Data review of the above referenced SDG K0706239 was performed according to the following guidelines:

        §   Test Methods for Evaluating Solid Waste, Physical/Chemical Methods, USEPA SW-846, 6th
            Edition, November 2004.

        §   Contract Laboratory Program National Functional Guidelines for Organic Data Review USEPA
            (1999).

        §   Contract Laboratory Program National Functional Guidelines for Inorganics Data Review, USEPA
            (2004c).

        §   Quality Assurance Project Plan (QAPP) - Former Georgia-Pacific Wood Products Facility, Fort
            Bragg, CA (September 2007).


Sample Receipt

        As noted on the chain of custody (C-O-C) record, thirteen sediment samples in SDG K0706239 were
        collected by Arcadis BBL on July 17, 2007 and received for analysis at Columbia Analytical Services
        in Kelso, WA on July 18, 2007. The samples were received cold and intact. The sample matrix was
        noted as “soil” on the C-O-C for the sediment samples. The laboratory logged in the samples as

     sediment samples and the data was not impacted. There were no other issues noted in the laboratory
     receipt checklist or in the C-O-C records.

General Comments

     The data were reviewed for the following quality control (QC) parameters: holding times, blanks,
     laboratory control samples (LCS/LCSD), matrix spikes/matrix spike duplicates (MS/MSD), surrogate
     recoveries, and a comparison of laboratory reporting limits (RLs) versus the contract required
     quantitation limits (CRQLs). Field QC samples were not collected with this SDG. The following
     paragraphs summarize each reviewed item. Please see the attached Qualified Results Table for a
     summary of the analytical results that were qualified.


Diesel and Residual Range Organics (EPA 8015B)

     a) Holding Times – The technical holding times were met for the project samples.

     b) Blanks – Hydrocarbon range C10-C24 was detected below the reporting limit (RL) in the laboratory
        method blank. C10-C24 was also detected below the RL in the associated samples and therefore
        the results are qualified as non-detected “U” at the reporting limit.

     c) Laboratory Control Samples – QC acceptance criteria were met for the laboratory control samples
        associated with the project samples.

     d) Matrix Spike/Matrix Spike Duplicate – QC acceptance criteria were met for the matrix spike and
        matrix spike duplicate samples.

     e) Surrogate Recoveries – The surrogate recoveries were within the QC acceptance control limits.

     f)   Contract Required Quantitation Limits – The laboratory reporting limits of 26 to 32 mg/Kg,
          exceeded the practical quantitation limit (PQL) of 25 mg/Kg as specified in the project QAPP. The
          laboratory method detection limit (MDL) met project PQL.


Semivolatile Organic Compounds (EPA 8270C)

     g) Holding Times – The technical holding times were met for all samples.

     h) Blanks – Target compounds, Phenol, Benzyl Alcohol and 2-Methylphenol were detected below the
        RL in the laboratory method blank. Phenol and Benzyl Alcohol were also detected in the

          associated samples below the RL and therefore, these results are qualified as non-detected “U” at
          the RL. Di-n-butyl-Phthalate was detected above the RL in the laboratory method blank at 17
          µg/Kg. All positive results for Di-n-butyl-Phthalate are flagged with a qualifier “B” to indicate the
          compound was found above the RL in a associated blank. Di-n-butyl-Phthalate was detected in
          the associated samples less then ten times the amount (170 µg/Kg) observed in the blank,
          therefore, the results are further qualified as non-detected “U” at the detected concentration.

     i)   Laboratory Control Samples – QC acceptance criteria were met for the laboratory control samples
          associated with the project samples. The exception in the laboratory narrative was reviewed and
          determined that there was no impact to the reported data. The exception was accepted with no
          further comment.

     j)   Matrix Spike/Matrix Spike Duplicate – Target compound 2-Chlorophenol was recovered over the
          upper control limit by 1 percent in the matrix spike sample SP-4.1 Sed-1B 0-0.5MS. This
          compound was not detected in the associated samples, no further action is required.

     k) Surrogate Recoveries – All surrogate recoveries were within the QC acceptance control limits.

     l)   Contract Required Quantitation Limits – The laboratory reporting limits met the PQLs as specified
          in the project QAPP.

