CATHERINE The Spectrum Management Authority invites sealed bids from eligible bidders to supply and install CCTV systems at remote telecommunications sites in Kingston and St. Catherine. The CCTV system will include the remote monitoring and recording of events at Telecommunications sites. Firms wishing to have their bids considered must be registered with the National Contracts Commission (NCC) and submit a valid Tax Compliance Certificate (TCC) with their proposal. Firms without a valid TCC will be rejected. Submission of Tenders/Bids: Completed proposals and appropriate copies are to be submitted in sealed envelopes clearly marked TENDER FOR CLOSED CIRCUIT TELEVISION SYSTEM. Prospective suppliers should submit their proposals to the SMA on or before July 14, 2008 addressed to: The Chairman, Procurement Committee Spectrum Management Authority 2nd Floor VMBS Building 53 Knutsford Boulevard Kingston 5 Any proposal received after the closing time for submission of proposals shall be returned unopened. 3 of 12 1.0 INTRODUCTION The radio frequency spectrum is a limited natural resource and of strategic importance to Jamaica. Like most other developing countries Jamaica has embraced the world-wide revolution in Telecommunications and is currently experiencing its major impact on its economy. This is quite evident with the rapid growth in the customer-base of the second provider of mobile cellular service to the island since its launch in 2001. With the rapid growth anticipated in the sector, the Spectrum Management Authority (SMA) was established by the Telecommunications Act, 2000. Recent developments in communications have stretched the capacity of radio spectrum to the limit. Radio systems operators including emergency services all depend on the allocation and management of the radio communication for their effectiveness. As the global expectations of radio-based services increase, pressures on the finite resources of our radio spectrum create both new challenges and opportunities. To fully support the spectrum management processes the SMA acquired an Automated Spectrum Management System (ASMS) and commissioned Remote Monitoring and Directional Finding Sites (RMDFS). These sites are located in Planters Hall St. Catherine and on top of the Oceana building in Kingston. Based on the value of the equipment and the function of the sites ; the Managing Director instructed the Enforcement Manager to invite proposals for the supply and installation of an appropriate Closed Circuit Television (CCTV) surveillance system that would electronically monitor/record these sites. 2.0 2.1 MINIMUM REQUIREMENTS CCTV CAMERAS The cameras must be digital imagery high-resolution colour PTZ outdoor flush mount dome camera with no less than 22x optical zoom. The resolution must be no less than 480 TV lines, with built in hi-speed (400/sec) pan/tilt assembly, IR lens and anti reflection technology. 2.2 CCTV DVR The DVR shall be compatible with Windows XP/Vista Operating systems with hard drive capacity of no less than 300G, with a built in multiplexer of 8 input minimum, CD-RW /DVD / external HDD and must have software for remote viewing of the DVR utilizing web browsing software. 4 of 12 2.3 CCTV POWER SUPPLY Description • • • • The power supply shall be multi output no less than 8 outputs per channel with individual fuse. The power supply must have ground isolation transformer built in and use a 50/60Hz transformer. The power supply must have a built-in surge protector. In the event of a power failure the power supply must be able to run uninterrupted for a minimum of 4 hours. 2.4 CCTV Housing Description • • The camera housing must be a small compact design. The camera housing must allow easy access to the camera installed in the housing, for service. 2.5 • • • • EQUIPMENT REQUIRED 2 Cameras 2 Digital Video Recorder (DVR) 2 Power Supply 2 CD Burner to be connected to the DVR. NB: Accessories such as cable and conduit are to be determined by each company based on a site visit. The system should handle the following basic requirements: 1. Record and store events in a standardized database format with various selection and analysis capabilities. 2. Allow remote access by multiple to CCTV information 3. Maintain the integrity of event history by scheduled automatic back-ups. 4. Restrict access rights to recording history. 5. Supports the query of the database and production of event recordings. 3.0 HARDWARE REQUIREMENTS The CCTV system shall be designed for outdoor use and high performance operation on the latest, proven CCTV equipment and computer peripheral devices available on the market. CCTV supplier shall propose a system architecture closely meeting user’s requirements. DVR devices, etc. shall be installed in secure rooms. Each secure room shall be fitted with: 5 of 12 a. uninterruptible power supplies to support at least 8 hours continuous running of the system after the loss of mains electricity supply followed by an orderly automatic shutdown in the event that the mains electricity has not returned b. Surge protection to ensure that the main supply voltage remains within the design parameters of all equipment to be installed within the rooms 4.0 SOFTWARE REQUIREMENTS The CCTV shall run on the latest, proven IP systems including Microsoft Windows. 4.1 MONITORING The surveillance systems shall include workstations. The following list of key features must be provided at the CCTV: a. The CCTV shall have remote access capabilities through the communications system to remotely control the CAMERA. b. The CCTV SYSTEM shall be capable of providing system access for multiple simultaneous users. c. The user interface shall be a graphical environment, controlled through the use of a mouse and keyboard. Menu driven software utilizing pull down menus that allow user to “point and click” to select a task. d. The DVR/computer should be configured to maximize security and maintain password access and a list of authorized users. e. The event history search is to be retrieved remotely. f. Event recordings by time and date shall be available. 5.0 DOCUMENTATION Complete user's manual should be supplied in paper and electronic format such as CD-ROM’s. 6.0 TRAINING The Bidder should offer an appropriate training course. The primary objectives of the training are to enable the operations staff: to understand the modes and method of operations of the CCTV system To understand the inter-relationships among different hardware and software components as well as their limitations To understand essential maintenance procedures 6 of 12 A full set of training documentation shall be provided to all personnel participating in the training. The documentation must also include practical training exercise. The documentation must be provided bounded paper material as well as in electronic format (PDF) on CD-ROM media. 7.0 TESTING The bidder shall propose a test plan for the CCTV system. The bidder shall no later than 30 working days after signing of the Contract Agreement, submit a detail test plan for the CCTV system. The plan shall contain description of test procedures and benchmark data for the system acceptance. NB: Accessories such as cable and conduit are to be determined by each company based on a site visit. 10 of 12 9.0 RECEIPT OF PROPOSAL Financial proposal Firms are expected to take into account the requirements and conditions outlined in the RFP document. The proposal should indicate: • • The detailed costs of the equipment Labor costs Firms are requested to express the price in Jamaican dollars. The proposal must remain valid for ninety (90) days after the submission date; July 14, 2008. The Client will make the best effort to complete negotiations within this period. Firms may request clarification of the information contained in the RFP from the Client. The Client reserves the right to accept or reject any proposal, or to annul the process and reject all proposals at any time prior to the award of the contract without thereby incurring any liability. 11 of 12 10.0 SELECTION PROCESS Evaluation of proposals will be done in accordance with the Government of Jamaica Public Sector Procurement Procedures. The following factors and their associated weighting will be used to evaluate the proposals. 1. Responsiveness to RFP - this will be determined by company profile and experience and comparison of responses to requirements 2. Time frame of delivery 3. Payment Terms 4. Cost 12 of 12
