Attached is a Request for Proposals/Qualifications for a project to be undertaken as part of the Energy Efficiency and Sustainable Construction Act of 2008. The RFP/Q includes all the information that is required from each interested party wishing to submit a proposal for this project. Also attached is the scope of services, which provides a more in depth explanation of what is expected to be completed for this project. REQUEST FOR PROPOSALS/QUALIFICATIONS The Georgia Department of Community Affairs (DCA) is seeking proposals for the development of guidelines to improve the energy efficiency and sustainability of new and renovated state owned or leased buildings. The department is soliciting proposals from qualified individuals and firms as well as other parties interested in contracting for these services. Interested parties may submit proposals to develop guidelines for items listed on Attachment A-Scope of Services. No allocation of fund amounts among the guidelines has yet been determined. Short-listed firms or individuals will be interviewed prior to final selection. Qualified applicants will demonstrate familiarity with any guideline they choose to develop as well as familiarity with Georgia’s construction industry and sustainable building practices. Qualifications must be organized in sections containing the following information: Description and Experience of Firm or Individual: Describe your areas of expertise and experience and briefly describe other projects executed by you or your organization that demonstrate relevant experience. Personnel: Provide a professional resume and academic credentials for each of the key people who would work on this project (including any sub-consultants, interns, etc.), and describe relevant related experience. Proposal: Include a proposed outline, fee, and schedule of completion, including major milestones, for each guideline you or your firm is going to undertake. It is important that your organization’s approach to each proposed guideline be clearly presented in a suitably detailed manner. Deliverables: Indicate the types and forms of final products that will be produced for each proposed guideline. Proposals must be received no later than 3:00 p.m. on June 6, 2008 at the Georgia Department of Community Affairs, Attention: Ted Miltiades, Director, 60 Executive Park South, N.E., Atlanta, Georgia 30329. Submittals received after the deadline will be returned. All respondents are required to submit one (1) original and two (2) paper copies of their proposals and one copy in electronic format (Word or PDF are acceptable) on CD. ANTICIPATED SCOPE OF SERVICES Develop guidelines and recommendations for the Energy Efficiency and Sustainable Construction Act of 2008. The details of each deliverable have been identified below. More specific requirements, if necessary, will be identified during the process of developing the guidelines, and at such time, the completion schedule and specific portion of contract funding to be assigned for each of these identified activities will be agreed upon between the Independent Contractor and the Department’s Primary Contact. Meetings may be initiated by the Department or the Department’s consultants selected to carry out specific projects related to the Energy Efficiency and Sustainable Construction Act of 2008. Status update reports may be periodically requested by the Department’s primary contact. The methodology used to carry out the above tasks will be further refined through close coordination between the Independent Contractor and the Department’s Primary Contact throughout the project. All final products shall be rendered in electronic format as well as in hardcopy format, as specified by the Department.
Detailed Scope of Services The following guidelines are to be developed for all buildings owned or managed by the State of Georgia: Item 1) Exceed the standards set forth in ASHRAE 90.1-2004 by 30 percent. Details To be completed before XXXX Develop guidance to be used by designers of state buildings to determine the most efficient ways to meet the 30 percent increase. Provide example scenarios outlining how this standard is obtained. This may also include the recommendation of energy modeling software or specific environmental building rating systems to be used. Develop guidelines to determine whether or not the 30 percent increase in efficiency is cost effective based on a life cycle cost analysis with a payback of no more than 10 years. Develop criteria for what constitutes an inappropriate building site based on the conservation and protection of natural resources.