Polycyclic Aromatic Hydrocarbons (PAHs) (EPA 8270C-SIM)

     m) Holding Times – The technical holding times were met for all samples.

     n) Blanks – Target compounds were not detected in the laboratory method blank.

     o) Laboratory Control Samples – QC acceptance criteria were met for the laboratory control samples
        associated with the project samples.

     p) Matrix Spike/Matrix Spike Duplicate – QC acceptance criteria were met for the matrix spike and
        matrix spike duplicate samples.

     q) Surrogate Recoveries – All surrogate recoveries were within the QC acceptance control limits.

     r)   Contract Required Quantitation Limits – The laboratory reporting limits met the PQLs as specified
          in the project QAPP.

Total Metals (EPA 6020 and EPA 7471A)

     s) Holding Times – The technical holding times were met for the project samples.

     t)   Blanks – Target metals Barium, Chromium, Copper, Lead, Molybdenum, Silver and Zinc were
          detected below the RL in the laboratory method blank. These metals with the exception of Silver
          were detected above the RL in the associated samples and therefore, further action is not
          required. However, Silver was detected below the RL in three associated samples, these results
          are qualified as non-detected “U” at the RL.

     u) Serial Dilution – The serial dilution analyses met the QC acceptance criteria associated with the
        project samples.

     v) Laboratory Control Samples – QC acceptance criteria were met for the laboratory control samples
        associated with the project samples. The review also included spike samples, post spike samples
        and laboratory duplicate samples.

     w) Matrix Spike/Matrix Spike Duplicate – The percent recovery of Chromium and Vanadium
        exceeded the upper control limit in the matrix spike sample K0706428-001S. The parent sample
        is not a project sample, therefore, qualification of data was not possible. The LCS data was
        acceptable indicating laboratory performance was in control, further action is not warranted.

     x) Contract Required Quantitation Limits – The laboratory reporting limits met the PQLs as specified
        in the project QAPP with the exception of Selenium. The RL for Selenium was at 1.1 to 1.2 mg/Kg
        and the MDL was at 0.3 mg/Kg, in which both exceeded the project PQL of 0.05 mg/Kg.


Polychlorinated Biphenyl (PCB) Congeners (EPA 8082)

     y) Holding Times – The technical analytical hold time was met for the samples.

     z) Blanks – Target compounds were not detected in the laboratory method blank.

     aa) Laboratory Control Samples – Target PCB187 was recovered above the upper control limit in LCS
         sample KWG0708043-3. PCB187 was not detected in the associated samples, further action is
         not required.

     bb) Matrix Spike/Matrix Spike Duplicate – QC acceptance criteria were met for the matrix spike and
         matrix spike duplicate samples.

     cc) Surrogate Recoveries – All surrogate recoveries were within the QC acceptance control limits.

     dd) Contract Required Quantitation Limits – The laboratory reporting limits met the PQLs as specified
         in the project QAPP

General Chemistry – Total Organic Carbon (TOC) by Walkley-Black and Grain-size by ASTM D422

          i)    Holding Times – The technical analytical hold time was met for the project samples. There
                were no holding time criteria for the grain-size analysis.

          ii)   Blanks – Target compounds were not detected in the laboratory method blank (TOC only).

          iii) Laboratory Control Samples – QC acceptance criteria were met for the laboratory control
               sample and laboratory duplicate sample associated with TOC and grain-size analysis.

          iv) Matrix Spike/Matrix Spike Duplicate – Not applicable for TOC and grain-size analysis.

          v) Surrogate Recoveries – Not applicable for TOC and grain-size analyses.

          vi) Contract Required Quantitation Limits – The laboratory reporting limit of 0.1 to 0.2 %
              exceeded the practical quantitation limit (PQL) of 0.05 % as specified in the project QAPP.

