The completed WBS greatly simplifies both establishing the competition scope and writing the Performance Work Statement (PWS). USING THE WBS 1. Begin by obtaining a list of the FAIR Act positions under consideration for competition. 2. Columns A thru C are user provided demographic information 3. Columns D and E are copied from the FAIR Act Inventory 4. Column F is a user assigned tracking convention (There are various ways for doing this the example uses an alpha charachter consistent with the function followed by a number) the key is to be consistent 5. Use the Function Code & Title from drop down windows for column G. entry for WBS Function Code 6. The Column H drop down window is a further detail of the tracking for a activity within the function 7. The Column I entry is a user assigned title for the WBS Activity 8. Column J is a further user determined breakout (consistent with the tracking convention in Column F) of the activity into a Sub-Activity 9. Column K is a user assigned title for the WBS Sub Activity 10. Column L is the duration in minutes for completing one unit of the sub-activity 11. Column M is the total number of sub-activities occurring in a one year time period 12. Column N is the product of column (L x M)/60 to change minutes to hours 13. Column O is the output for the Activity/Sub-Activity NOTES: Create as many entries as necessary to describe the Activities/Sub Activities for each function Therefore several Activities/Sub Activities may have the same output USING THE WBS Once entries are completed for all Functions a sort by can be accomplished to show the total hours for accomplishing required outputs. Dividing these total hours by the A-76 circular factor for productive hours (1776 for full time GS/WS employee, 2007 for intermittent or 1808 for military) becomes the scope for the FTE to include in the scope of the competition. Discrepancies between the total annual hours and the FAIR Act indicated hours should be explained. The outputs in Column O become the specific requirements to include in the PWS. An effort should be made to limit the number of outputs by combining outputs for sub-activities into outputs for functions. Otherwise there will be too much detail. Additionally, outputs should not be combined. For each output an acceptable quality level and appropriate measure should be determined for entering into the Performance Requirements Summary.
