Industrial Plant Operations & Maintenance Manual
November 1, 2004 GENERAL INFORMATION The Propane Education & Research Council (PERC) is a non-profit 501(c) 6 trade organization authorized by the Propane Education and Research Act of 1996 (PERA), Public Law 104-284. PERC was created “to enhance consumer and employee safety and training, to provide for research and development of clean and efficient propane utilization equipment, and to inform and educate the public about safety and other issues associated with the use of propane.” PERC is governed by a twenty-one member Board of Directors appointed by the National Propane Gas Association and the Gas Processors Association. PERC program beneficiaries include propane retail marketers, producers, transporters’ and agricultural cooperatives, as well as representatives of allied service and supply industries. New requirements related to the operations and maintenance of bulk plant and industrial plant LPGas systems were added in the 2001 edition of NFPA 58 (The LP-Gas Code). These new requirements include mandating written procedures for safely conducting activities associated with operations and maintenance, as well as a provision that equipment owners and operators ensure that the procedures are updated, if necessary, whenever a major change occurs and prior to startup of a changed system. Provisions of NFPA 58 2004 edition addresses the following areas. Written procedures for plant operations Written procedures for plant and system maintenance.
PROPOSALS TO PROVIDE SERVICES SOUGHT PERC seeks to develop a web-based tool that would assist members of the propane industry in generating a company-specific manual. In terms of content, the development process would include the following. 1. Delineation of each required element of the O & M manual, utilizing NFPA 58 as a resource (Chapter 14 of the 2004 edition); 2. Identify and incorporate appropriate existing safety and training material that would address each element of the O & M requirements, including technical training such as, but not limited to, CETP and Propane Emergencies or equivalent. Dispensing Propane Safely and other reference materials such as manufacturers’ operating instructions, other regulatory references, accepted industry standards and procedures should also be included where applicable or referenced when appropriate. 3. Submitter must ensure that the product does not impose requirements that are outside of the intent of the standard.
4. Development of a web-based and manual generation “wizard”, which would include a means for incorporating specific company information and policies relative to each of the content areas covered. Deliverable The deliverable of this project will be the web-based manual “wizard” provided to PERC in an electronic format (.ASP/.NET/SQL based), including all master files that will allow propane marketers will complete with information from their specific facilities to allow then to meet the requirements of the code. The deliverable must be hosted on the PERC Safety & Training Online Resource (the NPGA site will link to it also). A content management system (ideally Propane Web Services) needs to be integrated to allow for instant updating. Because the tool will be located behind a S&T Online Resource log-in system, users of the tool can be flagged to receive an automatically generated email from PERC’s FLIP database whenever updates are made to the content. Each email notification of updates should be documented in FLIP.
Time and Materials Contract
The successful bidder will be awarded a contract whose fees are based on the time and materials provided by the bidder. To that end, all bidders are required to provide: 1. Hourly rates 2. On-going and future costs for such items as content review and updating and technical support. 3. Travel expenses 4.