Summary

     Other than those discussed above, quality control criteria were met and the data are considered
     acceptable. Estimated sample results (J) are usable for qualitative purposes, and limited quantitative
     purposes. Based upon the data review, all other results are considered valid and usable for the
     intended purposes.

Results Qualification

     This data review has identified aspects of the analytical data that required qualification. A summary of
     qualified data is presented in the Qualified Results Table at the end of this report.

     Validation qualifier identifications are listed in the table below. The definitions provide brief
     explanations of the national qualifiers assigned to results in the data review process as stated in the
     USEPA's Contract Laboratory Program National Functional Guidelines for Data Review. If additional
     qualifiers are needed, a complete explanation of those qualifiers should accompany the data review.

              The analyte was analyzed for, but was not detected above the level of the adjusted Contract

Sample Receipt

        The (eleven sediment) samples in SDG 4524 were received on July 3, 2007 by Frontier Analytical
        Laboratory. The samples were received cold and intact. The sample matrix was noted as “soil” on
        the C-O-C for the sediment samples. The laboratory logged in the samples as soil samples and the
        data was not impacted. There were no issues noted in the laboratory receipt checklist or in the chain-
        of-custody records. The samples are identified in the attached Sample Summary Table.

General Comments

    The data were reviewed for the following quality control (QC) parameters, as appropriate: holding
    times, blanks, laboratory control samples (LCS/LCSD), matrix spikes/matrix spike duplicates
    (MS/MSD), surrogate recoveries, and contract required quantitation limits (CRQLs) or practical
    quantitation limits (PQLs). In addition, evaluation of all calibration summary information, internal
    standards (IS), verification of analyte identification, and results calculations for at least 10 percent of
    the data was performed, as specified in the project QAPP. The following paragraphs summarize each
    reviewed item.

Dioxins/Furans (EPA 8290)

    a) Holding Times – The technical holding times were met for the project samples.

    b) Blanks – Target analytes were not detected in the laboratory method blank.

    c) Laboratory Control Sample – QC acceptance criteria were met for the laboratory control sample.

    d) Matrix Spike/Matrix Spike Duplicate/Laboratory Duplicate – A laboratory duplicate or MS/MSD
       analysis was not performed.

    e) Internal Standard/Surrogate Recoveries – All internal standard/surrogate recoveries were within
       the QC control limits with the exception of internal standard 13C-1,2,3,4,7,8,9-HpCDF. The IS
       recovery exceeded the upper control limit by 3 percent, however, the corresponding targeted
       Furans were not detected in the sample, therefore, further action is not warranted.

    f)   Contract Required Quantitation Limits – The laboratory met the PQLs as specified in the project
         QAPP. Sample results were reported on a dry-weight basis.

    g) Instrument Performance, Tuning, and Calibration – Pre- and post-analysis mass and column
       resolution checks met the QC acceptance criteria. Tuning and calibration frequency and
       verification criteria met the method requirements. All mass ratio and signal-to-noise performance
       checks were within the control limits.

    h) Analyte Identification and Calculation Verification – At least 10 percent of the dataset was
       reviewed for proper identification of target analytes and quantification of results. The reviewed
       data met the QC acceptance criteria in accordance with the analytical requirements and the
       project QAPP, and no calculation or transcription errors were discovered.

    i)       Other – The result for total Tetrachlorodibenzofurans (TCDF) in sample SO N Sed 1B-0-0.5 was
             qualified as "J,M" by the laboratory indicating that the “total” result was detected below the
             calibration range and it is at the maximum possible concentration due to unspecified reasons.
             The ion chromatograph was reviewed and the TCDF isomer identified in the sample did not meet
             the ion abundance ratio criteria. Therefore, the total TCDF result in sample SO N Sed 1B-0-0.5 is
             qualified as estimated “J”.

Summary

    Quality control criteria and project data quality objectives were met and the data are considered
    acceptable. Based upon the data review, the results are considered valid and usable for the intended
    purposes.

