QUEEN ANNE’S COUNTY JOB DESCRIPTION CLASS TITLE: CHIEF ACCOUNTING OFFICER GRADE: PE-03 CLASSIFICATION CODE: Exempt EFFECTIVE DATE: November 2, 2007 DEPARTMENT: Budget and Finance Office ________________________________________________________________________ JOB SUMMARY This position functions as a member of the County’s management team by managing and directing the personnel and financial functions of the Budget and Finance Office. At the direction of the County Administrator, supervises approximately five or more subordinate professionals and clerical personnel engaged in the provision of Accounting and General Ledger functions, including Payroll and Accounts Payable, as well as Financial Reporting functions, including preparation of the County’s Comprehensive Annual Financial Report. Responsible for the overall direction, coordination, and performance evaluation of these functions. Manages these aspects of the County’s finances. This position carries out supervisory responsibilities in accordance with the County’s policies and applicable laws. Responsibilities include interviewing and recommending employees for employment; training employees; planning, assigning and directing work; evaluating employee performance; rewarding and disciplining employees; addressing complaints; and resolving problems. ESSENTIAL FUNCTIONS Establishes short and long term departmental goals. Develops plans to achieve goals and objectives. Reviews departmental performance and develops solutions to address deficiencies or non-compliance with plans. Develops and presents policy recommendations pertaining to financial issues to the County Administrator. Provides assistance to the County Administrator in the development of long-range financial plans. Supervises all Accounting and General Ledger functions of the County, including Payroll and Accounts Payable functions. Supervises all Financial Reporting functions of the County, including interaction with auditors and preparation of the County’s Comprehensive Annual Financial Report (CAFR). Provides assistance to the Chief Budget Officer and the Chief Treasury Officer in all matters relating to Accounting, General Ledger, and Financial Reporting functions. Serves as the contact for accounting issues concerning all departments and agencies of the County government. Provides assistance to inter-departmental planning efforts related to accounting issues as directed by the County Administrator. Provides cordial, responsive and accurate customer service. KNOWLEDGE, SKILLS, AND ABILITIES Extensive knowledge and skills in governmental accounting and financial analysis. Ability to maintain cooperative relationships with those contacted in the course of work activities. Skill in the operation of personal computer or analogous computer hardware and word processing, spread sheet, and application software relating to accounting, accounts payable and payroll. Ability to write clearly and cogently on a variety of subjects related to the position. Ability to learn and understand the operating issues of other departments and agencies. Ability to speak publicly and present information to the public. CERTIFICATES, LICENSES, REGISTRATIONS Must be a licensed Certified Public Accountant (CPA). Must possess a Class C Maryland Motor Vehicle Operator’s License or equivalent or have the ability to obtain such a license within thirty days of employment to position. PHYSICAL DEMANDS Typically sit at a desk or computer table. Occasionally walk, stand or stoop. Occasionally lift, carry, push, pull, or otherwise move objects weighing up to 20 pounds. Frequently use office equipment requiring an above average degree of dexterity. Possess a sufficient degree of hearing and speaking to be able to communicate with others both in person and over a telephone. Possess sufficient visual ability to effectively operate all office equipment. WORKING CONDITIONS Work is performed in an office-like setting with occasional duties in other settings. Noise level is usually moderate. EDUCATION AND EXPERIENCE Bachelor of Arts or Bachelor of Science degree in accounting, finance, business administration, public administration, or related field is required. Masters degree in any of these fields is preferred and may be used in lieu of Bachelor’s degree to fulfill education requirement. Possession of a valid license as a Certified Public Accountant is required. A minimum of six years of accounting experience, including three years’ governmental accounting, is essential, or an equivalent combination of education and experience. COMMENTS All employees must conform to all applicable policies and safety rules. This position is one within the Queen Anne’s County Civil Service System. An appointee must serve a period of twelve months probation during which he or she may be terminated without notice, cause, hearing, or right of appeal.
