Exhibit A CITY OF SAN PABLO Revised: 6/03 HUMAN RESOURCE MANGEMENT SPECIALIST DEFINITION To provide staff assistance in the administration of personnel systems for the City, as part of the General Government Department. This classification provides coordination with other departments and agencies on personnel issues and performs related duties, as assigned. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the City Manager. May exercise technical and functional supervision over clerical personnel. EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following: Essential Perform with a high degree of independence in the administration of the personnel function, including wage and salary administration, benefit administration and position control. Coordinate recruitment activities, including advertising vacancies, preparation of job announcements, proctoring written examinations, arranging interviews and scheduling required pre- employment procedures. Complete job and market analyses related to maintaining equitable and competitive salary structures. Prepare and analyze job descriptions. Prepare City Council Action Forms and Resolutions relating to implementation of new salary levels and amendments to the City’s Classification plan. Process salary adjustments and changes to benefit status, mediating any disputes between employees and benefit providers. Maintain accurate, complete and up to date confidential personnel files. Participate, as assigned, in the labor negotiations process. Participate in the administration of employee development and training programs. Coordinate some aspects of the Worker’s Compensation claims procedures. Participate in the development and implementation of new systems for efficient and effective Human Resource Management Specialist CITY OF SAN PABLO Page 2 performance in all above areas. Important Perform related duties as assigned. QUALIFICATIONS Knowledge of: Principles and practices of organization review and analysis, as related to the Personnel function. Personnel administration as applied to local government, including Fair Labor Standards Act and Public Sector Personnel Law. Research techniques, sources and availability of information, and methods of report presentation. Ability to: Analyze a variety of administrative problems and make sound policy and procedural recommendations. Properly interpret and make decision in accordance with laws, regulations, policies and Memoranda of Understanding. Attain proficiency in using personal computer based software, to efficiently perform duties and responsibilities. Communicate effectively, orally and in writing. Comprehend employee problems; draw valid conclusions and make recommendations. Prepare complete and accurate reports. Establish and maintain positive working relationships with others, exercising tact and discretion. EXPERIENCE AND EDUCATION Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Human Resource Management Specialist CITY OF SAN PABLO Page 3 Experience: At least three years of relevant work experience, preferably in the Human Resource Management area. Local government is highly desirable. Education: Equivalent to a Bachelor’s degree in Business Administration, Industrial Relations, Organizational Studies or related field. Substantial work experience in the Human Resource Management area is highly desirable and may substitute for some formal educational requirements. LICENCE AND CERTIFICATE: Possession of a valid California Driver’s license PHYSICAL REQUIREMENTS: The work requires a combination of the following physical requirements depending upon a given task, on a given day: 3 to 6 hours of sitting, face-to-face or verbal contact, finger dexterity, light grasping, eye-hand coordination, conversations and telephone conversations; up to 3 hours of standing, walking, bending, crouching, stooping, twisting, turning, firm grasping, reaching forward or overhead, pinching, driving, vision accuracy (far), depth perception, field of vision, accommodation, color vision; up to 3 hours of lifting, carrying or pushing/pulling 10lbs. or less; 6 to 8 hours of vision accuracy (near).