Results Qualification

    Validation qualifier identifications are listed in the table below. The definitions provide brief
    explanations of the national qualifiers assigned to results in the data review process as stated in the
    USEPA's Contract Laboratory Program National Functional Guidelines for Data Review. If additional
    qualifiers are needed, a complete explanation of those qualifiers should accompany the data review.

Sample Receipt

     As noted on the chain of custody (COC) records, samples in SDGs K0705835, K0705837, K0707043,
     and K0708735 were collected by ARCADIS BBL on July 2-3 and August 8, 2007 and received at
     Columbia Analytical Services (CAS) in Kelso, WA on July 6 and August 9, 2007. Both sets of samples
     were received cold, on ice, and intact. The samples reported in SDG K0708735 consisted of the PCB
     congener analysis of the samples from SDG K0707043. No issues were noted in the laboratory
     receipt checklists or in the COC records. All analyses requested by ARCADIS BBL and the results
     reported by the laboratory were confirmed to be what were intended. The samples reviewed in these
     SDGs and the analyses performed are identified in the attached Sample Summary Table.


General Comments

     The data were reviewed for the following quality control (QC) parameters: holding times, blanks,
     laboratory control samples (LCS/LCSDs), matrix spikes/matrix spike duplicates (MS/MSDs), surrogate
     recoveries, and a comparison of laboratory reporting limits (RLs) versus the contract required
     quantitation limits (CRQLs). Field QC samples were not collected. Soil sample results were reported
     on a dry-weight basis and the RLs have been adjusted accordingly. The following paragraphs
     summarize each reviewed QC parameter for each analysis. Please see the attached Qualified Results
     Table for a summary of the analytical results that were qualified.


Total Extractable Petroleum Hydrocarbons (TPH-DRO, TPH-RRO) (EPA Method 8015B)

     a) Holding Times – The technical holding times were met for all samples.

     b) Blanks – C10-C24 diesel range organics (DRO) and C24-C36 residual range organics (RRO) were
        detected below the RLs in the laboratory method blanks and in the equipment rinsate blank
        (sample ER-070307). The corresponding results in the associated samples which were detected
        below the RLs have been qualified as undetected ("U").

     c) Laboratory Control Samples – The QC acceptance criteria were met in the laboratory control
        sample analyses.

     d) Matrix Spike/Matrix Spike Duplicate – The QC acceptance criteria were met in the matrix spike
        and matrix spike duplicate analyses.

     e) Surrogate Recoveries – Surrogate recoveries were within the QC acceptance control limits.

     f)   Contract Required Quantitation Limits – The laboratory adhered to the CRQLs.

     g) Other – Silica gel cleanup was performed on the sample extracts prior to analysis.

SemiVolatile Organic Compounds (SVOCs) (EPA Method 8270C)

     h) Holding Times – The technical analytical hold time was met for all samples.

     i)   Blanks – Phenol was detected below the RL and di-n-butyl phthalate was detected above the RL
          in the laboratory method blanks. Phenol, benzyl alcohol, diethyl phthalate, and bis(2-ethylhexyl)
          phthalate were detected below the RLs and di-n-butyl phthalate was detected above the RL in the
          equipment rinsate blank (ER-070307). The corresponding analytes that were detected below the
          RLs in the associated samples have had those results qualified as undetected ("U") at the RL. Di-
          n-butyl phthalate has been qualified as undetected ("U") at the reported concentrations in the
          samples since those results were all within a factor of ten of the blank concentrations, as per the
          National Functional Guidelines.

     j)   Laboratory Control Samples – Most analytes met the QC acceptance criteria for the laboratory
          control samples. The relative percent differences (RPDs) between the LCS and LCSD benzoic
          acid results in SDG K0705837, and between the LCS and LCSD 2,4-dimethylphenol results in
          SDG K0707043 exceeded the control limit. The recovery of benzoic acid was below the lower
          control limit in the LCS and LCSD is SDG K0707043. Since these analytes were not detected in
          any of the samples, no data was qualified.

