Rule Change Proposals for the 2006 Season 1/18/06 Proposal 1 Tie BreakersREGULAR SEASONOption 1- No change, ties stay as earned (Passes with 7 votes for) Option 2- Tie games go into an overtime and one category called Power Ranking for 3 points is used. Total offensive yards (Passing + Rushing + Receiving) Minus the opposing teams Defensive Power number (total tackles+ Sacks X 2 + Ints X 2 + Def TDs X 6 + Safety X 2) (2 Votes) For example: Team 1 has -450 yards passing, 200 yards rushing and 300 Receiving -30 Tackles, 4 sacks, 1 Int, 0 TDs or Safety Team 2 has -360Yards Passing, 130 Yards Rushing, 365 Yards Receiving -46 Tackles, 5 Sacks, 0 Ints, 1 TD, 0 Safety Power Ranking for Team 1 is 888 (950 minus 62) Power Ranking for Team 2 is 815 (855 minus 40) So as a result Team 1 gets an extra 3 points and the win. PLAYOFFSOption 1- We use the Power Ranking described above (2 Votes) Option 2- The teams go into a different overtime with them playing again in the following week with the same lineups as the first week and the game is played again with a new set of stats. (What we did this year) (Passes with 4 Votes) Option 3- The teams game continues into the next week with the lineups being the same but the stats from the second week are added to the stats from the first week and points re-allotted. (3 votes) Proposal 2 A) Defensive Touchdowns are changed from 3 Bonus Points to 6 Bonus Points. (1 Vote) AND Safeties are dropped to 2 Bonus points. OR B) All Bonus points are made to fall in line with the actual NFL (with the exception of DL Ints which would remain at 3). So that means (Passes with 8 Votes) Punt/KR TDS = 6 Bonus Def TDs = 6 Bonus Safeties = 2 Bonus Two Point Conversions = 2 Bonus for each player involved. Proposal 3 The Annual Pimp Daddeze Proposal TD passes and Least Interceptions are split off into two separate categories, each worth 1.5 points. (Defeated 8-1) Proposal 4 Increase the Win bonus for the end of the year from 1.5 per win to 5 per win and the bonus for a tie from .5 to 2.5 per tie. (Passes 6 votes to 4) Proposal 5 Vote for one Option 1- Protected Lists for 2006 = 13 plus 1 Franchise Player (0 Votes) Option 2- Protected Lists for 2006 = 10 plus 1 Franchise Player (1 Vote) Option 3- Protected Lists for 2006 = 15 plus 1 Franchise Player (2 Votes) Option 4- Protected Lists for 2006= 17 plus 1 Franchise Player (Passes with 6 Votes) Proposal 6 Draft Attendance by a team owner is required unless there are extenuating circumstances of an emergency nature (sickness, family emergency, etc). Unapproved absence from the draft will result in expulsion from the league-No vote of the league required. (Passes 8 -1 ) Proposal 7 Franchise Player Guidelines are changed as follows A) QBS-Over 3,000 yards passing and 10 Net TDs (up from 2,000 OR 10 TDS) RBS- Over 1,200 yards rushing. (Yards from scrimmage is deleted) WRS- Over 1,500 yards receiving OR 90+ catches (up from 1,000 or 80+) TES- Over 600 Yards receiving OR 50+ receptions (up from 40+ and 500) DL- 12+ sacks or 70+ tackles using WSFFL definitions (up from 9+ or 60+) LBS & DBS – 10+sacks or 100+ Tackles (same as above) or 7+ints (DBS only) (up from 9+ , 90+ and 6+) (4 Votes for) OR B) Same as above except: RBS- Over 1,000 yards rushing WRS- Over 1,300 yards Receiving OR 90+ catches Defensive Players Ineligible (Passes with 5 votes for) (Note: one abstain vote to attempt to keep it at this year’s level) Proposal 8 It is proposed that the payout structure be changed to the following A) Of a $590 pot $75.00 goes to each division winner ($150) $20.00 goes to each wild card round winner ($40) $100.00 goes to the WSFFL Bowl Runner-up $300.00 goes to the WSFFL Bowl Champion If at any time our fee increases then each prize would increase accordingly (16.66% of the difference) (Passes with 6 votes for) Or B) The prize pot be split 70% ($413) to the winner and 30% ($177) to the runner up. No other payouts. (4 votes for) Proposal 9 It is proposed that any vote to end the Super Bowl party or re-appropriate transaction funds be unanimous. (Passes 7 votes to 2) Proposal 10 (impacted by 9) It is proposed that the Super Bowl Party be ended and the transaction money be allotted in $14 increments with $4 to the winner, $3 to the runner-up, $2 to each division winner and $1 to each wild card round winner. (Defeated 6 votes to 3) Proposal 11 Last year the results of the draft lottery carried throughout each round of the draft. Its is proposed that the draft lottery apply only to the first round with each round thereafter go based on actual results. (Defeated 6 votes to 4-Lottery order will carry throughout the draft) Proposal 12 To Facilitate and encourage trading Vote on both. A) For each processed trade, each team involved receives a $1.00 credit to its transaction account (Passed 6 votes to 3) B) Each team involved in a trade would get 1 pick per trade in a supplemental round of the WSFFL draft. These teams would pick after the regular draft ended and be allowed to keep these extra players until week one cut-down of the rosters necessitated they be kept or released. (Passed 7 votes to 2) Proposal 13 It is proposed that there be maximums on the types of offensive players that can be protected. Maximums are as follows; 5 QBS 5 RBS 4 WRS 3 TES (Passed 7 votes to 2) Process Clarification In season rule issues, rulings, and clarifications fall under the responsibility of the conduct committee. Any owner involved in the issue will absolve themselves of the discussion if they are on the conduct committee and the proposed action will be presented to the league for comment, but the decision of the committee is final. Any rule change would be address as a league with all members having equal vote, the following offseason.
