Morgan County Request for Proposals RFP #07-02 Morgan County Building and Justice Complex Programming The Morgan County Council is requesting qualification based competitive sealed proposals until proposal opening at 3:00 pm local time on Monday, April 30, 2007 at the Morgan County Offices for program development for a Morgan County Administration Building and Justice Complex. Important: Proposals must be marked clearly RFP #07-02, Morgan County Administration Building and Justice Complex Programming on the outside of the sealed envelope. Proposals that do not show the RFP number and the proposal name (Morgan County Administration Building and Justice Complex Programming) on the outside of the sealed envelope or package may be opened prior to scheduled opening, as the County cannot know it is a sealed proposal unless it is marked properly. Young St. Morgan, Utah 84050 801-845-4008 Morgan County Request for Proposals RFP # 07-02 Morgan County Building and Justice Complex Programming The Morgan County Council is requesting qualification based competitive sealed proposals for program development for a Morgan County Administration Building and Justice Complex. Problem Statement The current Morgan County Offices and Courthouse were built in 1956. The current facility has outlived the expected life span, and does not currently meet the administrative needs for existing employees, nor future needs. Morgan County is at the stage to begin the operational programming and staff needs analysis required to assist the architect in developing specific design criteria. Morgan County has also begun the process of identifying construction funding for this project. Objectives This Request for Proposals is to result in a contract/agreement between the proposal provider (Provider) and Morgan County that will meet the following objectives: • • Develop a program that will meet the current and future needs for the county administrative offices as well as the needs of the sheriff and justice departments, for a minimum of 10 years into the future. Work with the architect to design a concept, including estimated construction costs, of a new facility that is safe and secure and can facilitate the day to day operations of all of the departments in the county and that complies with all applicable federal, state and local laws and regulations. Scope of Work The successful Provider will be expected to provide the following services: (note: the following are minimum service expectations. Specific requirements will be negotiated during the contractual process.) A. Program Development 1. Work with the local collaborative in developing the specific program design for the long-term success and use of this facility. 2. Work with the architect to insure proper space and security considerations are met by this project. B. Fund Development 1. Work with county leadership to identify construction funds. General Conditions 1. The Morgan County Council reserves the rights to reject and all proposals, to waive informality, technical defect, or clerical error in any proposal, and to accept the proposal which in its judgment is most suitable and advantageous to the County. 2. Procedure: Proposals will be reviewed by a Selection Committee. Providers who are deemed on the basis of selection criteria, fully qualified and best suited among those submitting proposal may be requested to participate in discussions regarding their proposals. Discussion may cover cost, methods of delivery, and other relevant factors. At the conclusion of discussions, the Providers will be ranked on the basis of selection criteria and final negotiations will be conducted with the top ranking Provider. If a satisfactory agreement can be reached, the contract shall be awarded to the Provider; otherwise, negotiations will be conducted with each subsequent Provider until a satisfactory contract can be established or until the Selection Committee determines the rejection of all proposals is in the best interest of Morgan County. 3. Method of Award: Award will be made to the Provider whose proposal is determined to be most professional and technically complete. The selection process may however, include a request for additional information and an oral presentation to support the written proposal. 4. The successful Provider shall commence work only after the transmittal of a fully executed contract/agreement and after receiving written notification from Morgan County. The successful Provider will perform all services indicated in the proposal in compliance with the negotiated contract. 5. Proposals that do not meet the mandatory requirements will be considered nonresponsive. Selection Criteria and Order of Proposal The Provider will be selected on the basis of the Provider’s written proposal and any requested presentations. A selection committee will review all proposals and make their recommendation for selection based on the following criteria: 20 Points 20 Points 20 Points History of proposing business Approach to providing development and programming services References The selection committee may deem it necessary to conduct interviews of the top candidates. If this is the case, there will be an additional 20 points available for this process. The proposal should be laid out in the order outlined above. The proposal should not exceed 15 written pages, exclusive of brochures or transmittal letter. Responders must submit six (6) bound copies of their proposal. Proposal Review Team The selection committee responsible for making a recommendation to the Morgan County Council will consist of the following representatives: Two representatives of the Morgan County Council Two Morgan County employees One representative from the Morgan County Sheriff’s office One representative from the Morgan County Attorney’s office Questions relating to this RFP should be directed to: Sherrie Christensen, Director of Planning Morgan County Offices P.O.