     k) Matrix Spike/Matrix Spike Duplicate – The QC acceptance criteria were met in the matrix spike
        and matrix spike duplicate analyses.

     l)   Surrogate Recoveries – In SDG K0705835, the recoveries of four of the six surrogates were
          below the lower control limits in the method blank analysis. This indicates a compromised ability to
          detect laboratory contamination. Sample surrogate recoveries were within the QC limits (with one
          exception) and no analyte (excluding those qualified in section i, above) was detected in the
          associated samples above the RL, so no data was qualified. The recoveries of surrogates
          nitrobenzene-d5 and 2-fluorobiphenyl were below the lower control limits in the analysis of sample
          REF SED-2A-0.5-1.75. The laboratory re-extracted the sample (27 days after the extraction hold
          time). The re-extracted sample results met the surrogate QC acceptance limits and also yielded
          target compound results that were similar to the initial analysis. Therefore, the laboratory reported
          the initial analytical results, and no data required qualification.

          In SDG K0705837, The recovery of surrogate nitrobenzene-d5 was below the lower control limit in
          the method blank analysis. Sample surrogate recoveries were within the QC limits and no analyte
          (excluding those qualified in section i, above) was detected in the associated samples above the
          RL, so no data was qualified.

     m) Contract Required Quantitation Limits – The laboratory met the CRQLs.

     n) Other – The laboratory noted in the case narratives a few minor variances in the calibrations for a
        few target compounds. Since these analytes met the minimum response criterion and were not
        detected above the RLs in the associated samples, no results were qualified.

          The target analyte 4-chloroaniline was reported as detected below the RL in sample Bay SED1-0-
          0.5. The mass spectrum in the sample did not match the standard spectrum very well and, since
          the presence of this analyte in the sample is unlikely, it has been qualified as non-detected ("U")
          at the reporting limit.


Polynuclear Aromatic Hydrocarbons (PAHs) by GC/MS (EPA Method 8270C-SIM)

     o) Holding Times – The technical holding times were met for all samples.

     p) Blanks – Naphthalene and indeno(1,2,3-cd)pyrene were detected below the RLs in one or more of
        the laboratory method blanks. All but three of the target compounds were detected below the RLs
        in the equipment rinsate blank (ER-070307). The corresponding analytes in the associated
        sampls which were also detected below the RLs have been qualified as undetected ("U").

     q) Laboratory Control Samples – The QC acceptance criteria were met in the laboratory control
        sample analyses.

     r)   Matrix Spike/Matrix Spike Duplicate – The QC acceptance criteria were met in the matrix spike
          and matrix spike duplicate sample analyses.

     s) Surrogate Recoveries – Surrogate recoveries were within the QC acceptance control limits.

     t)   Contract Required Quantitation Limits – The laboratory met the CRQLs.


Polychlorinated Biphenyl Congeners (PCBs) (EPA Method 8082)

     u) Holding Times – The technical holding times were met for all samples except for those in SDG
        K0708735, which were extracted 41 days past the 14 day hold time. Since the samples were
        stored properly, and because of the persistent nature of PCBs, it is unlikely that there was
        sufficient change in the samples to warrant qualification.

     v) Blanks – No target compounds were detected in the laboratory method blanks.

     w) Laboratory Control Samples – The QC acceptance criteria were met in the laboratory control
        sample analyses.

     x) Matrix Spike/Matrix Spike Duplicate – The QC acceptance criteria were met in the matrix spike
        and matrix spike duplicate sample analyses.

     y) Surrogate Recoveries – Surrogate recoveries were within the QC acceptance control limits.

