Change Of Watch presents a most opportune time to take a “position fix”, determine our near and longterm destinations and chart the best course for getting there. I am pleased to report that, with the help of your VFC and Staff Officers, we have taken advantage of the opportunity. I was encouraged and impressed by the participation and enthusiasm of those Officers as we finalized our 2009 goals, discussed how we plan to achieve them and set parameters to handle the challenges we anticipate along the way. Please see John Gilshian’s recap of the January 14 meeting in this issue. One of our most immediate challenges is to shore up the Flotilla’s financial position. Although the year-end report shows cash on hand at $1663.69, after payments for dues, cost overrun on the COW dinner and a few incidental expenses, our checking account balance as of this writing is less than $100.00. At $28 our dues are among the lowest in the Division. That’s a matter for the Flotilla as a whole to consider prior to next year. In the meantime, I would not object to any member who wishes to make a voluntary contribution. You will note that our goals call for a minimum of two public course offerings (FSO-PE Bonnici has plans to exceed that number). It is imperative that we achieve this goal as we have necessary materials on hand so any revenue from the courses will go straight to the bottom line. Obviously, to be successful we must have a comprehensive Public Affairs effort. Unfortunately, our FSO-PA, Paul Barry, is very limited in his activities due to a major health problem which requires daily treatment. Let’s all keep him in our thoughts and prayers. Jack Betz and I are trying to pick up the slack, but we need someone to take over the position temporarily, perhaps permanently if Paul decides that he cannot continue.

The Spring 2009 Advanced Skills Weekend will be held March 6-8 at the USCG Training Center at Yorktown. There will be 17 course offerings to choose from, including those necessary to earn the AUXOP device. The Training Center offers free lodging to registrants. Report 0f Jan 14 , 2009 Officer’s Meeting
(These are not official minutes, but rather simply an account of the high points of the meeting.) Jim Phillips FC opened the meeting by distributing a folder to each FSO. The folders contain a directory of auxiliary and coast guard personnel as well as an outline of goals for 2009. The FC made a request that if we need to contact people up the chain of command to please keep him in the loop. New Members: Our goal for 2009 is to add at least three new members. We want to stress quality over quantity. The current lack of female members was noted. We decided that prospective female members should be assured that we are not an old boys club, and that they will be welcomed as members to this flotilla. Member Education: Bob Flanagan FSO-MT reports that we have a large enrollment in the current navigation course. Crew classes are ongoing, as are re-qualifications. The goal is to have these personnel ready by the start of patrol season. Bob raised the suggestion that we might want to increase the annual dues as a way of providing additional money for future courses. Training and qualification of new crew and coxswains is seen as a priority.
FSO-MT Flanagan is once again off and running as eighteen members of 04 and 05 are enrolled in the Navigation A course. He has plans to offer several new and refresher courses during the year. District is offering a selection of seventeen courses at TRACEN Yorktown March 6 - 8. I urge everyone to consider attending. Lodging is free, food at the dining facility is plentiful and inexpensive, and it is a great opportunity to interact with fellow Auxiliarists from other areas while learning. My compliments to Dick Fontaine on being named Auxiliarist Of The Year and Bill Neilson for arranging an outstanding tour of the Elizabeth City Air Station. I look forward to working with each member and again thank you for giving me the opportunity to do so.

