                               PIL Core Standards
    • The leader has the knowledge and skills to think and
      plan strategically, creating an organizational vision
      around personalized student success.
    • The leader is grounded in standards-based systems
      theory and design and is able to transfer that
      knowledge to his/her job as the architect of standards-
      based reform in the school.
    • The leader knows how to access and use appropriate
      data to inform decision-making at all levels of the

                               Act 45 of 2007
                Amends PA School Code Sections 1003, 1109, 1205.5, and 1217


    • Codifies the 9 PA Leadership Standards.
    • Requires preparation programs for principals
      and superintendents to address these standards.
    • Requires Principals’ Induction Program
      (training in 3 core standards) for all principals
      and asst. principals who are certified and/or
      employed for the 1st time after January 1, 2008.

                                   Act 45 of 2007
    • Requires all school and system leaders*
      to meet their Act 48 continuing professional
      education requirements in programs that
      address the 9 PA leadership standards.
    • Requires PDE to provide training at no charge
      to school entities or individuals.
    • Authorizes PDE to approve other providers.
           *Defined as superintendent, assistant superintendent, principal,
           assistant or vice principal, I. U. executive director, I. U. assistant
           executive director, area vocational-technical school director.

      conference call to discuss differences.
    • Goal is to identify a unified assessment
      and concise findings/recommendations for
      the institution regarding their program.
    • Revision to review forms is expected
      within 48 hours.