     z) Contract Required Quantitation Limits – The laboratory's RLs met the CRQLs. Elevated detection
        limits were reported for a few congeners in some samples due to sample matrix interference. The
        laboratory also reported non-target background chromatographic interference preventing
        adequate resolution for congeners BZ#8, BZ#28 and BZ#5 in the equipment rinsate blank (ER-
        070307), resulting in elevated reporting limits for these analytes. Congener BZ#5 was not reported
        and BZ#28 was not detected in any sample. Congener BZ#28 was detected in samples Pond 6
        Sed-1B-0-0.5, Pond 8 Sed-1A-0.5-0.75, and SO S Sed-1B-0-0.5. Since these results may also
        have experienced chromatographic interference, they have been qualified as estimated ("J").

     aa) Other – As noted in the case narratives, there were variances in the calibrations for some of the
         congeners. The minimum response and average drift criteria met the method requirements, so no
         sample results were impacted. The RPD between the primary and confirmation column
         quantitations exceeded the control limit in the result BZ #8 detected in sample Pond 8 Sed-1A-
         0.5-0.75, which indicates sample matrix interference. The laboratory reported the higher value and
         flagged the result with "P" and the result should be considered an estimated value ("J").


Metals (EPA Methods 6020, 7470A, 7471A)

     bb) Holding Times – The technical holding times were met for all samples.

     cc) Blanks – The laboratory method blanks had a few targeted metals detected below the RLs. The
         equipment rinsate blank (ER-070307) had a number of analytes detected above and below the
         RLs. The corresponding analytes which were detected below the RLs in the associated samples
         were qualified as undetected ("U") at the reporting limit. Those analytes which were detected
         above the RLs in the equipment blank were detected in the samples at much greater levels, so no
         cross-contamination problem is evident and no other results were qualified.

     dd) Serial Dilution – The serial dilution analyses in SDG K0707043 exceeded the control limits for
         arsenic, copper, nickel, and zinc, which indicates interference by the sample matrix in the
         undiluted analysis. Since the parent sample was not a project sample, no data was qualified.

     ee) Laboratory Control Samples – The QC acceptance criteria were met in the laboratory control
         sample analyses.

     ff) Matrix Spike/Analytical Spike Samples – The recoveries of molybdenum and nickel were below
         the lower control limits in the matrix spike analysis in SDG K0707043. The LCS recoveries were

           within the QC limits, indicating that the problem was due to sample matrix interference. Since the
           parent sample was not a project sample, no data was qualified.

     gg) Laboratory Duplicate – The laboratory duplicate results met the QC acceptance criterion except
         for lead and molybdenum in sample REF SED-1A-0-0.5. Since the similarity between samples is
         unknown, these analytes were qualified as estimated ("J") in just the parent sample.

     hh) Contract Required Quantitation Limits – The laboratory adhered to the CRQLs for most of the
         target analytes. The soil reporting limits for copper, lead, and selenium were nominally 0.20, 0.20,
         and 1.0 mg/kg while the CRQLs are 0.1, 0.05, and 0.05 mg/kg (respectively). However, the
         CRQLs were met for copper and lead in SDG K0707043. Copper and lead were detected in all
         samples, so the CRQL exceedance is irrelevant. All non-detected (ND) results for selenium are
         impacted.


Grain Size, Total Solids, Total Organic Carbon (TOC) (ASTM Method D422, EPA Method 160.3,
ASA/SSSA Walkley-Black Method)

     ii)   Holding Times – The technical holding times were met for all samples.

     jj)   Blanks – No target compounds were detected in the laboratory method blanks.

     kk) Laboratory Control Sample – The QC acceptance criteria were met in the laboratory control
         sample analyses.

     ll)   Laboratory Duplicate – The QC acceptance criterion was met in the laboratory duplicate sample
           analyses.

     mm) Contract Required Quantitation Limits – The laboratory met the CRQLs. Sample results were
       reported on a dry-weight basis.


Summary

     Other than those discussed above, quality control criteria were met and the data are considered
     acceptable. Estimated sample results ("J") are usable for qualitative purposes, and limited quantitative
     purposes. Based upon the data review, all other results are considered valid and usable for qualitative
     and quantitative purposes.
