The APARTMENT GUIDE is designed to help you find an apartment in Arlington County. The information contained in the GUIDE is taken from material supplied by apartment owners and management companies. Every attempt has been made to include all projects having four or more units. ORGANIZATION OF THIS GUIDE Apartment complexes are listed by neighborhoods, which are arranged alphabetically in the book. A map at the front of the Guide indicates major highways, Metro and neighborhood locations in the County. An index of the apartments is provided in the back of the booklet. Names and telephone numbers of management companies are listed beneath names and addresses of apartment complexes that responded to the questionnaire. The rents listed were those in effect in January, 2004. In some cases it represents the lowest rent for a unit of a given size in the complex. CHARGES AND AMENITIES Prospective tenants should inquire about additional charges that may be added to the rent such as a pet fee, fee for parking, or the cost of utilities. Many recently renovated complexes may be separately metered for electric and tenants are responsible for the cost of heating, air conditioning, and hot water as well as for lights and appliances. Ask the landlord for an estimate of these monthly expenses. The final column designates each apartment as "garden" (generally three or four story walk-up buildings) or "elevator" (five or more stories high). The same column lists special features or policies such as the acceptance of pets or offering short-term leases. CONDO's AND CO-OP's There are many condo and co-op buildings in Arlington County. Information on condo and co-op units available for rent can be obtained from local newspapers or real estate agents.

LOOKING FOR HOUSING Shop around carefully when looking for an apartment. See if the neighborhood provides the particular facilities (i.e. schools, churches, shopping, transportation, recreation) of greatest interest to you. Does the property have a neat appearance? Ask about any added charges. A unit that appears to be less expensive than others may not include utilities. Ask for a copy of the rental rules. Are pets allowed? Is parking space available? APPLYING FOR AN APARTMENT Apply for the apartment in person. (It is much easier for management to say "no vacancy" on the telephone.) Be courteous with the rental agent, but be sure to ask all questions that are important to you. If they have no vacancies, ask to be placed on a waiting list. Fill out the application completely. Remember that incomplete information may result in your application's being rejected, and false information could give the landlord grounds for evicting you after you have moved in. The state of Virginia has a adopted the BOCA code which sets occupancy standards that limit the number of persons living in an apartment. Generally, two (2) persons are allowed in a 1-bedroom apartment and 4 persons in a 2-bedroom unit.

Failure to list all family members on the lease or allowing others to move in with you and overcrowd the unit can lead to eviction. INSPECTING THE UNIT If possible, inspect the unit before depositing any money or signing the lease. If you note maintenance problems in the unit, find out whether they will be repaired before you move in. If the problems are serious, you might want to get assurances of repairs in writing. REVIEWING LEASE BEFORE PAYING SECURITY DEPOSIT Review the lease. Does the lease allow rent increases during the initial year of tenancy? Do not pay a security deposit or application fee unless you are certain you want the unit. Payment obligates you to rent the apartment, if the owner accepts your application. When you do make such a payment, ask for a receipt stating the date, amount and nature of the payment. Be sure you understand how much of the money the owner can retain for his efforts in screening you, whether or not he accepts you as a tenant. PARKING Parking at most Arlington apartment complexes is limited. When applying for a unit ask if parking is available and what the parking rules are for tenants and visitors. At some complexes parking is limited to one space per unit; at some there is no parking for visitors. Because of the scarcity of parking, many landlords are using towing to enforce their parking rules. TENANT - LANDLORD RIGHTS AND RESPONSIBILITIES If you should encounter a problem such as a questionable lease clause or difficulty about application fee refund, contact the Housing Center at 703-228-3765. The staff can answer your questions regarding your rights and responsibilities as a tenant and will assist you in resolving any problem which may arise. They can provide a booklet entitled "Tenant-Landlord Handbook." FAIR HOUSING RIGHTS Federal fair housing law requires that every person regardless of race, color, religion, national origin, sex, handicap or familial status be treated equally. "Familial status" covers all households with children and any pregnant woman. The state fair housing law also covers elderliness, and the Arlington human rights ordinance includes marital status. An apartment owner may consider only prospective tenant's ability to pay and past rental history. The latter includes rental payments, violations of rental rules and laws, record of disruptive, abusive or dangerous behavior and evictions. If you feel you have been discriminated against in your search for an apartment because of the conditions noted above contact the Arlington County Human Rights Commission at 703-228-3929. They can discuss the matter with you and advise you of the procedure for filing a complaint, if you decide to do so. TENANTS WITH PHYSICAL DISABILITIES Amendments to federal fair housing law, which took effect in 1989, require that landlords allow physically disabled tenants to make reasonable modifications to the premises to accommodate their disabilities. Each tenant is responsible for paying for the work and also for restoring the interior of the unit to its original condition after the tenancy ends. Arlington Housing Corporation (703-486-0626) has a Barrier Removal Program that assists income-eligible tenants with these alterations. Persons with physical disabilities are encouraged to call the resident manager at apartment buildings and inquire about the level of accessibility that is provided, e.g. an entranceway without steps, wide doors at entrances and within apartment units, grab bars and visual smoke alarms. Under the federal fair housing law disabled persons may be able to request a handicapped parking space. The Office for Physically Disabled Persons (703-228-4786, 703-228-4611 TDD) has prepared the "ACCESSIBLE APARTMENT GUIDE TO ARLINGTON, VIRGINIA." It rates complexes on accessibility features for persons with visual, hearing, or mobility impairments.

Arlington has a street naming and numbering system. Once you understand the system and learn the major thoroughfares, finding your way around is relatively easy. Arlington Boulevard (Route 50) is the major east-west thoroughfare and divides the County into North and South sections. All street addresses bear a North or South designation. Glebe Road is the main north-south thoroughfare. Numbered streets generally run east-west, roughly parallel to Arlington Boulevard. Starting at Arlington Boulevard, numbered streets in South Arlington range from 1st to 36th; in North Arlington they range from 1st to 44th. Named streets generally run north-south, roughly parallel to Glebe Road and the Potomac River, and they have alphabetized names of one, two and three syllables. Streets with one-syllable name like Eads or Lynn will be closest to the river. Barton and Monroe are at the center of the County. Buchanan and Kenilworth are at the western edge of the County. Named and numbered streets are seldom major through streets. In addition to Arlington Boulevard (Route 50) important eastwest thoroughfares are Lee Highway, Wilson Boulevard and Columbia Pike. Glebe Road and George Mason Drive are northsouth thoroughfares. These and other through streets are shown on the map below.
