What Can Psychiatric Nurses Do? Since child welfare services, though driven by state legal systems, are the de facto mental healthcare systems for abused and neglected children (Rosenfeld et al., 1997), nurses can make treatment as the explicit goal for the approximately half of children in the child welfare system who have behavioral problems, in effect creating a "2-tiered system" for children with and without mental health problems (Fanshel, 1992, p. 49; Pilowsky & Wu, 2006).