Elizabeth City USCG Air Station Visit
On Saturday, 17 January, eleven members of the 20-05 Flotilla visited the USCG Air Station in Elizabeth City. Our tour guide was LTJG Tom Huntley, an HH 60 Jayhawk helicopter pilot. Lt. Huntley gave our group an “up close and personal” view of aircraft and equipment. We were present when two crews prepared to fly to Washington, DC to cover the inauguration. With earplugs firmly in place, we stood on the ready line, as the turbines were spooling up. After the helicopters, we moved into a hanger that housed the C-130 J Aircraft. We climbed aboard and a ground personnel member lit up all the instruments in the glass cockpit for us. In spite of a long day driving, this trip was exceptional. FIFTH DISTRICT (SR) ADVANCED SKILLS WEEKEND SPRING 2009 INFORMATION & REGISTRATION The Spring 2009 Fifth District (SR) Advanced Skills Weekend (ASW) will convene on the weekend of 06 – 08 March 2009 at the U.S. Coast Guard Training Center (TRACEN) Yorktown, VA. Location and driving information is included below. COURSES: This Spring 2009 ASW session will offer (17) courses: ***REGISTRATION DEADLINE IS February 16, 2009*** Specialty Courses: (Completion of all Specialty Courses entitles member to wear AUXOP device.) Communications (AUXCOM): Provides administrative, technical and operational foundations in VHF-FM and Single Sideband marine radio systems, and policies governing operation of Government stations. Graduates especially desired for watchstanding at Coast Guard units. Friday 1900 Saturday 0830 Navigation Part A (AUXNAV A) AUXNAV A covers theoretical part of course and teaches principals and techniques for determining vessel location and direction by applying basic disciplines of dead reckoning, piloting, and electronic navigation. FRIDAY 1900 thru Sunday Navigation Part B (AUXNAV B): AUXNAV B uses hypothetical cruise problem to teach and refine practical application of navigation techniques and builds on NAV A. FRIDAY 1900 thru Sunday Search & Rescue Coordination and Execution (AUXSCE): NOTE: This course replaces AUXSAR course. The AUXSCE course is four days long and will be taught on two consecutive weekends beginning 0800 Saturday 28February and Sunday 01 March and the following weekend, 1900 Friday 6 MARCH, 0800 Saturday 7 MARCH and Sunday 8 MARCH. Refer Questions to Joe Riley jcriley@vabb.com . This course was developed by the National SAR School at TRACEN Yorktown and is based on the regular USCG SAR Coordination & Execution course. It teaches the latest USCG SAR systems and procedures and the Auxiliary’s probable roles. Auxiliarists registering for this course should have completed AUXNAV A & B. Materials for this class can only be ordered by AUXSC&E Instructor. Please check your Division for instructor. Please order materials early to prepare for class. Seamanship (AUXSEA): Teaches extensive knowledge of vessels and their propulsion systems as well as detailed information on how vessels are constructed, founded and operated. Graduate will understand how vessel must be handled in normal and heavy weather, how to approach distress situations, how to anchor properly and how to get underway, and will know duties and manners related to vessel operation. Friday 1900, Saturday 0830 Weather (AUXWEA): Provides a comprehensive knowledge of weather processes and effects, especially those of danger to mariners such as thunderstorms, squall lines, fog, tornadoes, hurricanes and other severe phenomena. Also teaches forecasting techniques and how to avoid hazardous weather. Friday 1900 to Sunday Marine Safety Courses: MS courses provide theoretical knowledge; a Personal Qualification Standard (PQS) must be passed to be rated a specialist in each category. Marine Safety Administration (AUX-MSAM): Teaches minimum competencies to assist qualifying in Marine Safety Administration tasks. Saturday 0830Auxiliary Uninspected Passenger Vessel: (AUX-UPV): Teaches minimum competencies to complete an Examination of an Uninspected Passenger Vessel, and completion of appropriate paperwork. Saturday 0830 Initial Introduction To Marine Safety/Introduction To Marine Safety and Environmental Protection (IIMS/IMSEP): IIMS provides comprehensive overview of Marine Safety programs, missions, legal authorities. IMSEP is designed to introduce Coast Guard members to the marine safety organization, history, missions, functions and programs of the US Coast Guard. Saturday 0830 Other Courses: Aids To Navigation Refresher Course (AUX-ATON): This will be a refresher of ATON Verifier. This will cover the requirements for those who did not achieve the needed hours of patrol in the past year. FRIDAY 1900 ATON Verifier Course: Assists the Member in determining if ATONs are in proper location, good physical condition, and functioning properly and, if not, how to report nonfunctional ATONs. Saturday 0830 Advanced- Food Services Specialist Refresher Course (AUX-CHEF): Advanced AUX-CHEF is a recertification of members in food sanitation and update of skills, involving more in depth, and challenging skills. This course is for members who have completed AUX-CHEF. Saturday 0830 CPR/First Aid: American Health and Safety combined classes of Basic First Aid and Adult CPR. This course has a $13.00 +/- 1.50 cost for books and card, cash. This class is hands on and will require participants to physically perform CPR on mannequins. Saturday 0830 Partner Visitor: The Recreational Boating Safety Visitation Program course is
designed to prepare the student to conduct Recreational Boating Safety visits as a PV. The course will cover the RBSPV material, planning, scheduling, procedures, logistics and reports. The written test will available at the end of the course. With registration study material will be sent to the student in advance.
