that the full proposition of the orders for an election of the College of the Sequoias Visalia Campus Improvement District Number 2 be placed on the November 4, 2008 ballot. 21. ORDER OF ELECTION: GENERAL OBLIGATION BOND FOR THE COS TULARE CAMPUS IMPROVEMENT DISTRICT NUMBER 3 OF THE COLLEGE OF THE SEQUOIAS COMMUNITY COLLEGE DISTRICT (Resolution 2008-17) It is recommended that the Board of Trustees adopt Resolution 2006-17, authorizing that the full proposition of the orders for an election of the College of the Sequoias Tulare Campus Improvement District Number 3 be placed on the November 4, 2008 ballot. FIRST AND SECOND READING OF BOARD POLICIES NEW/MODIFIED – TEN (10) POLICIES IN CHAPTER 4 – ACADEMIC SERVICES AND ONE (1) POLICY IN CHAPTER 7 – HUMAN RESOURCES The District is working to bring its Board Policies up to date and in compliance with current law. The majority of policies being presented tonight are from Chapter 4 – Academic Services and were presented for a first reading in January and February 2008. They were subsequently reviewed by the Academic Senate for its approval and are now being presented for a second reading. The Equivalency Policy (7211) was adopted by the Senate. It is recommended that the Board of Trustees: 1) approve the elimination of BP 4627—Print and Non-Print Course Materials; 2) review the two policies in Section 2 and forward them to the July Board meeting for adoption; 3) adopt the four updated policies in Section 3; and 4) review the four policies in Section 4 that were previously adopted and subsequently updated upon recommendation by the Senate and forward them to the July Board meeting for adoption. (First and Second Readings) IX. ADJOURNMENT The meeting with continue with a joint session with the Hanford City Council and Hanford Joint Union High School Board of Trustees at 6:30 pm.
