Alcohol Awareness Week– “Responsibility sets the limits”


   The Alcohol Awareness Week was a success.
   External effects and reasons:
          We mobilized a great part of the civil society.
          Organizations, associations, treatment facilities, self-
          help groups,universities, sport clubs, companies,
          churches, and others took an active part in the
          realization of the AAW.
          During and after the AAW there has been more demand
          for consulting services at alcohol treatment facilities.
          Good information and working material had been
          prepared and disseminated. This support was widely
          used.
          The Media supported the event.

 Internal effects:

          We made experiences with the realization of a big
          event completely managed by internet.
          Several elements of the AAW can be used for
          further activities.
          It was a „Low-Budget-Campaign“ assuring an
          excellent cost-benefit relation

     These materials were specially designed for the AAW and could be
     ordered via internet

       Media Reaction:
         the main press agencies Reuters, AP and DPA
        were present at the press conference
        Some of the important German TV Channels
        were present, as ARD, HR, SWR, RBB, Phönix,
        N24 and others. RTL and SAT1 made studio
        interviews

       Response: all news broadcasts covered the AAW

Scientific Symposium „Alcohol in Germany and Europe“

     For the first time it focused not only on Germany but also
     on Europe

     Exellent national and international speakers could be
     enlisted. The national drug commissioner Sabine Bätzing
     made the greetings

     The participants – the majority are scientific researchers –
     reacted very positively and felt encouraged

     Combining scientific results with political perspectives
     turned out to be a good conference agenda

Alcohol Action Plan

       Health in Germany is a task of the different
       federal states

         you have to motivate 16 different governments
       if you want to push an issue. In 1997 DHS
       succeded to put alcohol policy on the agenda.
       The first Alcohol Action Plan was agreed on
       basis of a DHS proposal

Alcohol Action Plan

           The Federal Health Ministry is planning to integrate an
           alcohol policy strategy in the update of the existing Drug
           and Addiction Action Plan (2003-2007)

            no specific Alcohol Action Plan of the German
           Government
           within the Drug and Addiction Action Plan youth directed
           measures and behavioural approaches will be
           emphasized
            DHS will develop and promote a comprehensive
           Alcohol Action Plan

           - smoking ban in public buildings like schools,
           administration buildings, trains and others
           - ban of smoking in public for young people
           under 18 years
           - ban of selling tobacco products to young
           people under 18 years

           Progress in Alcohol Policy
           Drink driving: adoption of 0 BAC for beginners
           up to the age of 21.
           Flatrate parties: increased public awareness
           and municipal activities against party maker
           offers and bars/discos.
           Criminal offences under influence of alcohol:
           The Federal Council of Germany - „Bundesrat“
           –introduced a draft law to abolish the mitigation
           of a sentence in case of self-inflicted inebriation
