                                Debt Management & Credit Analysis Division

The Virginia Resources Authority (VRA) provides innovative and sustainable solutions to build vibrant and
healthy Virginia communities by meeting the infrastructure financing needs of localities and governmental
authorities of the Commonwealth. As the state’s municipal bond bank, VRA has financed nearly $5 billion for
infrastructure projects across the Commonwealth over its 25-year history, $1 billion of which was funded in the
past 12 months. VRA’s essential functions include Technical Assistance, Risk Management, Bond and Loan
Structuring, Portfolio Management and Policy Alignment. VRA is seeking a skilled professional to fill a lead
role in the Debt Management and Credit Analysis Division. This division performs the credit analysis and
research required to structure and close loans and bonds, as one component of the VRA’s integrated financial
support system, to produce sustainable solutions that meet community needs. This position requires the
successful candidate to:

•   Perform in a lead role responsible for analyzing municipal credits and making recommendations to VRA’s
    Credit Committee regarding loan authorization and security based on advanced data collection, analysis,
    forecasting cash flow projections and performance of stress tests
•   Assemble financial, technical and other data essential to VRA credit analysis activities, and apply research,
    analytical and reporting skills to assess the financial position of applicants for VRA’s financing programs
•   Work directly with debt issuers to acquire information necessary to evaluate the credit, discuss Credit
    Committee’s decisions and coordinate the loan closing process
•   Research public finance criteria used by bond rating agencies to develop, interpret and evaluate the VRA
    credit and compliance policies and procedures in relation to industry benchmarks
•   Research, develop and implement opportunities identified by management to enhance the VRA’s product
    offerings including financial modeling to determine program strengths and weaknesses
•   Structure loans and bonds to meet program and project objectives

The successful candidate will be prepared to make an immediate contribution. Specific qualifications include:

•   MSF, MAC, MBA, MPA, MPP or related field and 10 years experience in municipal finance or related
    field, or the equivalent
•   Possession of research, analytical and reporting skills and familiarity with municipal credit analysis
    methodology and standards essential for a lead role in VRA municipal credit analysis activities
•   Rating agency experience and/or experience in analyzing Virginia municipal credits are significant pluses
•   Thorough knowledge of credit analysis, debt management, risk management, quantitative analysis and
    principles and practices of municipal financing
•   Ability to read and interpret audited financial statements, policy manuals, bond transcripts, engineering
    reports, budgets, rate schedules, appraisal reports and regulatory materials
•   Problem solving skills and ability to organize, multi-task and meet deadlines
•   Customer service orientation and ability to establish and maintain effective working relationships with
    internal and external senior officials, professionals and the public
•   Ability to analyze and evaluate complex financial systems and prepare complex financial reports
•   Ability to communicate technical ideas effectively, both orally and in writing
