Activity to Date on RFR

    RFR sent December 2, 2009 to:
     – Medullan
     – EOHHS IT
    HCQCC held two bidders’ conferences – Dec 7 and Dec 11, 2009;
     responded to several email queries to all parties
    Bid received from Medullan on Dec 18, 2009
    EHS chose to decline to bid based on resource constraints, other
     items
    Bids reviewed for HCQCC by
     – HCQCC Administrative Director Katie Barrett
     – Project Manager Sally Okoniewski
     – Technical Business/Systems Analyst John Waclawik
    HCQCC team rated proposal based on preset criteria

Overall Goals for MHCO - FY2010
1. Continue cost/quality updates for hospitals

2. Update MHCO Website with recommendations made by MHQP and
   approved by HCQCC
3. Add ambulatory care measures; ability to search by provider
   groups

             “Data loader” component given full track and staffing

             Very clear (5) milestones; tied to deliverables
     –   Staffing/Skills
             Core team identified (7 staff); explicit staffing plan
     –   Flexibility / Added Value
             Impressive lessons learned analysis
             Proposed data loading tool end-user training
     –   Process Control
             Uses key “Project Management Institute” (PMI) controls
     –   Pricing – met budget (204K); discounted price 11%
     –   Maintenance – 40 hours/month free for FY2011; 1-year warranty
   Cons:
     –   Staffing
             DBA not on staff; mitigated by Medullan’s offer to subcontract at same budget,