Saturday 0830 **ICS 210: This is the required ICS for Coxswain, MS, Pilots, Aircrew- open to all members. Friday 1830, Sat. 0900, Sun. 0930. Vessel Examiner Courses: This course will provide the Member with the basic knowledge to complete VSC Exams and written testing. Saturday 0830 Working with EXCEL and AUXINFO Reports: This seminar course will help Auxiliary Officers and Members work with AUXINFO to pull down reports in EXCEL format. Saturday 0830 ASSEMBLY: There will be no Saturday assembly. Student will report to classrooms at 0830. **SCHEDULING**: A student may take one or more courses. Student may take a Friday evening and Saturday course if courses do not overlap. BERTHING WILL NOT BE REQUESTED FOR ICS OR FRIDAY ONLY COURSES.

IMPORTANT ASW COURSE INFORMATION FOR STUDENTS: It is very important that students realize: 1. For applicable courses, students must complete a self study of the course material, to include completing the practice problems in the study guides or workbooks before coming to TRACEN Yorktown. 2. The ASW weekend, being time constrained, is a comprehensive review of the course material presented by expert instructors, followed immediately by the standard Auxiliary or USCG course examination, where applicable. 3. By taking the course exam during the ASW weekend, students will know immediately or within a few days if they pass or fail. DIRECTIONS TO TRACEN YORKTOWN: From Interstate 64 (I-64) north or south, take the Fort Eustis Blvd. (VA Primary Road 105) exit east towards Yorktown (away from Ft. Eustis) to US 17; at the traffic lighted intersection with US 17, turn left (north) on US 17 towards Yorktown; go approximately half a mile to the traffic lighted “Y” intersection with secondary road 704; turn right on to secondary road 704 and take it until it dead ends into VA Primary Road 238 in the Yorktown Battlefield National Park; turn right on to VA Primary Road 238 and take it to the main gate of TRACEN Yorktown; if unfamiliar with TRACEN Yorktown, get instructions from the security guard at the gate to get to Cain Hall (berthing), Hamilton Hall (classrooms), etc..

The military salute is a traditional way of expressing professional courtesy to other persons in uniform, as well as saluting the United States flag. As Auxiliary insignia are readily confused with active duty USCG officer insignia, an Auxiliarist may be saluted by active duty or reserve US Coast Guard personnel. The correct response is to return the salute. Also, be mindful that hats are not worn indoors on military installations, but must be worn when outdoors. Be sure to bring the appropriate hat with your uniform. SAFETY: Please allow adequate time for travel to and from TRACEN Yorktown. Friday afternoon traffic on I64 and adjacent highways are particularly hazardous. The road approach to TRACEN Yorktown takes a driver through the Yorktown National Battlefield Park. Be especially alert for deer which freely roam throughout the area. Watch out for park visitors either on foot or driving their cars on park sightseeing tour roads which cross the paved roads at various locations. While on the TRACEN installation, be sure to observe speed limits, parking limits and one way signs, and watch for pedestrian traffic. REGISTRATION: To register for any ASW course, complete the attached registration form by following these instructions: PLEASE PRINT LEGIBLY- DEADLINE 16FEB09 1. In Part 1 on the registration form fill in all personal identification and location information spaces. Note that the Employee ID # is not your Social Security Account Number; it is the seven digit number used to identify you in Coast Guard records.
